Pre-Conference Session Bill Dombi, President of the National Association for Home Care & Hospice, will present Part 1 of a Federal Legislative and Regulatory Update on Thursday, January 25, 2018 at the Cornhusker Marriott from 2:00 4:00 p.m. Bill will cover Medicare home health; Medicare hospice; Employment law including FLSA; Overall health reform; and Medicaid home care and hospice. Please be sure to attend this session because Bill will present Part 2 of the Federal Legislative and Regulatory Update on Friday, January 26, 2018. Purpose Statement This program is presented to raise the awareness and understanding of federal legislative, legal, and regulatory issues affecting home care and hospice so attendees to better manage the delivery of care. Objective for Pre-Conference Session Gain an understanding of the federal legislative landscape affecting home care and hospice. Describe two (2) evidence-based practice guidelines for each strengthening and endurance interventions in restorative and maintenance patients in the home health setting.

Bill Dombi, J.D. Bill Dombi is the President of the National Association for Home Care & Hospice. He previously served as the Vice President for Law at NAHC. As a key part of his responsibilities, Bill specializes in legal, legislative, and regulatory advocacy on behalf of patients and providers of home health and hospice care. With nearly 40 years of experience in health care law and policy, Bill Dombi has been involved in virtually all legislative and regulatory efforts affecting home care and hospice since 1975, including the expansion of the Medicare home health benefit in 1980, the formation of the hospice benefit in 1983, the institution on Medicare PPS for home health in 2000, and the national health care reform legislation in 2010. With litigation, Dombi was lead counsel in the landmark lawsuit that reformed the Medicare home health services benefit, challenges to HMO home care cutbacks for high-tech home care patients, lawsuits against Medicaid programs for inadequate payment rates, along with current lawsuits challenging the Medicare home health face-to-face encounter rule and the Department of Labor changes to the overtime rules under the Fair Labor Standards Act. In addition to litigation, Bill offers extensive community and professional educational services through lectures, publications, teleconferences, and videos. He is the Editor and lead author of Home Care & Hospice Law: A Handbook for Executives, the only comprehensive legal treatise on the topic. His lectures include market trends in home care, compliance, risk management, patient rights, fraud and abuse, health care reimbursement, legislative and regulatory reforms, and legal issues in telehealth services. Bill Dombi is admitted to practice in Connecticut and Washington, DC. He is also admitted to numerous federal courts including, the U.S. Supreme Court and several Court of Appeals. He has served on the Advisory Board for BNA s Health Law Report and Medicare Report. Bill also is a longstanding member of the American Health Lawyers Association and the American Bar Association. Federal Legislative and Regulatory Update Part 1 and Part 2 This program is presented to raise the awareness and understanding of federal legislative, legal, and regulatory issues affecting home care and hospice so attendees can better manage the delivery of care. Tom Underwood Tom Underwood is the Chief Executive Officer at Sandata Technologies. Mr. Underwood has over 22 years of healthcare software experience, and a successful track record of building growth-oriented, client-focused technology businesses for the healthcare industry. Over his career, he has led growth strategies for organizations Speakers ranging from early stage start-ups to large publicly traded companies. Previously, Mr. Underwood was the CEO of Alere Health, a national technology and healthcare services company providing Care Management solutions to large employers and health plans. Prior to becoming CEO, he held roles as President of the Technology Solutions Division and Chief Information Officer. Tom arrived at Alere through its merger with Matria Healthcare where he was President and COO. How Electronic Visit Verification Will Impact Your Organization The 21st Century Cures Act was signed into law last year, and it includes a mandate that all Medicaid reimbursed homecare services must use an Electronic Visit Verification (EVV) solution. While no one is fond of a mandate, perhaps the best approach is to embrace the requirement and let the mandate drive business value that goes beyond simple compliance with the legislation. Based on over 25 years of EVV experience, Tom will share the business value homecare providers have experienced by choosing to embed the technology into their business. Emily Anderson Emily Anderson is currently a Government Affairs Manager with Home Instead. She was also an Associate Attorney at Kutak Rock in Omaha. She collaborates with Home Instead s internal Government Affairs Team and external partners to provide effective advocacy utilizing both grassroots and grasstops advocacy on behalf of franchising, small business, caregivers, aging adults and their families to shape and influence home care policy on local, state, federal and global levels. Emily proactively tracks and monitors legislation in all 50 states and at a federal level in order to collaborate with and empower Home Instead franchisees (more than 650 located in North America) to become an effective advocate. She works cross-departmentally (with interactions ranging from associate level to C-Suite) on a daily basis in order to support Home Instead s network, to create pilot programs to strengthen their advocacy efforts, and works hand-inglove with strategic partners with respect to advocacy and thought leadership. Emily earned a Juris Doctorate from the Creighton University School of Law and a B.S. in Education from the University of Nebraska at Omaha. Government Affairs and Advocacy This presentation will provide an overview of Federal and State Specific Legislation with respect to the Home Care Industry (e.g. Seniors, Caregivers, and Labor/ Employment). This presentation will also provide tools for attendees and toolkits with respect to effective and impactful advocacy.

Speakers Jeanne Sexson Jeanne Sexson holds a Master s degree -- emphasis psychology and a Master s Certification in Education. For over thirty years, she has traveled in and out of the continental United States speaking at national, state and regional health industry conventions. She also facilitates leadership training for large corporations, individual facilities and colleges/ universities. Jeanne is an author/illustrator of several motivational books, including her double-award winning book about dealing with loss and change entitled Down But Not Out- -Living through your setbacks, major whacks, and brokenheart attacks and numerous healthcare magazine articles. She was recipient of both the EDIT IT Book Award for Commitment to Achieving Precision in Communication and Mid-America Publisher s Association Award for Illustrating. Her honors and recognitions include Outstanding Creative Woman of the Year and recipient of the National Mental Health Association s Outstanding Service Award. Sandy Decker Sandy Decker is the Senior Provider education Consultant with the Provider Outreach and Education team at CGS. She has worked in the home health and hospice nursing fields the majority of her nursing career, including as a former Medical Reviewer with both Medical Review and Appeals at CGS. Sandy has presented at national conferences for both hospice and home health, in addition to many state conferences. She received her associate and bachelor s degrees in nursing from Mercy College of Health Sciences and bachelor s in business management from Upper Iowa University. Medicare Clinical Updates from CGS Medicare Clinical Updates from CGS session. Cindy Krafft PT, MS, HCS-O Cindy Krafft PT, MS, HCS-O is the CEO of Kornetti & Krafft Health Care Solutions. She brings more than 20 years of home health expertise that ranges from direct patient care to operational/management issues as well as a passion for understanding regulations. For the past 15 years, Cindy has been a nationally recognized educator in the areas of documentation, regulation, therapy utilization and OASIS. She currently serves on multiple Technical Expert Panels with CMS Contractors working on clinical and payment reforms such as bundled payment care initiatives and alternatives to the current relationship between therapy visits and episodic payment. Cindy has been involved at the senior leadership level for the Home Health Section of the American Physical Therapy Association for more than 10 years and is the immediate past president of that organization. Diana (Dee) Kornetti, PT, MA, HCS-O Diana (Dee) Kornetti, PT, MA, HCS-D is the COO of Kornetti & Krafft Health Care Solutions. She has been a physical therapist for 30 years, and is a past administrator and co-owner of a Medicare-certified home health agency. Dee is nationally recognized as a speaker in the areas of home care, standardized tests and measures in the field of physical therapy, therapy training and staff development in the home health arena. Dee is the immediate past Editor of The Quarterly Report, a publication of the American Physical Therapy Association s (APTA) Home Health Section, as well as member of the Home Health Section s Practice and Education Committees. She currently serves the Home Health Section as its President. Dee also currently serves as the President of the Association of Homecare Coding and Compliance, and is a member of

Speakers the Association of Home Care Coders Advisory Board and Panel of Experts. Interdisciplinary Care Planning for Therapists in the Home Health Setting The Medicare Payment Advisory Commission (MedPAC) has suggested changes to the PPS system to rely on patient characteristics to set payment for therapy and non-therapy services and should no longer use the number of therapy visits as a payment factor. Industry best practices have consistently focused on the interdisciplinary team as an effective and efficient model for patient-centered care that emphasizes rehospitalization reduction with improved outcomes. However, practice pattern changes have not occurred as consistently as payment changes. Looking toward the future of therapy in the home health setting, there exists a huge opportunity to tap into the skill set of therapists to facilitate increased care management of the chronically compromised, medically complex Medicare population. There is much more than home exercise programs, bathing, swallowing and the ability to walk that comprises physical, occupational and speech therapy services! This session will provide attendees the opportunity to review current evidence-based practice strategies related to therapy use with chronic diseases including, CHF, COPD, diabetes and dementia.
