Classification Specification Bargaining Unit: County General Unit Revised: 11/25/2016 EMERGENCY MANAGEMENT PROGRAM COORDINATOR Title Code: 5715GE DEFINITION Under general supervision, positions in this classification develop comprehensive disaster plans, coordinate assigned functions, tasks and programs of the Orange County Sheriff-Coroner Emergency Management, and serve as staff assistant to the Emergency Manager and Assistant Manager on disaster, emergency preparedness and civil defense matters. Incumbents also serve as staff support to boards, groups and organizations with which Emergency Management shares some responsibility. The Emergency Management Program Coordinator Series includes the following: Emergency Management Program Coordinator (5715GE) Sr. Emergency Management Program Coordinator (5716GE) CLASS CHARACTERISTICS The Emergency Management Program Coordinator is a professional class series in the field of emergency preparedness and disaster response. The Emergency Management Program Coordinator is the entry level of the class and does not retain a permanent status. Emergency Management Program Coordinator incumbents who demonstrate progressive proficiency and independence will be promoted to the next level at or before the end of the one-year probation period. Incumbents who are not promoted will have failed probation in this class. Incumbents are responsible for developing necessary skills and knowledge for assigned responsibilities and acquire general knowledge of the County Emergency Management Program during this period. The Emergency Management Program Coordinator reports to the Assistant Manager, but may also receive lead direction from a Senior Emergency Management Program Coordinator. EXAMPLES OF DUTIES This job specification indicates, in general terms, the type and level of work performed as well as the typical duties and responsibilities of the job and is not all-inclusive to any specific employee. Incumbents may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills. Incumbents will be initially assigned the following duties in a learning capacity, under general supervision and oversight by a supervisor and/or mentor. Depending upon area of assignment, duties may include, but are not limited to, the following: Page 1 of 9

1. Develops, edits, coordinates and updates comprehensive disaster preparedness, emergency operations, and civil defense plans for the County and the Operational Area Organization. 2. Serves as staff assistant, researches and provides reference information to the Emergency Manager, Assistant Manager, and/or Senior Emergency Management Program Coordinator on various disaster subjects including: earthquake, flood, hazardous materials, nuclear power plant incidents, radiation detection, mass sheltering, Emergency Operation Center operations, Standardized Emergency Management System, mutual aid, emergency communications and warning, public information and other related issues. 3. Serves as staff assistant to the Emergency Manager, Assistant Manager, and/or Senior Emergency Management Program Coordinator in disaster preparedness issues with the County Emergency Management Organization, the Operational Area, state and federal agencies, business and industry, civic groups, volunteer agencies and media groups. 4. Interprets and maintains up-to-date data and knowledge of federal, state and local laws and regulations related to emergency management. 5. Attends, participates in, and conducts emergency management training and exercises as required. 6. Conducts training and educational presentations for various county and Operational Area agencies, civic groups, schools, business and industry, and volunteer groups on assigned topics related to emergency management and disaster preparedness. 7. Researches and prepares technical reports, forms, project papers, training materials and other documents; drafts correspondence. 8. Learns and practices skills necessary to assist in directing the operation of the County Emergency Operations Center during drills, exercises and actual emergencies. 9. Advises schools, hospitals, convalescent homes, and business and industry in the development and maintenance of their respective emergency and disaster plans. Plan, organize, develop and coordinate civil defense and emergency management programs with government agencies. Analyze and evaluate County civil defense, disaster and emergency management requirements. Develop and present formal training programs in emergency management and civil defenserelated subjects Learn techniques used in radiological monitoring Develop and maintain positive cooperative working relationships with a variety of local, state and federal staff, and members of the public and volunteers Solve problems and work with a minimum of supervision and direction Communicate effectively both orally and in writing Education and Experience One year of experience that can be directly related to the knowledge and abilities listed. OR Successful completion of an internship of three months or more in a field described in the Education/Training section, in a local, state or federal agency, non-profit organization, or business. Education that is related to the required knowledge and abilities may be substituted for all or a portion of the required experience at the rate of three college semester units for one month of experience; or one year of job-related training; or a combination of education and training to equal one full year. Candidate should demonstrate at least one year s college coursework or professional organization training in Emergency Management, Emergency Services, Disaster Preparedness; Public or Business Administration; Communications, Public Information; Political Science; Homeland Security; Information Technology; Business Continuity, Continuity of Operations. License/Certification Possession of or ability to obtain, before date of appointment, a valid California Driver License, Class C or higher. Possession of credentialing through California Office of Emergency Services, International Association of Emergency Managers, or completion of the Federal Emergency Management Agency s Professional Development Series Certificate is preferred. Special Requirements Must not have been convicted of a felony and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner. PHYSICAL, MENTAL, ENVIRONMENTAL AND WORKING CONDITIONS Physical and Mental Requirements Prolonged sitting at a workstation with computer screen(s) primarily using keyboard and mouse, also frequent standing. On occasion, may be required to lift or move objects up to 50 pounds by hand or using dolly or hand truck. Ability to hear well enough to communicate over the phone and in person to individuals and groups, especially during emergency drills and exercises. Environmental and Working Conditions Work is mainly in an office environment on a daily basis; but may be deployed to the field during activation of emergency operations and field disaster and be subject to working outdoors in fluctuating weather conditions, varying terrain, and/or uneven surfaces or in situations where access to normal services and facilities are unavailable. Classification Specification Bargaining Unit: County General Unit Revised: 11/25/2016 SENIOR EMERGENCY MANAGEMENT PROGRAM COORDINATOR Title Code: 5716GE DEFINITION Under general direction, positions in this classification develop and oversee the preparation of comprehensive disaster plans, policies, and procedures. Incumbents analyze the County s preparedness for all types of emergencies and provide leadership to emergency response and recovery organizations, including cities, school districts, special districts and non-profit response partners. Positions in this classification also coordinate and administer functions, tasks and programs of the Orange County Sheriff- Coroner Emergency Management Division, Contract Cities, or other Sheriff s Department Divisions. Incumbents respond to active emergencies either at the County Emergency Operations Center or a field Incident Command Post and work within the Incident Command System to serve the needs of the Orange County community. Incumbents also serve as technical advisor to the Division Director/County Emergency Manager, City Manager, Police Services Chief, and/or Orange County Intelligence Assessment Center Lieutenant and as staff support to the Orange County Board of Supervisors, Operational Area Executive Board, Emergency Management Council, Emergency Management Council Subcommittee, the Orange County Emergency Management Organization, Contract City, Sheriff s Department Division, and the Orange County Operational Area on emergency preparedness and civil defense matters. The Emergency Management Program Coordinator Series includes the following: Emergency Management Program Coordinator (5715GE) Sr. Emergency Management Program Coordinator (5716GE) CLASS CHARACTERISTICS The class of Senior Emergency Management Program Coordinator is the advanced professional level of a two class series in the field of emergency management. Incumbents exercise a greater degree of responsibility in resolving operational and planning problems and in developing and implementing administrative policies and procedures within the Orange County Emergency Management Organization than in the entry level. The Senior Emergency Management Program Coordinator reports to the Assistant Emergency Manager within the Emergency Management Division, and in absence of their direct manager, may report to the Deputy Director and Director. In the absence of these managers, the incumbent may act on behalf of management in administrative matters during emergencies, training, or exercises. The Senior Emergency Management Coordinator may, in certain assignments, act in a lead capacity over Emergency Management Program Coordinators and/or Division clerical support staff. Page 5 of 9

The Senior Emergency Management Program Coordinator may also be contracted to a city jurisdiction and work exclusively on city specific emergency management programs. In this assignment, the incumbent reports to a city Chief of Police Services/OCSD Lieutenant and does not report to anyone within the OCSD Emergency Management Division. Serves as technical advisor in disaster preparedness issues to the County, Operational Area, Contract City, Sheriff s Department Division, state and federal agencies, business and industry, civic groups, volunteer agencies and media groups. Represents Emergency Management, Contract City, and/or other Sheriff s Department Division at County and Operational Area meetings and serves on various related committees and subcommittees. 7. Advises schools, hospitals, convalescent homes and special districts, business and industry in the development and maintenance of their respective emergency and disaster plans. 8. Develops public education materials, and responds to requests for information from the public, business community, adjacent jurisdictions, utilities, volunteer organizations, and other governmental agencies. 9. Actively responds to the Emergency Operations Center or field Incident Command Post during public safety emergencies to work within the Incident Command System to serve the needs of the Orange County community. 10. Act as field liaison officer during training, exercises, or real emergency activations to provide situational awareness to the emergency response organization, and to provide disaster response and recovery damage surveys to federal, state, local, and non-governmental agencies providing services to impacted areas. 11. Develops, coordinates, and implements information systems and technology solutions such as the public mass notification system (AlertOC), Government Emergency Telecommunications System (GETS), and crisis information management software (e.g., WebEOC); assumes responsibility for the development, implementation, and testing of these systems; and provides ongoing training to County agencies, cities, special districts, and non-profit response partner personnel on these systems. 12. Oversees assigned Contract City Community Emergency Response Team (CERT) and Fire Watch operations and supervises volunteers. 13. Attends, participates in, develops and conducts emergency management training and exercises as required. 14. Conducts training and educational presentations for various county and Operational Area agencies, civic groups, schools, business and industry, special districts and volunteer groups on a wide variety of topics related to disaster preparedness, such as the use of radiological monitoring equipment, the safe handling of radiological materials, earthquake preparedness, schools planning, business continuity, and other issues. 15. Prepares after-action reports and provides necessary documentation required at the conclusion of exercises and actual emergencies. 16. Researches and prepares technical reports, forms, project papers, training materials, analysis of legislation, budget analyses and other documents; and drafts correspondence. 17. Assists in developing the Emergency Operations budget and monitors expenditures; 18. Assist in the preparation of emergency and disaster management related grant applications and related requests for proposals and contracts. 19. Provides on-call Duty Officer coverage, when assigned. Or Two years experience in developing plans, procedures and training programs for a local, State or federal government emergency management program. Education that is related to the required knowledge and abilities may be substituted for up to one year of experience at the rate of three college semester units for one month of experience; or one year of fulltime training that is related to the required knowledge and abilities may be substituted for up to one year of experience; or a combination of education and training may be substituted for up to one year of experience. Preference is given to a Bachelor s degree or higher from an accredited college or university with college coursework in Emergency Management, Emergency Services, Disaster Preparedness; Public or Business Administration; Communications, Journalism, Public Information; Physical Science, Political Science, Humanities, Public Health Social Ecology; Information Technology, Computer Science. Training in Hazardous Materials Planning; Homeland Security; Radiological Monitoring; Civil Defense, Business Continuity, Continuity of Operations. License/Certification Possession of or ability to obtain, before date of appointment, a valid California Driver License, Class C or higher.
