Discussions were moderated by Mr. Raghu Babu from GIZ. Following are the decisions taken are given below. 1. Following major activities for SIIDCUL IIE Haridwar have been identified: a) Modernisation / Upgradation of CETP / ETPs, ZLD, Improve Conveyance/ Drainage b) Environment Improvement in Industries (promotion of BAT tecniques). c) Skills Development ETP/CETP Operators (Helpers, Technicians) d) Other Activities for IIE Haridwar/Uttarakhand: Environmental drives through participatory approaches (removal of waste dumps, plantation etc.) Develop viable solution for management structures for IIE Haridwar for managing infrastructure & services in IIE Haridwar GIS mapping and development of strategic action plan Improvement of the drain carrying wastewater/sewage passing through IIE Haridwar Voluntary improvements in wastewater management in industries Voluntary improvements in production processes in industries 2 P a g e

These activities will be complemented by the SEIP project at national level with the following: Environmental Technology Platform Green rating and certification system for industrial areas Replication, upscaling in other industrial areas New measures under policies, plans, programmes [e.g., Enforcement directives for industries (tannery); Policy measures on skills development; Guidelines for CETPs; Guidelines for continuous/online monitoring systems etc.] 2. For providing solutions for up-gradation/modernisation solutions of ETPs (09 nos), a list of 22 industries from various sectors has been identified with ETPs of which 09 will be finalised for providing solutions for improvement. Ref. Annexure I. For improvement at industries and replication of successful models, a list of 50 industries has been identified under the following sectors from SIIDCUL IIE Haridwar by the participants of the workshop including those identified for providing solutions with ETPs viz.: a) Pharma b) Plastic c) Electronics/Electricals d) FMCG (Soaps and Food products) e) Metal f) Automobile g) Packaging h) Misc. including apparels and service industry 3 P a g e

List of industries under above mention sectors has been detailed out in Annexure II. 4. Decisions taken on skills development of ETP/CETP operators (helpers/technicians): Industries agreed to participate in the survey. Helpers and technicians should be given a short crash course on ETP operations and management. Government Institutions in the nearby areas should be empaneled to provide training to the helpers and technicians. Industry representatives identified the following institutions in nearby areas for empanelment with Skill Council for Green Jobs (SCGJ) of the National Skill Development Corporation (NSDC) to provide skill development training to helpers and technicians of ETPs and CETP in IIE Haridwar: o Government Polytechnic in Haridwar o Pollution Control Research Institute (PCRI)- BHEL o College of Engineering Roorkee (COER) GIZ will coordinate with these institutions and SCGJ for affiliation and carrying out training courses. ETPs being operated and maintained by the third party operators (outsourced companies) should also be covered in the survey and training. 5. On the steering structures at the industrial area level the following decisions had been taken: SEIP Project Advisory Committee A Project Advisory Committee would be set up to monitor, review and advice the project. The Committee would be chaired by Mr. H R Nautiyal, Regional Manager, SIIDCUL IIE Haridwar and will have members from SIA/SMAU/SEWA, Mr. Amit K Singh from CETP and Dr. Kansal from UEPPCB Roorkee. The Committee will meet once every month (meeting coinciding with single window meeting of UEPPCB). The suggested composition is as follows: 1. Mr. H. R. Rep. of SIIDCUL Haridwar Convenor It was also decided to constitute the following Facilitation Teams to promote cross learning by inviting industries and experts to participate in the discussions and to identify measures for implementation of environmental improvement in individual industries and IIE Haridwar: Facilitation Team - Water Pollution Reduction Facilitation Team Cleaner Production in Industries Facilitation Team - Environmental Drives and Outreach Facilitation Team - Water Pollution Reduction Purpose: To promote cross learning by inviting industries and experts to participate in the discussions and to identify water pollution reduction measures for implementation in individual industries and IIE Haridwar. The Facilitation Team would be coordinated by Mr. R C Jain (M/s Parma Synth). The Committee will meet in the 2 nd week of every month. The suggested composition is as follows: 6 P a g e

The Facilitation Team would be coordinated by Mr. Anil Sharma (SEWA). The Committee will meet in the 4 th week of every month. The suggested composition is as follows: 1. These three Facilitation Teams will meet on monthly basis and invite industries to participate in the discussions and will identify measures that could be implemented and would follow-up to showcase success stories.
