[Exhibit A ] OFFICIAL PROCEEDINGS OF THE LAFOURCHE PARISH CIVIL SERVICE BOARD MEETING OF MARCH 23, 2016 The Civil Service Board of the Lafourche Parish Government met in regular session at the Lafourche Parish Library, 705 West 5 th Street, Thibodaux, Louisiana, on Wednesday, March 23, 2016 at five-thirty (5:30) o clock p.m., pursuant to the provisions of a notice of regular session duly promulgated and posted in accordance with the law. PRESENT: ABSENT: Mr. Marcel Lovelace, Chair Mr. Barry Uzee Mr. Stan Silverii Mr. Ray Collins Mr. Glenn Chance, Vice-Chair Mr. Marcel Lovelace, Chairman, called the meeting to order at 5:30 pm. Also in attendance of the meeting were Miss Jill Naquin, Employment Training Specialist, Parish President James Cantrelle, Mr. James Barnes, Public Works Director, Mr. Tommy Lasseigne, Finance/Human Resources Director, and Mr. Michael Andras, Parish Employee. The Pledge of Allegiance was led by Mr. Barry Uzee. APPROVAL OF MINUTES The next item on the agenda was the acceptance of minutes from the February 17, 2016 meeting. A motion was offered by Mr. Marcel Lovelace, seconded by Mr. Barry Uzee and carried, to dispense with the reading of the minutes. A motion was then offered by Mr. Marcel Lovelace, seconded by Mr. Ray Collins and carried, to accept the February 17, 2016 minutes as presented. LEAVE REQUEST The next item on the agenda was a discussion concerning an employee s request for additional leave of absence. Mr. Michael Andras stated that he is not requesting any additional leave with the Board because according to his doctors, he was told that he needed to file with Social Security Disability. Mr. Andras further stated that he called Worker s Comp to see how this would be handled. He asked that the Parish let him know a couple of weeks ahead of time so he is not without health insurance. Mr. Lovelace stated that since Mr. Andras is not asking for additional leave, this item is moot since his leave request is the only matter before the Board, everything else should go through the parish administration in reference to on-going insurance. Mr. James Barnes asked if the Administration just has to follow-up with

the necessary paperwork, and Mr. Lovelace responded, correct. Mr. Ray Collins suggested to Mr. Andras that he follow-up with Risk Management/Worker s Comp. NEW BUSINESS The next item on the agenda was a discussion concerning amendments to the Summary of Pay Ranges by Grade and the Pumper s Pay Scale for inclusion in the 2017 parish budget; and proceed to Public Hearing. Mr. Jimmy Cantrelle, Parish President, addressed the Board saying that when employees received a raise to become pumpers, the pumper s pay was not reduced and not only did some employees get a raise, they still retained their pumper s pay, he questioned why wasn t the pumper s pay taken away? He then stated that if the pumps are fueled on Fridays, the employee is making time-and-a-half which is triple pay on the parish. Mr. Ray Collins responded that the Board relies on the Administration to make those determinations and recommendations, and the past Administration had stated that they talked with the District Attorney and was told it was legal. Mr. Tommy Lasseigne, Finance/Human Resources Director, stated that the District Attorney did not say it was legal, he only said that he did not know that it was illegal. President Cantrelle stated that maybe it did not make a difference at that point when there were funds but it does make a difference when you will be in a two-million dollar deficient next year if oil prices do not go up. He further stated that he is trying to cut those that were poor business decisions. Mr. James Barnes, Public Works Director, asked President Cantrelle if he was referring to parish employees who are pumpers that got a pay raise or the outside pumpers. President Cantrelle responded, the parish employee pumpers. Mr. Barry Uzee stated that there is no reason why this Administration has to live by the past Administrations decisions. Mr. Collins and Mr. Marcel Lovelace both concurred and stated that the previous Administration wanted it the way it currently is, cleared by the District Attorney. Mr. Barnes stated that Supervisors have a main portion of the pumps in the Thibodaux and Chackbay areas, but in the Lockport area there are only 3 employees running pumps where the remainder are ran by outside pumpers. He further stated that he feels this was done in order to smooth things over with the Ethics Board since the pumpers situation was under review. Mr. Barnes then explained that the previous Administration made all employees at the Field Offices maintain all pumps from 6:30am 5:00pm, 40 hours per week, Monday Thursday. He further stated that even though the pumpers were still getting pumpers pay to maintain their pump, the employees at the Field Offices maintained them instead during working hours. Mr. Barnes stated that the current Administration is looking for a fair compromise on how to resolve this issue due to the oil prices being down. Mr. Lovelace stated that the Administration has the authority to make any changes. He stated that if an employee is getting paid to do a job, then they should be doing the work. Mr. Collins stated that it is not the Board s job to tell the Administration how to handle their employees, how to pay their employees, and what job duties they are supposed to do. He further explained that any changes have to be approved by the Board but it is for the Administration to make the recommendation to the Board. President Cantrelle responded that he just wants to be fair and work with Civil Service. Mr. Lovelace stated that if the Administration needs anything changed within the system to just submit it to the Board for review. President Cantrelle stated that one thing he resents is when an employee he has met with immediately goes to the Civil Service Director to complain. He further stated that we all have to get along and work as a team. Discussion ensued regarding harassment, creating policies, changes made to the Permit Department.

Mr. Collins stated that the Parish President was elected to run the parish, not the Civil Service Board so the Board will work with the Administration to get things done. Mr. Lovelace stated that the Administration s job is to run the day-to-day operations of the parish and it is Civil Service s job to have rules that helps everyone to know where they stand with respect how to apply for positions, testing, probations, etc. He further stated that when an employee mess up and does not follow the rules, then there may be cause for termination but just because you do not like someone is not a reason to terminate. Mr. Lovelace stated that making sure employees are doing their job, making sure that everyone is actually earning the money they are making, what is expected of the employees, etc. is the job of the Administration. Mr. Barnes stated that when they have a good employee that clashes with the Supervisor, what is the legal process to move that employee out of that environment into a different area? Mr. Lovelace responded that as long as it is not a promotion or demotion, it would be a simple transfer. Mr. Uzee, referring to the agenda item, stated that when the pay scale was originally compiled, the price of gas was over $4.00 a gallon, so these figures will probably affect the parish budget. President Cantrelle responded that it will affect the budget. He further stated that there is zero dollars for over time right now because it was not budgeted. He stated that he cut out every day over time unless approved by the supervisors. Mr. Lovelace responded that it is up to the Administration with regards to overtime. He stated that if President Cantrelle says there is no overtime unless approved by him or the Parish Administrator and someone works overtime, then you do not have to pay them overtime because it was unauthorized. Mr. Lovelace then asked if the Administration wants the Board to increase the pay scales by the 2016 COLA amount, or leave the pay scales as they currently are. President Cantrelle responded that he would like to see the pay scales remain the same as they currently are with no increase. He stated that he is hoping not to lay-off any employees and just move some around giving them additional job duties and responsibilities. He stated that the parish will be ok for this year but not the same for next year if spending is not controlled now. A motion was then offered by Mr. Ray Collins, seconded by Mr. Marcel Lovelace and carried, that based on the Administration s recommendation, the pay scales will remain the same ranges as was set forth in the 2016 budget and that there are no percentage increase for the 2017 budget based on current economic conditions. Mr. Barnes asked if the Administration decides to remove pumps from only the supervisors, will there be any violations if the pumper s pay is removed only from the supervisors. Mr. Stan Silverii asked how it is determined, is it on a voluntary basis or applied for, and Mr. Barnes responded through advertisement. Mr. Collins responded that the Administration can submit whatever changes they want to the Board for review. Mr. Lovelace stated that if the Administration decides they do not want parish employees to have two positions and all the pumpers have to be non-parish employees that would need to be submitted by the Administration to make those changes. President Cantrelle stated that he did not know if it would be discriminating by removing pumpers pay just from the Supervisors and not all employees. Mr. Silverii suggested that the Administration get a legal opinion on the changes prior to submitting it to the Board. Discussion ensued regarding changes to the pumper s position. Mr. Collins stated that the Board will hold a public hearing regarding the pay scales and suggested that someone from the Administration attends the meeting in case there are questions. President Cantrelle responded that he or the Parish Administrator will attend the meeting. Mr. Collins stated that in the past, no one from the Administration shows up at the meeting to answer questions. Mr. Uzee stated that when no one from the Administration would attend a meeting, it would sometimes defer action on an item. OTHER BUSINESS

With there being no other business to discuss, the Board scheduled the next meeting to be held on April 20, 2016 at 5:30 pm at the Lafourche Parish Library. With no further business to discuss, a motion was offered by Mr. Barry Uzee, seconded by Mr. Marcel Lovelace and unanimously carried, that the meeting of the Civil Service Board adjourned at 6:21 p.m. /s/ Sheila B.
