Who Can Vote U.S. Citizen Ohio resident (30 days by Election Day) 18 by Election Day Not currently serving time for a felony conviction (See ACLU Ohio Voting in Jail toolkit) 2

Registering College Students Students can choose whether they wish to register at their campus address or their parent s address (whichever they consider their permanent home) Must be a resident of Ohio for 30 days by Election Day. Financial aid and BMV* license/registrations are not impacted if an out-ofstate student registers to vote in OH. *Bureau of Motor Vehicles 3

Returning Paper Registration Forms Returning someone else s form: Forms must be returned the earlier of 10 days after the registration form is completed, or by the VR deadline (October 9 th ) Helping someone else complete their registration form: You can fill out any information except the signature date box, regardless of whether the person physically requires help If the voter is able to sign their own name, you do not need to sign as a witness If the voter is unable to sign their own name, have them write an X on the signature line and you will write your own name underneath, affirming you witnessed the signature and their desire to register 4

Online Voter Registration (OVR) Voters can check their registration and start the process of registering online at http://lwv.ohiovotes.us An Ohio state ID (like a driver s license), D.O.B and last 4 digits of SSN is required to process online registration or to update addresses. 5

Registration Verification http: //lwv.ohiovotes.us Correct info: Registration is current, voter is verified and ready to vote! Correct info, but confirmation message: voter is eligible to vote in fall election, but at risk of future purge. The voter should verify registration. Information incorrect: The voter needs to update their registration. No results: The voter is not registered and must re-register in order to vote. OVR in the Field Using OVR in the field has its challenges You can use smartphone, tablet, or laptop Need wifi connectivity HYBRID Approach: If you are registering people at events you may want to verify registrations online, especially if you only have a few devices. 7

Voter Purges People who are purged don t know it and will probably say they are registered if you ask. Best Practice: Verify that everyone s registration is current! Ohio s voter purge procedure, though upheld by the Supreme Court, has been on hold due to the lawsuit and won t resume before the election BOEs send voters who have not voted in two years a postcard. If they do not respond or vote in the remaining four years they are purged. 8

Frequently Asked Questions Do I have to register for every election? No, unless you move frequently or vote infrequently. Check your registration just to be safe. Will I be called for jury duty? Maybe; you will only enter the pool of potential jurors But, licensed drivers and taxpayers are also in this pool Therefore, it is almost inevitable that one enters the jury duty pool 9

Can a Student Register to Vote in Ohio if They Have an Out-of-State Driver s License, or Pay Out-of-State Tuition? Yes, a student may register to vote in the county where the school is located, as long as the student considers that campus address to be his or her permanent home. Can A Person who is Homeless or Does Not Have a Permanent Address Still Register to Vote? Yes. Individuals who regularly stay at a shelter or other location where they intend to return may list a shelter or other location as their residence on a voter registration form. 10

I Moved or Changed My Name. Do I Need to Re-Register? Yes. You need to update your new address or name change with the Board of Elections before the registration deadline on October 9, 2018. You can update your registration online at lwv.ohiovotes.us. If you are unsure of your status you should re-register. I didn t vote in the last election. Am I still registered? Probably. If you are already registered to vote, you should only be removed from the voting rolls if you have moved and not voted in four years, or if you have not voted in six straight years. You can check your registration status at lwv.ohiovotes.us. 11

Who Can Conduct Voter Registration Drives? There are no restrictions on who may accept voter registration forms on behalf of others, except that felons who have not yet completed their sentence or obtained final release from parole or probation may not assist with voter registration. Can We Make Photo-Copies of Completed Voter Registration Forms? Yes. Photocopies/scans are permitted and should be made for each application so that we can track whether applicants have been added to the voter rolls. 12

If a Voter Registration Application is Incomplete, Can We Write the Missing Information on the Application with the Consent of the Applicant? Yes, the applicant may give the canvasser permission to supply missing information. However, canvassers may not provide the applicant s signature. If the 10 day deadline is approaching and the applicant has not been reached, it is best to submit incomplete forms. Are There Other Things That I Shouldn t do? Do not offer any thing of value to the voter in exchange for their voter registration. If you do offer something minimal such as coffee or donuts at a voter registration table, make sure the refreshments are available to anyone who makes a request not just those who complete the registration form. 13

Common Errors Incomplete. Most commonly, the blanks are (in order of frequency): Citizenship/Age Eligibility Identification number (Driver License or Social Security) Date and Signature Other errors to watch for: List County, NOT Country List Birth date, NOT Today s Date (or vice versa) Voting Address (No P.O. BOX) vs. Mailing Address Write Legibly BEST PRACTICE: Highlight required parts & phone number, so that we can call them if their registration didn t go through properly. 17

Registration Confirmation Within 20 business days after receiving your properly completed voter registration form, your county board of elections must register you to vote and promptly notify you by mail of your precinct, polling location and the identification requirements for voting. **State League will check to ensure people are on the rolls. If someone has not been properly registered, we will follow up with that voter. But we can only do that if you send us copies of the paper applications. 18

Approach and Engage Don't sit behind a table and wait for people to approach you. Strong, Specific Language (Be Confident, Not Aggressive) Would you possibly maybe someday be interested in registering? Do you want to register? Are you registered to vote? The election is coming up. It s a good idea to register. Have you moved in the last year? Great, you can update your registration now! Let me register you to vote! You need to register before Oct. 9 let s get it done now! When was the last time you voted/updated your voter registration? Many voters have been purged from voter rolls, let s verify your registration! 20

LWVO Voter Engagement Program We need to track our progress, so that we can better tell our story to recruit volunteers/members, obtain media coverage, and continually improve our efforts. We are in position to get grant funds to support voter registration, including work we will do anyway this means pass-thru grants to support local Leagues Funding is based on the number of registrations we collect and to get credit, paper registrations need to be copied and sent to LWVO 21

Why use the Nonpartisan VAN? Verify voters we register make it onto the rolls Reach out later to provide information Vote411, early voting hours Folks we find and register may be lower-information, more likely to not vote due misinformation or feeling intimidated by the process Information stays within the League: Nonpartisan VAN** is segmented so our partners nor any political party will not have access to information LWVO will get you contact lists to follow-up with them (you will get phone numbers and/or emails if they were provided during registration) ** Voter Activation Network 22

Pass-thru Funds & Awards for LLs Grant partner wants a particular focus on registration in communities of color Local Leagues can propose a program designed to target those communities and receive $50 per event Up to $400 for counties with 20% or higher minority population, up to $150 for other counties LWVO will be announcing other grant opportunities, criteria or contests! 50 for 50: each LL to send us 50 registrations by Aug. 31 will get a $50 bonus. We ll announce more soon, so stay tuned! 23
