1 EXECUTIVE SUMMARY The Association of Southeast Asian Nations (ASEAN) has published four issues of the ASEAN State of the Environment Reports (SoERs) (1997, 2001, 2006, and 2009). To celebrate the launch of ASEAN Community in 2015, the ASEAN Senior Officials on Environment (ASOEN) endorsed the preparation of the Fifth issue of the ASEAN State of the Environment Report (SoER5). The SoER5 is part of the continuous efforts to build on a body of knowledge which serves the purpose of building evidences toward informed responses to issues concerning the environment in the region of Association of Southeast Asian Nations (ASEAN). It adheres to ASEAN Socio-Cultural Community 2025 Vision of balanced social development and sustainable environment that meet the current and future needs of the ASEAN people. It also supports environmental cooperation by facilitating discourse between and among ASEAN Member States (AMSs) and Japan who share the same vision of an environmentally sound sustainable development. The SoER5 will include a reflection on the ASEAN environment in a global context, as well as chapters summarizing the state of, trends in, and prospects for the environment in ASEAN with analyses of the opportunities in view of the ASEAN Community 2025 Vision, the relevant characteristics and key result areas in the ASCC Blueprint 2016-2025 and Sustainable Development Goals. The winning institution or individual is expected to deliver an outline and methodology of the Study, clear work plan and first draft of SoER5 within one month after the consultancy commenced. A final draft is expected to be presented to ASOEN by 30 November 2016. The Consultancy will be funded by the United Nations Environment Programme (UNEP) through the Regional Office for Asia and the Pacific (ROAP), which is managed by the ASEAN Secretariat. The winning institution or individual is expected to arrange the travel and accommodation for the consultant(s). The fund will be released to the institution based on a specific schedule as detailed in Section 3.1. below. Once the report is completed, Project Completion and Financial Reports have to be submitted to the ASEAN Secretariat within 60 days after project completion. Page 2 of 16
2 BACKGROUND AND CURRENT STATUS The ASEAN has published four issues of the ASEAN State of the Environment Reports (SoERs) (1997, 2001, 2006, and 2009) with the support from the United Nations Environment Programme (UNEP) through the Regional Office for Asia and the Pacific (ROAP), Hanns Seidel Foundation and Japan-ASEAN Integration Fund (JAIF). These reports have been proven useful not only serving as documentation of actions and contributions taken by the region on issues concerning the environment but also as sources of evidences to inform policy recommendations. For example, the most recent report, i.e. the 4 th SoER was produced 2,500 copies and distributed among the AMSs as well as dialogue/development partners, international organisations, private sector, NGOs, academia, and other interested stakeholders. The report was well appreciated, particularly by the recipients who were in need of data and information on the state of environment in the ASEAN region, such as researchers or policy makers, to enable them to make informed policy decisions. To celebrate the launch of ASEAN Community in 2015, ASOEN endorsed the preparation of the fifth issue of the ASEAN State of the Environment Report at the 26 th meeting in September 2015. The SoER5 will include a reflection on the ASEAN environment in a global context. It will have the chapters summarizing the 1) state and trends of the environment in ASEAN, 2) actions taken at the regional and national levels to address environmental issues, and 3) contribution of ASEAN to addressing global environmental issues. It is expected to provide an analysis of the opportunity to modify existing policies in order to achieve ASEAN Community 2025 Vision of balanced social development and sustainable environment, the relevant characteristics and key result areas in the ASEAN Socio-Cultural Community Blueprint 2025 and the UN Sustainable Development Goals. Aside from key result areas in the ASCC Blueprint 2016-2025 and the Sustainable Development Goals (SDGs), environmental issues mentioned in the Sixth Global Environment Outlook (GEO-6) especially the Global State of Environment in Asia- Pacific will also be taken into consideration to ensure that the structure of the report has the same direction with other reports. 3 SCOPE OF WORK 3.1 PROJECT OVERVIEW Objectives: The SoER5 aims to: document the state of, trends in, and prospects for the environment in ASEAN, actions taken at the regional and national levels to address environmental issues, and the contribution of ASEAN to addressing global environmental issues; and provide an analysis of the opportunities to modify existing policies in order to achieve the ASEAN Community 2025 Vision of balanced social development and sustainable environment that meet the current and future needs of the ASEAN people. The ASCC Blueprint 2025 highlights the characteristic of Sustainable and the following elements. 14. In moving towards the realisation of the overarching goals of an ASEAN Community 2025, the ASCC envisions the achievement of a sustainable environment in the face of social changes and economic development. 15. The objective of this Characteristic is to promote and ensure balanced social development and sustainable environment that meet the needs of the peoples at all times. The aim is to strive for an ASEAN Community with equitable access to sustainable environment that can support its social development and its capacity to work towards sustainable development. Environmental issues are also addressed under other characteristics of the ASCC Blueprint, such as benefits and engages the people, inclusive, resilient, and dynamic. Scope of Work: The SoER5 will take into account the ASEAN Vision 2025, ASEAN Socio-Cultural Community (ASCC) Blueprint 2016-2025, as well as international frameworks such as 2030 Agenda for Sustainable Development. It will consist of a full report and an executive summary. Specific tasks include: 1. Undertake research and analysis on materials relevant to the SOER5, in particular relevant national, regional and international state of the environment reports and other publications. The research and analysis should cover key areas of environmental state and emerging environmental issues such as the state of soil resource, forest resource, freshwater, biodiversity, coastal and marine resources, natural disasters, pollution, climate change, energy, transboundary environmental problems including forest fire and haze. 2. Undertake consultation with ASEAN Member States and relevant organisations to collect relevant data and information for SOER5 3. Compile and analyse relevant statistics from ASEAN Member States and relevant reliable and reputable regional and international databases and reports. Page 4 of 16
4. Draft the chapters of the SOER, presenting the data and information in a suitable form, and making succinct analysis 5. Source pictures, photographs, and any other relevant visual images relevant to the SOER5 6. Incorporate comments received on the draft chapters from ASEAN Member States and the ASEAN Secretariat 7. Finalise the draft SOER5 in a form suitable for publication, including the final layout for printing 8. Attend and service the SOER Task Force Meetings 9. Attend the Meeting of the ASEAN Senior Officials on Environment (ASOEN) as necessary to present the final draft SOER5 10. Proposed Framework of SoER5: Similar to the 4 th ASEAN Environment Report (SoER4), SoER5 may continue adopting the C/S-P-R (Condition/State Pressure Response) analytical framework and the following is the final Chapter of SoER4 for the information purpose. Study and analysis in the areas of important environmental issues of each ASEAN country, including future environmental trends and management processes should also be made in the report. The draft chapters would be constructed by the experts in consultation with AMSs and ASEC, and relevant information will be shared with the stakeholders concerned including co-funding partners during the preparation process for information. Project Management: The project will be funded by the UNEP and managed by the Environment Division of the ASEAN Secretariat. The consultant will be responsible for organising and conducting the scheduled activities in collaboration with the host countries and the ASEAN Secretariat. Reporting: The consultant is expected to produce outputs in accordance with above said details. In addition to these, the progress and activity reports would have to be submitted. The timing of delivery is indicative and can be adjusted when the consultant s work plan is developed, subject to mutual agreement. All reports will be submitted in draft format to the Environment Division and, following ASEC approval, in final form. All outputs and reports must be suitable for publication, although the decision on publication lies with the ASEAN. The contractor will also provide regular (bi-weekly or as agreed with ASEC) summation of activities undertaken and issues that have arisen. These will be submitted to Environment Division via email. Financial reports will be submitted at invoicing in line with a payment schedule to be specified in the Special Services Agreement (SSA). Page 7 of 16
Terms of the Consultancy: Institutions or individuals may apply for this consultancy. However, in the case of an individual acting as the principal consultant, he/she should have access to relevant expertise considering the diverse, cross-sectoral and technical nature of the report. Applicants should have relevant knowledge and skills, and should have proven experience in drafting reports of such a nature, in particular on collecting and analyzing statistics/indicators on environment/sustainable development, strong technical knowledge of environmental issues, and an excellent command of written English. Additional Notes on Terms and Conditions of the Project: 1. Any future studies/reports/analysis in any form of intellectual property rights (including but not limited to patents, copyright and any related rights) submitted by the Contractor to ASEAN arising out of or in connection to the services performed by the Consultant to ASEAN shall belong to ASEC under the name of ASEAN only. 2. Successful bidder shall agree to be bound and sign the Special Services Agreement (SSA) with all requirements under the terms and conditions provided therein. 3. As an intergovernmental organisation, ASEAN shall not be responsible for any tax(es), levy, tax claim or any tax liability which may be imposed by any law in relation to any amount payable by the ASEAN Secretariat. 5 RESPONSE FORMAT (PROPOSAL FORMAT) 5.1 PROPOSAL CONTENT / FORMAT The Technical component should present the following information: A brief discussion indicating the bidder s understanding of the needs of the project; A brief analysis of key issues; A methodological discussion of how the bidder proposes to address those needs including assessment of key issues, analytical strategies that will underlie the project, specific techniques to be utilied, and practical discussion of possible limitations in carrying out the project; A detailed work plan that specifies activities to be undertaken, expected outputs and deliverables, Resources to be utilised and timing; Staffing and management plan; CVs of all proposed experts; Brief discussion of firm s past experience in undertaking similar work and brief summaries of all projects undertaken. 5.2 FINANCIAL PROPOSAL The Financial component should specify professional fees of experts, in US dollars. Other reimbursable expenses such as airfare for attending meetings, and all other agreed activities will be based on the requirement of the project and prevailing ASEC rates. Page 10 of 16
