Highest and Best Land Use Study for Kingston s Norman Rogers airport Second Public Information Centre (PIC) and online survey results Public Information Centre The Public Information Centres, held at two key phases of the project, allowed the study team to receive public insight, ideas, and concerns from the community. The first Public Information Centre (PIC) was held in October 2015 followed by public survey which was hosted on the City of Kingston project webpage in October 2015. The second Public Information Centre (PIC) was held on June 13, 2016. The objective of the event was to present the draft Airport Development Concepts to attendees, provide project experts to answer questions and to receive public comments to assist the study team in refining the concepts and HBU study. The second PIC was also designed to provide the public with detailed information on the preliminary development concepts along with a forum for in-depth discussion and idea-sharing. During the consultation, paper surveys were used to collect public feedback and comments. Online Survey An online survey was launched on the City s project webpage from June 24 to July 15, 2016. The survey was accompanied by the presentation slides from the PIC to provide the public with detailed information on the preliminary development concepts. Feedback on the Project as a whole indicated the public s overall reception to the proposed uses. This following section summarizes the input received from both the paper and online surveys. 77% to 87% of the respondents felt informed about each of the development concepts presented while 13% to 22% felt relatively uninformed. See figure-1 for details;
56% to 65% of the respondents believed the development concepts are good ideas for land use at Kingston Airport, 20% to 22% did not agree that the concepts are good ideas, and 14% to 23% were unsure. See figure-2 for details; 58% to 72% of the respondents agreed that the development concepts align with Kingston s local strengths while 18% to 26% disagreed and 8% to 18% were unsure; See figure-3 for details; The range of support for the development of each of the concepts varied from 56% to 72%. 18% to 25% of the respondents did not support any of the Development Concepts while 8% to 18% were unsure of their benefits. See figure-4 for details; The range of support for the development of each of the concepts, if developed on the respective Airport study parcels as proposed in the HBU Study, varied from 55% to 68%; 20% to 26% did not support the concepts on the respective study parcels, while 11% to 19% were unsure. See figure-5 for details; In addition to responding to the survey questions, respondents were provided an opportunity to openly comment on the various development concepts. A total of 420 comments were received through paper surveys and online surveys 91 comments were on the Concept; 65 on the GreenPort Concept; 75 on the Concept; and, 72 on the GA Centre Concept. Another 117 comments were collected concerning land-use development at Kingston Airport. This input in the form of comments provided further guidance and direction to the study team in refining the proposed development concepts for each parcel and the HBU Study recommendations. The following section summarizes the input received from the paper and online surveys using line graphs to represent the feedback received. 2
