REQUEST FOR PROPOSALS EMERGENCY GENERATOR INSTALL AT THE NEGAUNEE SERVICE CENTER (NSC) The County of Marquette (County), seeks proposals from Electrical Contractors to install 30KW, 3 Phase, natural gas, emergency generator with an automatic transfer switch at 184 US HWY 41, Negaunee MI. Proposals must be submitted no later than 3:00 pm. local time, Friday, February 9th, 2018. Proposals must use the Bid Proposal Form contained in this Request for Proposal (RFP) and be submitted by mail or in person in a sealed envelope, which identifies the proponent and states Emergency Generator Install. Proposals must be delivered to Resource Management, 234 West Baraga Avenue, Marquette, Michigan 49855. Proposals will be opened and read aloud at the date, time, and place mentioned above. PRE-PROPOSAL MEETING Pre-bid site walk through can be scheduled with the project contact person. A walk through is not mandatory but is highly recommended. PROJECT OBJECTIVE Install a natural gas exterior emergency generator along with automatic transfer switch to provide emergency power to the County s Network Room and designated emergency circuits for the Health Department s vaccination refrigerator and freezer. The 60 amp service panel currently being fed by utility power in the Network Room will be converted to an emergency service panel. The Electrical Contractor will be the Prime contractor on this project. SCOPE OF WORK The scope of work shall include: 1. Contractor shall install a Kohler 30KW, 3 phase 120/208V, emergency generator, model: 30REZGB, or equivalent. Equivalent equipment must be submitted and authorized by owner by February 5 th, 2018. 2. Contractor shall install a 100amp Kohler Automatic Transfer Switch, Model: KSS, or equivalent. 3. Contractor shall include a steel weather enclosure for the generator per manufactures recommendations. 4. Contractor shall create a concrete pad that extends 6 outside the generator skids. Concrete pad shall be 6 thick with #6 rebar, 12 centers, along with compression strength of 2500 psi. 5. Stub up all generator connections through the concrete pad. 6. Install all gas piping, electrical feeders, and connections according to Michigan s Building Code. 7. Install generator start, block heater, and charging circuits. 8. Install emergency circuits to freezer and refrigerator from 60 amp emergency service panel. 9. See Exhibit A for site location. 10. Standard manufacture warranty for generator and automatic transfer switch. 11. Awarded contractor must provide a 1 year workmanship warranty before final payment. For all items, include in price, removal and disposal of all trash from work site and cleaning and restoring any additional areas disturbed by maintenance activities to the original condition.
PROJECT REQUIREMENTS 1. All work shall be accomplished in accordance with all applicable Federal, State and local codes. 2. Project completion: May 31 st, 2018. 3. The contractor shall be responsible to acquire all permits required for the project. 4. Davis Bacon Prevailing Wage must be paid on this project. 5. Bid Surety: 5% of the project price, documentation must be included with the bid submission. PAYMENTS TO CONTRACTOR Lump Sum payment or invoices can be submitted for materials onsite. FORM OF RESPONSE 1. Completed Bid Proposals Form with the contact information. 2. Proof of ability to meet County of Marquette s professional liability insurance requirements. 3. Surety bond for 5% of the project price must be included within the sealed bid. Price must be firm for sixty (60) days. Only the items on the proposal form will be pay items. Respondents should include all labor, equipment, materials, testing, borings, travel and reproductions etc. under one of the pay items. Conditional proposals will not be accepted. All questions must be submitted in writing by February 5th, 2018. Questions may be submitted by facsimile or e-mail. SELECTION The County of Marquette will award the work to the firm having the combination of price, qualifications, experience, and scheduling most advantageous to the County.
