NORTH SCOTT COMMUNITY SCHOOL DISTRICT Eldridge, Iowa NOTE: These minutes are unofficial until approved by the board at the next regular meeting. Only one regular meeting was scheduled each month during June and July, 2016. A regular meeting of the North Scott Board of Directors was held on June 20, 2016, at 6:30 p.m. at the Administration Office. Members present were: Molly Bergfeld, Reid Blanche, Nick Hansel, Glen Keppy, and John Maxwell. Joni Dittmer and Donn Wilmott were absent. President Maxwell called the meeting to order at 6:30 p.m. APPROVAL OF AGENDA There were two changes to the agenda. (1) Aaron Schwartz will present the High School discipline report, and (2) there is no recommendation at this time for the 6 th grade position at John Glenn. APPROVAL OF CONSENT AGENDA Hansel moved to approve the consent agenda, as follows; seconded by Keppy. Motion unanimously approved. - Minutes of the May 23, 2016 Regular Meeting. - Retirement of Don Abington, district courier, effective July 15, 2016. - Resignations effective 2016-17 unless otherwise noted: Brandon Barnhart, freshman boys basketball coach; Dominique Nunn, special ed aide at Ed White, effective 5/23/16; Jamie Gray, Vo- Ag teacher/ffa advisor at the High School; Monica DeBlieck, 5 th grade teacher and student council advisor at Grissom; Dennis Kroeger, custodian at Armstrong, effective 7/31/16; Erin Woods, 2 nd grade teacher at Armstrong; and Rhett Weis, 6 th grade teacher at Glenn. - Employment for the 2016 NS Summer Academy: teachers Emily Scott, Katie Burbridge, Courtney Bauer, Marissa Diercks, Devvin Rolston, Kyle Harris, Kendra Bivens, Jennifer Bekel, Heidi Hammen, Jessica Dauscher, and Kait Shell; and aides Sharon Swanson, Jennifer Lamont, and Michelle Weyant. - Summer employment: Justin Boer, grounds; Kyle Schieberl, extended year special ed teacher; Christie Arp, Jaime Hilsenbeck, and Cynthia Jensen, summer custodians. - Employment effective 2016-17 of the following teachers: Ashton Temple, 2 nd grade at Shepard;

Michelle s hours will also be increased an additional 1.5/day (6:30-8:00 a.m.) due to the voluntary transfer of Jack Woodard to a.m. on-site supervisor at Alan Shepard Elementary. Kristina McWethy, 5th grade teacher at Ed White Elementary, will involuntarily transfer to 5th grade teacher at Virgil Grissom Elementary, effective 2016-17, due to resignation of Monica DeBlieck. Keppy moved to approve the bills as presented, seconded by Blanche. Motion unanimously approved. RECOGNITION FFA State Horse Career Development Event Hailey Rossmiller, Katie Schelb, Draven Esser, and Kaitlyn Makelbust, Jr. High FFA Judging Team, competed at Ellsworth Community College on May 12, 2016, at the State FFA Horse Career Development event and placed first. Draven Esser was top individual, Hailey Rossmiller placed second, and Katie Schelb came in 8th place. GFOA Financial Award The Government Finance Officers Association (GFOA) has once again awarded the district the Certificate of Excellence in Financial Reporting for its Comprehensive Annual Financial Report (CAFR) for the fiscal year ending 2015. Congratulations to Jill Van Roekel and the business office staff!!! REPORTS HS Discipline Report Aaron Schwartz provided the High School discipline report for 2015-16. The report shows a large increase in truancy; however, the increase was basically due to a change in practice where referrals are now entered on a daily basis rather than weekly. They are in the process of changing the culture regarding truancies. Overall, attendance was actually better this year than in the past. Students are showing more responsible use of cell phones. There were 6 incidents of possession/use of weapons. All of them were found in backpacks, cars, etc.; none of them were used in the form of violence. Every referral results in a parent contact, either by phone or email. OLD BUSINESS - none NEW BUSINESS 2016-17 Food Service Bid Results Amy Guerrero, Director of Food Service, presented the 2016-17 food service bid results. The Iowa/Illinois Food Co-op Organization recommends awarding the bid for food, non-food and expendable supplies to Kohl Wholesale, Quincy, IL. The estimated cost for North Scott is $400,000. Guerrero recommended the milk bid be awarded to Prairie Farms Dairy, at an estimated cost of $95,000; the bread bid be awarded to Bimbo Bakery USA, at an estimated cost of $10,000; and the
NORTH SCOTT COMMUNITY SCHOOL DISTRICT Page 4 pizza bid be awarded to Little Caesars and Papa John s Pizza, at an estimated cost of $35,000. Hansel moved to approve the food, milk, bread, and pizza bids as presented, seconded by Bergfeld. Motion unanimously approved. Instructional Support Levy Joe Stutting provided information and the history of North Scott s Instructional Support Levy (ISL). A Resolution of Intent to participate in the ISL for a period of five years beginning with the 2017-18 school year was presented, which includes setting a public hearing for July 18, 2016. This will continue what we ve done in the past, and will not increase property taxes. Hansel moved to approve the Resolution of Intent, seconded by Blanche. ROLL CALL: Ayes Hansel, Blanche, Bergfeld, Keppy, Maxwell; nays none. Motion unanimously approved. SUPERINTENDENT S REPORT The superintendent s report included the following items: (a) (b) (c) (d) The open position report was provided. Strategic Plan update Stutting is working on updating the plan, creating the dashboard, and how to get more community input. He is working with a company who specializes in surveys, and will ask them to give a presentation to the board at a future meeting. Facility update site work on the fitness center has begun, we are waiting for permits from the city for storm sewer, fire hydrant, and larger sidewalk. There are just three items remaining on the punch list for the safe room, and two items remaining on the Ed White punch list. The student enrollment report for June showed a total of 3,313 students. Stutting also noted that he and Sherri Marceau have met with representatives of the Y to discuss the possibility of offering before and after school daycare in our buildings through the Y. Discussions will continue on this subject. New information continues to be added to the district website, including information on registration, the fitness center, concussion testing, and history day. Stutting also noted that the Central Office closes at noon on Fridays during the summer. BOARD COMMENTS/CORRESPONDENCE Glen Keppy reported that parents and guests he talked to who attended graduation were positive about the venue at the iwireless Center. Molly Bergfeld asked if concussion testing could be considered for Jr. High and elementary levels. Stutting responded we will first need to see how things go at the High School level. The next board meeting will be July 18 th at the Administration Office.
