Minutes of WTC meeting held at ICC 08 The meeting started by a welcome message from the WTC Chair, Chengshan Xiao. Then, the agenda was discussed and approved unanimously. Chengshan reported that our meeting had a number of special guests/attendees including three ComSoc past presidents, two ComSoc current vice presidents, GIMS chair, 4 ComSoc board of governors. Most of them skipped other meetings to come attending our meeting. Their efforts and supports were highly appreciated. Chengshan then reported the Committee name change to better reflect the work/activities of the committee. He mentioned that the decision was supported by all related sister TCs and approved by IEEE ComSoc. He then highlighted the changes and the reasons behind them. He especially appreciated Prof. Sergio Benedetto (VP-TAC), Prof. Khaled B. Letaief (BoG, EiC of TWireless), Prof. Abbas Jamalipour (EiC of IEEE Wireless Communications), Prof. Halim Yanikomeroglu (past TCPC chair), Prof. H.H. Chen (RCC chair), and Prof. Mario Marchese (SSC chair) for their supports on the name change. Chengshan reviewed the new mission statement and functions of the WTC. Chengshan reported current status of the committee including: the WTC positive impact on many of ComSoc Conferences and Journals, nomination for IEEE Awards, ComSoc Awards, endorsement of IEEE Fellow and Senior Membership elevations, and nomination for ComSoc Distinguished Lecturers. Chengshan then discussed the WTC Recognition Award that the committee chose to two outstanding members this year, and the winners are: Prof. Lajos Hanzo, University of Southampton, UK, and Prof. Gordon Stuber, Georgia Institute of Technology, USA Chengshan invited ComSoc Vice President of Technical Activity, Prof. Andrzej Jajszczyk, to present the Award to Prof. Lajos Hanzo (Prof. Gordon Stuber received his award at GC07). Andrzej made a brief speech in congratulating Lajos for the award, and praising the achievements of our WTC. Lajos made a brief speech to the audience. WTC Meeting held at GC08 Page 4 of 44

Minutes of WTC meeting held at ICC 08 The past ComSoc president, Celia Desmond, updated the IEEE ComSoc Wireless Communications Engineering Technology Certification Program. Then, she gave details on the program. Chengshan briefly summarized the conference activities, which were sponsored by WTC, and invited a number of symposium co-chairs to report their symposia. Prof. Aylin Yener reported ICC 2008 Wireless Communications Symposium. Prof. Romano Fantacci reported ICC 2008 Wireless Networking Symposium. Prof. Ranjan Mallik reported GC 2008 Wireless Communications Symposium. Prof. Jenela Misic reported GC 2008 Wireless Networking Symposium. Chengshan reported future ICCs and Globecoms and the symposium co-chairs teams. Lajos reported WCNC 2009. During the meeting, Sergio Benedetto, Khaled Ben Letaief, Roberto De Marco, Steve Weinstein, Andrzej Jajszczyk, Fred Bauer, Hamid Aghvami, Rob Fish, Kwang-Cheng Chen, Zhi Ding and Geoffrey Li have made many good suggestions on how to deal with various problems encountered in conferences and journals such as double submissions, plagiarisms, etc. Chengshan announced the five IEEE President-Elect Candidates, and encouraged all the members to participate the election by casting their own votes. Chengshan announced that the WTC will have election at GC 2008. Finally, Chengshan announced that the next WTC meeting will take place in GC 08 and WTC will have election at GC08. Formal meeting was adjourned @ 1:30 PM, followed by informal social activities. IEEE ComSoc Wireless Communications Technical Committee (WTC) WTC Mission Statement: The mission of WTC is to sponsor publications, conferences, technical sessions, workshops, and other information exchanges on architectures, applications, systems, terminals and technologies to provide wireless, mobile, location-independent communication and computing in voice, data and visual media. Its areas of interest include techniques for achieving portability, ubiquity and transparency using mobile and wireless cellular networks ranging from physical layer, MAC layer, network layer to application layer. The committee also assumes the proactive duty to nominate suitable candidates for ComSoc and IEEE awards, propose distinguished lecturer candidates, endorse deserving candidates for the election to IEEE Senior Member and Fellow grade, make contributions to standards in an organized form. WTC Impact on Major Conferences Globecoms and ICCs (GICCs) Wireless Communications Symposium (WCS) WCS in GICCs has consistently received the highest number of submissions and attendees (about 30%-40% of the total GICC submissions and attendees) in the last few years Wireless Networking Symposium (WNS) Ad hoc and Sensor Networks Symposium Communications Theory Symposium (ICC 2009) Signal Processing for Communications Symposium (ICC2009) WTC plays an active role in the organization of ComSoc's flagship wireless events WCNC (Wireless Communications & Networking Conference) and PIMRC (Personal, Indoor, Mobile, Radio Communications) Predecessor of WCNC (ICUPC - Int'l Conference on Universal Personal Communications) was born within TCPC/WTC. Current and past (founding) Chairs of WCNC Steering Committee, Prof. Roberto de Marca and Dr. Chih-Lin I: active members of WTC. WTC Impact on Journals A high number of WTC active members are highly visible at ComSoc and GICCs Board on Governors, etc. WTC active members served/serve as Globecom06, Globecom07, ICC08, ICC10 TPC Co-chairs WTC endorses a high number of wireless events, and actively contributes to their organization. WTC members play very active roles in the editorial boards of wireless journals, magazines, and special issues. For instance, EiC of IEEE TWireless, Prof. Vijay Bhargava, WTC active member Founding EiC of IEEE TWireless, Prof. Khaled Ben Letaief: the past TCPC Chair Six Area Editors of TWireless are WTC members. Many Editors of TWireless and TComm are WTC members. Mohsen and Sherman are serving as EiC for non-ieee Journals. WTC Meeting held at GC08 Page 9 of 44

WTC Other Accomplishment: Nomination for IEEE/ComSoc Award: WTC nominated two distinguished members for ComSoc Publication Service Awards and both of them got the awards. Endorsement for IEEE Fellow and Senior Member: WTC endorsed one active members for IEEE Fellow in 2008. WTC endorsed 3 active members for IEEE Senior member grade in 2008, and all of them got it. WTC Recognition Award Prize: A recognition plaque. Basis for Judging: A person with a high degree of visibility and contribution in the field of Wireless and Mobile Communications Theory, Systems and Networks. Presentation: Annually. No more than two awards will be given per year. Nomination: Nomination are solicited from WTC members. The nomination should include a (short) sentence for "what service or accomplishment" the person is nominated for and a one page supporting material. Additionally, letters supporting the nomination may be sent to the WTC Award Committee Chair (together with the nomination or separately). Award Committee members may not be nominated.
