IEEE Education Society Vicepresident of Educational Activities and Awards Edmundo Tovar Report to the IEEE EdSoc BoG Indianapolis, October 20th 2017 This report includes the description of my activities presented to the BoG since June, 2017: 1. DLP plus other distinguished educational activities 2. Collaboration with MERLOT and MoU between EdSoc and MERLOT. 3. Interaction with IEEE Collabratec community in education. As reminder, to understand better the actions included in this report, you have available in Annex the strategic implementations I designed deploying our current strategic Objective 3: ACTIVITIES REPORTED: 1. DLP plus other distinguished educational activities The activities described below are under the following VPEA strategies: The EdSoc shall help to develop web-based educational resources meeting the needs of a membership that is geographically initially in English, but then expanding to other languages. The EdSoc shall be a relevant source for information and resources for the engineering educator and support the educational needs of faculty members and academic departments. Requests approved for events to be held before the end of 2017: As result of the last call for Education Society Chapter Chairs last June we received 4 requests to fund the travel expenses under the DLP (USA$ 1,000 each request). All of them were reviewed and approved by the "Distinguished Lecture and Educational Activities Program Committee" (DLEAPC). These were: To fund the travel expenses of two keynotes to IEEE the International Conference on Teaching, Assessment, and Learning for Engineering (TALE), held each year in the Asia-Pacific region 1

(IEEE Region 10). TALE 2010 is organized by the IEEE Education Society Hong Kong Chapter in collaboration with Education University of Hong Kong. It will be organized by VIT college, Pune, India and conference will be Technically Sponsored by IEEE Pune Section. Education Society chapter is under IEEE Pune Section and Dr. Deshpande is the Chair for it. This IEEE society chapter is actively organizing events for better technical education for mankind and society. The international conference topics targeted like Big data, Internet-of-Things, Data Science, Data Analysis, Smart City, Smart Health, Smart Agriculture, Home and Health networking, 5G Wireless Communication, Business Intelligence, Electronics Commerce, Cloud Computing, M to M Interface. Many internatonal researchers will be expected to exhibits their research in conference. The details of conference is at "http://www.vit.edu/bid2017/". They want to introduce in the program a keynote about education issues. The IEEE Education Society Tunisia chapter is organizing, under the Patronage of the Minister of Higher Education and Scientific Research, with other nonprofit organizations in Tunisia, a forum about the new approaches in Education and Training, entitled "NOOR 2017". The preliminary agenda include plenary talks and panel discussions and poster sessions. The profile of the participants expected is National education program stakeholders, teachers, researchers, students, and representatives from organizations, universities, Ministry, and companies. The purpose of this proposal is the development of Virtual mini-conferences and workshops, featuring recognized experts from EdSoc, focused on providing skills and guidance that can be put into practice immediately More concretely, the goal of this project is to provide a portfolio of educational resources, in webinars and workshops format, necessary to enhance the EdSoc members professional development. This proposal is fully aligned with the project Early Career Faculty Development and its evolution and progress would be followed under the guidelines provided by the Committee in charge of this project, the Faculty Resources Committee, from the University Resources Committee (in EAB). This collection will be offered under license Creative Commons through the portal of the IEEE Education Society. 2. Collaboration with MERLOT and MoU between EdSoc and MERLOT and other sister societies. The activities described below are under the following strategies: The EdSoc shall help to develop web-based educational resources meeting the needs of a membership that is geographically initially in English, but then expanding to other languages. The EdSoc will continue interfacing with and writing sister society agreements MoU with MERLOT The motion of a MoU carried in the last Board of Governors meeting held June 27, 2016, was in process to be marked up by the IEEE lawyers before its signature. There has been probably a misunderstanding because IEEE staff didn t understand the scope of this MoU according to the news I received some months ago. I remind you the main objectives of this MoU: Enable MERLOT and the IEEE Education Society to effectively and efficiently serve their constituents by providing joint community activities and promoting the sharing of tools and resources. Enable the higher education community to take advantage of high quality open online resources and services through the collaborative initiatives of MERLOT and the IEEE Education Society. Increase visibility of MERLOT and the IEEE Education Society with each other s constituencies. Provide opportunities for collaboration among our constituencies. Provide increased value to our constituencies It s urgent to clarify which is the current status of this MoU and impulse its signature. Communities in MERLOT under the endorsement of the Education Society The MERLOT s project with the goal of building two new communities - Computer Science, and Information Systems (IS) - is progressing. The collection of CS and IT/IS 3

online learning materials is a resource for higher education faculty to use in courses they teach, that align with CSAB curricular standards. EdSoc has participated firstly recruiting mainly volunteers to both Task Forces, Now IEEE EdSoc has recently endorsed MERLOT s two new discipline portals, along with IEEE Computer Society. The endorsement is a consequence of the MERLOT taxonomy for those two disciplines that are aligned with the Computer Science Accreditation Board (CSAB) recommended list of undergraduate course topics. Instructors teaching those disciplines can readily discover MERLOT learning materials that are connected with their CS and IT courses. MERLOT has announced the reformulated InformationTechnology discipline has been promoted to a full Editorial Board. Actions carried out: 1. I attended to the 41st Annual IEEE International Computers, Software, and Applications Conference (COMPSAC 2017), held in Torino, Italy, July 4-8, 2017. https://www.computer.org/web/compsac2017. The COMPSAC conference program is supported by several international societies including the Information Processing Society of Japan (IPSJ), the Korean Institute of Information Scientist and Engineers (KISE), the China Computer Federation (CCF), and several special technical communities such as IEEE Future Directions/Big Data from the IEEE Computer Society. Henry Chan, Sorel Reisman and me organized in COMPSAC "The 2nd IEEE International Workshop on Open Educational Resources for Computer Science & Information Technology". We did two presentations (with their respective publications in IEEE Xplore) in the session about Communities Based on OERs. MERLOT A Reliable Framework for OER presented by Sorel Reisman Promoting MERLOT Communities based on OER in Computer Science & Information Technology presented by Edmundo Tovar and Henry Chan 2. Promotion of these communities through the MOOC FOE01.x Foundations to Open Education and OERs repositories https://courses.edx.org/courses/coursev1:ieeex+foe01.x+3t2017/course/ published in edx under the IEEEx channel, led by Manuel Castro, and with re than 1,000 students enrolled. I was in charge of the coordination of the module 2 about Open repositories. I presented (video) a subunit entitled "Open engineering communities. The case of IT and CS communities in MERLOT" - The main mandatory practice of this module, was based on search materials and add materials to the MERLOT IT or CS disciplines. LACCEI I attended to LACCEI 2017participating in the following activities: OAS ERA Deans and Chairs Forum and IEEE Chapter IEEE Education Society Chapters Forum Development of a MOOC in IEEEx about OER. Reported and led by Manuel Castro. 4

3. Interaction with IEEE Collabratec community in education. The activities described below are under the following strategies: The EdSoc will strength its ties with EAB and aligned activities. Collabratec: As I have been reporting Collabratec is living a strong impulse with the release of a new version with more functionalities and a greater support and flexibility. I have been in the last months talking with Collabratec staff member exploring the way to satisfy the needs of our members, in special for Educational Activities but these possibilities are open to be used in other contexts in the Society. In particular, as result of these conversations the first actions to do together the CT staff are: A community or enhanced group as liasion with chapter chairs to share educational activities. CT staff member will set up a group for us with it being a rule that in order to join they are a "Chapter Chair". A group with all the members of the Society interested to receive and share news and participate in educational discussions. Probably we wouldn't reach the threshold of 300 participants then CT staff member will set up a group for us with it being a rule that in order to join they have membership to the IEEE Education Society. ANNEX: Objective 3. To provide new professional development opportunities for members (Taken from our current Strategic Plan) Strategic goals for the Educational Activities Area in the line of the Objective 3 of IEEE Education Society: The EdSoc shall have a global comprehension of its educational activities focused on the diversity of our chapters and different needs. o Analysis of educational activities reported by the chapters meetings from data provided by MGA. o Survey to chapters chairs/officers The EdSoc shall help to develop web-based educational resources meeting the needs of a membership that is geographically initially in English, but then expanding to other languages. o Promote the production and publication of resources in Merlot o Select and publish resources distinguished The EdSoc shall be a relevant source for information and resources for the engineering educator and support the educational needs of faculty members and academic departments. o To search and recommend OER in EdSoc FOI. o A hub of resources integrated in different repositiories o Program of webinars o Pilot of MOOC The EdSoc shall engage students who may be interested in academic careers. 5

o Survey with student branches are student chapters, affiliated with local chapters The EdSoc will strength its ties with EAB and aligned activities. o Chairing educational communities in Collabratec o Supporting Chapters HKN in education The EdSoc Society will proactively approach other Organizational units o To offer tutorials on educational techniques and technologies that would be held at their flagship or other major conferences with new educators in attendance. o To explore collaborations with CS o To explore contacts with EA Committees of other Regions The EdSoc will continue interfacing with and writing sister society agreements o To identify and propose educational contents in MoU with other Societies 6
