RESOLUTION NO. 2017-0002 Adopted by the Sacramento City Council January 5, 2017 2017 CULTURAL ARTS AWARDS (CAA) GRANT PROGRAM AND FY2016/17 COUNTY CONTRIBUTION TO THE SACRAMENTO METROPOLITAN ARTS COMMISSION BACKGROUND A. The City began contributing to the CAA Grant Program in 1990 (Resolution 90-804), for the purpose of promoting excellence in arts programming; enhancing stability and development of Sacramento's arts organizations; supporting the unique contributions of Sacramento's diverse communities; enhancing the role of the arts in economic development; supporting a range of arts education programs; and ensuring the arts are broadly distributed and include the underserved. The 2015-2017 CAA Grant Program furthers these goals by providing operating grants to local nonprofit arts organizations and organizations with arts programming. B. The CAA Grant Program operates on a three-year cycle. Funding in the second and third years is contingent upon the grantee s compliance with the grant funding terms and funding appropriations by the Sacramento City Council and Sacramento County Board of Supervisors. C. The Sacramento Metropolitan Arts Commission (Arts Commission) selected the grantees listed in Exhibit A for inclusion in the third year of the 2015-2017 CAA Grant Program. The third year of the grant cycle (running from January 1, 2017, through December 31, 2017) is referred to as Year 3. D. The City of Sacramento and the County of Sacramento annually provide funding for the Arts Commission. In fiscal year 2017, the County is providing $436,000 to the Arts Commission, with $336,000 going towards the 2017 CAA Grant Program and $100,000 going towards Arts Commission administration. The City agreed to match the additional funding in the same fiscal year. BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS: Section 1. The 53 grantee organizations identified in Exhibit A are approved for inclusion in the third year of the Arts Commission s 2015-2017 CAA Grant Program. The City Manager or his designee is authorized to execute an agreement with the County, attached as Exhibit B, for annual funding for the Arts Commission. The City Manager or his designee is authorized to execute and administer agreements with the 53 grantees listed in Exhibit A for Year 3 of the CAA grant cycle, subject to approval as to form by the City Attorney or his designee. The Arts Stabilization (80001065) General Fund expenditure and revenue budgets are increased by $100,000. The multi-year operating project for the CAA Grant Program is established as I17000700. The City Manager or his designee, is authorized to transfer $336,000 of the General Fund revenue budget and $450,000 of the expenditure budget from Arts Stabilization (80001065) to the CAA Grant Program (I17000700).
