C A N 15 Official Publication of District 15 A Unit of United States Power Squadrons Sail and Power Boating Dedicated to Promoting the Conference and District/Squadron Events Spring 2014 Thanks for the Opportunity to Serve As my term as District Commander comes to an end it is a time to reflect on what I ve learned during this period of time. As with most things we constantly learn from our experiences and interactions with others. Some personal observations: 1. The USPS members in D/15 are some of the best in the organization. We have a number of people from this district that are very involved at the National level doing everything they can to improve the organization for existing and future members. Thanks to them I think our future looks bright. 2. As D/C it is interesting to observe the different personalities of each of our squadrons. We all share common values, goals, and interests, but there are different approaches and techniques being employed in our squadrons to reach them. There are no right or wrong methods, just ones that seem to work fine for each individual squadron. I think this an outstanding illustration of people in an organization being able to share a common purpose yet using their individual approaches for the benefit of the full team. 3. Although many squadrons within USPS are facing the same challenges, this organization, and particularly D/15, is the benefactor of having a number of dedicated people who are committed to helping the organization succeed. Many less dedicated people would have simply given up. 4. As we celebrate the USPS Centennial we need to remember that for an organization to succeed for a century it has had to be adaptable to change and aligned with the needs and desires of its membership. USPS has proudly shown its ability to do so, and the tradition carries on. In closing I would like to express my personal thanks for all the help and support I have been privileged to receive during my term. Many people have helped me in so many different ways that it is impossible to name them here. Thank you for the opportunity and privilege to have served as your District Commander. Based on my experience, if you have an opportunity to serve this organization in a leadership capacity I urge you to strongly consider doing so. If your experience is anything like mine you will come away with a sense of both pride and humility when you see all of the committed volunteers that really make USPS the organization it is today and into tomorrow. Baldridge, SN - at D/15 Conference National Chief Commander for 2014, C/C Robert Baldridge of Baton Rouge, LA joined the Baton Rouge Squadron in 1976 as a college sophomore so his father would let him take the boat out by himself. His first job was on the squadron phone committee. He went on to serve on the Executive Committee, Seamanship instructor, Chairman of Local Boards, Administrative Officer, Executive Officer, and squadron Commander. He continues to serve as Newsletter Editor, Instructor Development Chairman, Operations Training Chairman, and Membership Chairman..In District 15, he has served as Computer Systems Committee Chairman, Rules Committee Chairman, Nominating Committee Chairman, Administrative Officer, Executive Officer, and Commander. His first national job was as a member of the national Computer Systems Committee in the mid 80 s. He went on to chair that committee and serve on the Marketing and Planning Committees. He was an aide to Chief Commanders Gordon, Kennedy, and Jensen and has served as the Assistant National Secretary, Secretary, Administrative Officer, National Executive Officer, and now as Chief Commander. He is a Life member with 30 Merit Marks. Married in 1983, Robert and Nancy Baldridge have two boys, Taylor and Noah. The entire family enjoys boating aboard their SeaRay, MUCH ADO, mostly in the rivers and lakes of Louisiana and along the Gulf Coast. Commander Baldridge s two sons, Taylor and Noah, have joined the Baton Rouge Squadron hoping their father would let them take the boat out by themselves. CAN 15 4 CALL TO CONFERENCE In accordance with District 15 bylaws, Article 5, Section 5.5, this constitutes official notice to the membership of District 15 of call to meeting, containing the agenda and other pertinent details for the 2014 Spring Conference. The meeting will convene at 0900 on 29 March 2014 at the Belle of Baton Rouge, Baton Rouge, LA. All members of D/15 are encouraged to attend the Conference and may request the privilege of the floor, in accordance with bylaws Article 5, Sec 5.8. Each squadron commander is entitled to vote. Delegates shall be selected by each squadron on the basis of one delegate for each 25 active members in good standing, or major fraction thereof, as of the preceding 1 March, with a minimum of two delegates per squadron. Voting members of the Conference are: District Commander, District Lieutenant Commanders, Chairmen of the General Committees, Squadron Commanders, Past District Commanders who are active members of District 15 squadrons, and the delegates. CAN 15 6 From the D/15 Educational Officer When you receive your copy of CAN 15, the USPS Annual Meeting in Jacksonville, FL will be over and The National 100 Year Celebration with its Parade of Lights and fireworks display will just be a happy memory for those who were able to attend the Annual Meeting. Congratulations to V/C Robert Baldridge, SN, on being elected Chief Commander of USPS. C/C Baldridge, as you may know, is a member of D-15 s Baton Rouge Sail and Power Squadron. Recognition and a thank you go to two of our D/15 USPS members who are completing tours as Committee Chairs in the National Educational Department. R/C Wil Hugli SN, Ft Walton Sail and Power Squadron, has chaired the Educational Outreach Committee, and R/C Richard Carson, JN, Perdido Bay Power Squadron, chaired the Basic Public Education Committee. They both have contributed a great deal of time and effort to improving the USPS Educational Program. The Educational Meetings were very informative. Items of interest and discussion included the progress in updating and developing new courses and seminars, the progress in developing "On Line" courses and upgrades to the HQ800 reporting system. The Boating Simulator Project is well underway. A working version of the simulator was available for members to test drive. Responses were positive. No date for the completion of the project, number of units (expected to be 5) or distribution policy is available at this time. The project is financed by a Grant. I would like to thank the Squadron Nominating Committee Chairs for their timely submission of ED-80 Forms requesting DEO approval of their SEO and ASEO nominations. I would like to remind the SEOs to update their Local Boards Committee Chairs by submitting an ED-1 Form to the DEO for approval. The Local Boards Committees assist the SEO in establishing educational objectives and setting schedules, fees and facility requirements. Due to the efforts of the SEOs use of HQ800, to submit Boating Class Information on line, has become relatively routine with only an occasional hic-cup. HQ800 is still a work in progress and efforts to make the program more user-friendly and to simplify How to Instructions are ongoing. SEOs should confirm that their squadron OD-2 is up to date to assure that the appropriate people are in the communication loop. One last item: It s time for each squadron to start thinking about their nominee for The Chapman Award. Forms and in depth discussion on the nomination process can be found in the USPS Web Site. At this time the squadron nominations will have to be turned into the DEO around the middle of July. A firm deadline should be announced shortly. Each district must then choose and submit their finalist nomination to National by 01 September. D/Lt/C Harold L Brewer, AP D15 Education Officer hbrewer@gulftel.com National Educational Officer, V/C Bob Brandenstein, SN using the Boating Simulator The Boating Safety Virtual Trainer (BSVT) prototype includes three 20-inch monitors, a single-engine boat throttle and a steering wheel. The BSVT operates on a virtual lake of 3 miles by 4 miles in length and features a marina dock, other sail and power boats for crossing and overtaking exercises, and a slalom course for testing maneuverability and control. A total of five fully functioning units will be purchased. He noted that the fully functioning units will feature additional exercises and refined functions.

From the D/15 Secretary This is a bit of an insight of the District Secretary's Departments activities and committees. It really has to do with communication, and records. For all of this I am very proud to have wonderful department chairs and committees. Thank you all for your help for the past year, and special thanks to my Assistant Peggy Roy. I am sorry I have not made all the meetings, I have missed you. I hope to see you at the D/15 Council in Mobile on 8 March held in the Homeport. Peggy will attend the D/15 Conference in Baton Rouge 28-30 March for me. Copies of the district bylaws, the USPS Operations Manual, a current membership roster and the minutes of previous meetings should be at hand. Always use full names of persons and committees in transcribing the minutes. Meetings should be recorded on tape for future reference if necessary. Whether adopted or rejected, every principal motion placed before the assembly should be entered in the minutes. So PLEASE when making a motion, say your full name and speak loudly and clearly. The District Secretary is responsible for the following committees: Historian, Publications Committee, Newsletter editor, The Ensign correspondent, Computer Systems, Ship s Store, and District Roster. Be sure to register for the conference. Having recently completed the Marine Electronics course, recent discussions about enhanced Loran (eloran) piqued my interest. There are people interested in keeping some of the infrastructure from Loran-c to use for eloran. This would be an independent positioning system to complement the GPS in the event of a disruption of service. Recent news articles indicate that action may start to take place soon. Marketing USPS Several years ago, the Marketing and Public Relations committees were combined as a cost savings and because it was believed that their missions were basically the same. During the Annual Meeting, with the concurrence of the USPS Board of Directors, the National Executive Officer recommended that the Marketing and Public Relations Committee be dissolved. The Marketing Committee and the Public Relations Committee were re-established and both assigned to the Executive Department. The Marketing Committee will be working closely with Tammy Brown, HQ Marketing Director. During the week, there were meetings, discussions, brainstorming sessions and more formal presentations emphasizing the need to market USPS and suggestions on how to do it. From the open brainstorming session: Simplify - there are many different logos; many are too detailed; does a ship's wheel suggest recreational boating to the public? Consistency - don't change emphasis with each new set of bridge officers Uniform branding - a standard national identity, eyecatching to prospective boaters and members Promote all 3 sides of the triangle - besides formal education, making boating friends and community outreach are important Get a new name - include Sail and Power Develop a strategic plan, include long range visions; provide tools and guidance to each squadron, district From the formal presentation: We confuse ourselves - we do not understand marketing vs public relations; we create products and services without really understanding our customers; we have no strategic plan or associated marketing plan We often send the wrong message - "Boating is fun, we'll show you how", are we saying boaters don't know how to have fun and they need USPS to show them? And how old do we need to be to even remember Popeye and Olive Oyl? We need to kill our Who is this?! myths - our mission will make people want to join us, and they know how to find us; uniforms are attractive to the public; pictures of our member demographic is a marketing tool - members might believe this, but are any of those things true? Understand what customers want - because we think they need it doesn't mean they want our product. CAN 15 8 How does this apply to USPS? - Define our target market, and offer products and services that fit their needs. Sell boating confidence, not just safety. Differentiate our products; promote USPS specifically - not just public service announcements, not generalized statements about safety, not just 'get educated' and never promote with materials from other organizations. Marketing Goals - a coordinated national marketing plan by late spring; squadron and district plans; a national branding manual. Branding - A new, single logo will probably require outside design and not likely be available before the end of the year. Uniform branding will take time to complete. Changes, such as, USPS first and foremost, with squadron name below would necessitate updates to squadron and district webpages and newsletter mastheads. Odds and Ends News From USPS The redesigned USPS website was supposed to be released in time for the USPS 100th Anniversary in January 2014, but it has been delayed until current server issues are solved and adequate testing is performed. V/C Peter W. Mitchelson, SN (new National Secretary) reported that the IT Committee is working through issues that are due to upgraded software. The Boating on Rivers, Locks and Lakes online seminar which was launched on 30 October 2013 along with Partner in Command are available for all boaters to take. If a non-member in your area takes one of these seminars, your squadron gets the student s contact information, and you can invite him or her to participate in squadron activities and join your squadron. For more information on USPS online seminars, go to http://www.usps.org/edonline Three new online seminars and one course are under development including VHF/DSC Marine Radio, Marine Radar, Basic Weather and Forecasting, and Cruising and Cruise Planning. Plans are to launch Hurricanes and Boats, Using GPS and Knots, Bends and Hitches seminars in second quarter 2014. All requirements for taking a Boating course for membership in USPS have been removed from the bylaws. Individual squadrons may continue to require a course for admission, or not; however each squadron must still offer a USPS approved boating safety course at least once a year. The revised bylaw follows: Section 17.1 Each squadron shall offer to the public at least once a year a USPS boating safety course. Squadrons may impose such restrictions upon class attendance as may from time to time seem reasonable to the squadron. No squadron shall sponsor any public boating safety course using material other than that approved by USPS. Upcoming National Meetings The 2014 Governing Board Meeting will be held 7-14 September 2014 at the Hyatt Regency Crystal City in Arlington VA, at a rate of $149 per night. The 2015 Annual Meeting will be at the Jacksonville Riverfront Hyatt again at a rate of $139, 18-25 January. The 2015 Governing Board Meeting will be held at the Manchester Hyatt in San Diego, CA, 30 August to 6 September 2015 at a room rate of $145 per night. USPS will return to Orlando for the 2016 Annual Meeting, but complete details on hotel and rates are not yet available. CAN 15 9 The 2014 vessel safety decals will be distributed to squadrons at 150 to 200 percent of the number of vessel safety checks reported in 2013. As of February 2014, the CG/ CGAux has mandated the 2014 VE Workshop for all VEs regardless of time in the program. There is a powerpoint presentation, which MUST be taught in a classroom setting. No individuals taking it at home and submitting completion paperwork. The presentation and instructions: http://www.usps.org/national/vsc/2014%20recertification.html The workshop for Aux/USPS must be completed by 30 June 2014 or our VEs go into a REWK status - they can not conduct VSCs, until they complete the workshop, and are placed back in a current status. If not recertified by 31 Dec 2014, then they will be placed in REYR status - unable to conduct VSCs in 2015, until the workshop and 2 supervised VSCs are completed. NOTE: As we are under the CG/CG Aux in this program we are required to comply with this recertification program.
