The primary purpose of this activity is to provide training in leadership, emergency services, aerospace, and NCO-specific staff training to cadets through the Advanced Cadet Education Program (ACEP) and Basic Cadet Education Program (BCEP). b. The specific objectives are: Preparing cadets to attend an encampment. Training cadets to serve in future leadership positions. Providing hands-on leadership that allows cadets to gain both book knowledge and field knowledge. a. Bring a Participation Letter from your unit s commander that verifies which level of participation you are attending (ACEP, BCEP, or Staff) and validates your current safety status. b. Current Membership card carried at all times. d. Activity capacity a. The maximum number of participants will be limited to no more than 15 cadets for ACEP and 30 cadets for BCEP. Additional applicants may be wait-listed in case there are cancellations. e. Activity enrollment procedures a. Cadet registration for the event requires completion and submission via e-mail or U.S. Mail of the following forms: i. CAPF 31 ii. CAPF 160 iii. CAPF 161 iv. CAPF 163 v. TXWG Behavior Contract for Encampments and Overnight Events, available on the Forms page of the Texas Wing website vi. Participation letter from the attendee s unit commander b. The following information must be included: i. Activity Applying For on the CAPF 31: 1. Students: High Speed ACEP or High Speed BCEP 2. Staff: High Speed plus the desired staffing position (see Paragraph 7(c) for a list of staff positions) ii. Remember to obtain all required signatures from parents/guardians c. All medical conditions which may restrict or prohibit participation in activities, and lists of all medications currently being taken, must be properly disclosed. Failure to disclose this information, and/or failure to bring a sufficient quantity of all medications for normal dosing needs may result in a participant being dismissed from the activity. d. f. Fees Texoma Composite Squadron - Texas Wing Group II - Civil Air Patrol e. Incomplete forms will not be accepted. Applicants with incomplete forms will be notified and asked to correct and resubmit them. a. Fees are $40 per person (all participants Cadets/Staff/Seniors). b. The fee includes the cost for meals and materials used during the activity. c. Payments should be made via check made out to Texoma Composite Squadron, and the name/capid of the participant should be noted on the front of the check. Checks should be sent via U.S. Mail to the address listed above. g. Registration deadlines a. The deadline to register for this activity is 9 May 2014. All registration forms and payments must be received by this date. b. No on-site registration will be offered for this activity. c. Applicants in excess of the maximum number of participants allowed will have their original forms and fee payments returned to them via U.S. Mail. 3. Activity Description a. Description and Specific Objectives a. High Speed Leadership School is divided into two programs, Basic Cadet Education Program (BCEP) and Advanced Cadet Education Program (ACEP). b. Objectives: To prepare cadets to attend an encampment. To train cadets to serve in future leadership positions. To provide hands-on leadership that allows cadets to gain both book knowledge and field knowledge. b. BCEP a. c. ACEP Texoma Composite Squadron - Texas Wing Group II - Civil Air Patrol Encampment. It focuses on providing information and training to prepare cadets for attending their first Encampment. a. ACEP is a school designed for Cadets between the grades of Staff Sergeant (C/SSgt) and Chief Master Sergeant (C/CMSgt) who have previously attended either an Encampment or BCEP. It focuses on the principles of leadership as a Non-Commissioned Officer (NCO) and is conducted in a hands-on environment in which participants will at times be supervised part-time leaders of BCEP cadets. d. Course Structure and Schedule a. Training for both programs will consist of a combination of classroom sessions and field exercises appropriate to the goals and objectives defined for each group. b. The specific classroom and field exercise schedules will be released as an addendum to this Operations Plan and are subject to change following their release. 4. Communications a. Requirements a. All communications will be performed and maintained through activity staff and senior member communications. b. ISR Radios a. Will be utilized during field exercises and for shuttle transport during the event. c. Land Lines a. The facility has limited public telephone access. The facility s internet access will be restricted for the duration of the event. d. Cell Phones a. Cadets will not be allowed to bring their cell phones or any other electronic devices to the event. and other electronic devices will be confiscated during sign-in and returned upon dismissal. e. Internet Connectivity Internet connectivity will be limited. Computer/Laptops/PDA shall only be used for authorized activities in a supervised environment. 5. Cadet Participation / Bivouac a. Upon registration and dependent on the number of cadets, cadets will be assigned into flights and managed by flight commanders. b. Texoma Composite Squadron will be the site for cadets to bivouac for the two nights of the activity of 23 May through 25 May. Cadets will provide their own tents, which will be set up in assigned areas following sign-in. Cadets may share tents if approved by the Project Officer. c. Cadets are expected to present themselves timely for sign-in on 23 May. d. Cadets should ensure they bring all items listed on the Packing List addendum. 6. Safety a. General The Project Officer and all staff members shall consider safety first in all decisions and actions taken during this activity. Under no circumstances will the safety of any participant be knowingly compromised. All CAP regulations and Texas Wing policies regarding safety will be followed. b. Safety Briefings A safety briefing shall be conducted prior to starting each day s activities. c. ORM ORM should be conducted when appropriate. A participation letter certifying that the participant is safety current must be received from the participant s unit commander. e. All staff positions will be filled by current CAP cadet or senior members, with specific assignments determined by the nature of the staffing need and available personnel. b. Staff members are expected to adhere to the same guidelines regarding registration and participation as Cadet participants. c. Staff positions include but are not limited to the following: a. b. Night/sleepwear: PT clothing c. Air Force-style Blues uniforms and civilian clothing shall not be worn at any time during this activity. b. Seniors a. All activities: any authorized CAP uniform. Care should be taken to select a uniform which is appropriate for the activity in which they are participating. b. Night/sleepwear: PT or other conservative clothing c. All uniforms shall be in good repair and worn correctly in accordance with CAPM 39-1 as supplemented by Texas Wing. 9. Administration a. Check-in and procedures Check in will be conducted on a staggered schedule as detailed in paragraph 1(c) beginning at 1100 on 23 May. Late check in will be evaluated on a case-by-case basis by the Project Officer and Cadet Commander. b. Credentials Only members with an active CAP membership may participate. Members must present a current CAP ID card when signing in. 10. Facilities The activity will be held at Texoma Composite Squadron s facility located at North Texas Regional Airport (KGYI), 4331 Airport Drive, Denison Texas. In addition, some classroom sessions may be held at the Grayson County College Center for Workplace Learning (CWL), 6101 Grayson Drive, Denison Texas. Transportation between the squadron building and Grayson College will be provided by the squadron. 11. Logistics a. Billeting Page 10 of 13 Group II High Speed & ALS 23 May 2014 25 May 2014
b. Messing c. Medical a. Tents provided by participants will be set up and available on the nights of 23 and 24 May. Upon check in, each cadet will be assigned a location for the duration of the event. b. Tents and areas will be cleaned up daily following breakfast. In some cases, tents may be stowed to allow for additional room for outdoor activities. c. The squadron building has restrooms with showers available for the use of all participants. a. Dinner will be provided on 23 May, Breakfast, Lunch and Dinner will be provided on 24 May, and Breakfast will be provided on 25 May. b. Participants with specific dietary restrictions should provide this information when applying so that appropriate accommodations can be made. c. Snacks and ample water will be available throughout the event. a. First Aid will be handled on site. Emergency medical contact will be initiated through 911. Non-emergency medical issues will be handled at the local hospital, which is approximately five miles from the airport. Vehicles a. Custodians/drivers of all corporate-owned vehicles (COVs) used for transporting CAP personnel to the activity and who will be remaining at the facility for the duration of the activity shall make their vehicles Page 11 of 13 Group II High Speed & ALS 23 May 2014 25 May 2014
available for use by the activity staff. Uses may include but are not limited to transporting cadets and staff between the squadron building and nearby classrooms, and providing support for field exercises. b. Cadets (including Staff) who drive themselves to the activity shall park in designated areas and turn over their keys to the Project Officer upon sign-in. They will be returned upon dismissal. 12. Military Support Requirements Not applicable 13. Other Agency Involvement Not applicable 14. Public Affairs a. Internal This activity will be publicized using the Operations Plan on the Texas Wing website, the local unit website, and other forms of direct communication to other units. A PAO will be assigned by the Project Officer. b. External News releases to local newspapers, radio and TV media may be made. However, all press releases must have the Project Officer s approval. 15. Contingencies a. Disaster or REDCAP The activity may be suspended or terminated and CAP resources reassigned only at the direction of an active REDCAP Incident Commander, Texas Wing/CC, or Texas Wing/LO; otherwise, activities are expected to continue as planned. b. Adverse weather may cause delay or cancellation of any portion or the entire event. Outdoor activities may be delayed or cancelled. c. Mishap In the event of a mishap, the Safety Officer will immediately notify the Project Officer/local Unit Commander. The Unit Commander will ensure all reporting actions are taken, including filling in the appropriate forms and briefing of the Grp2/CC, Texas Wing/IG, and Wing/CC. The Unit/CC, Grp2/CC, and TXWG HQ will determine the impact of the mishap and will make the determination of whether to continue the activity or cancel it. d. Activity Cancellation If the activity is cancelled due to unforeseen circumstance, all fees paid will be refunded. e. Participant Cancellations Participants who cancel prior to 9 May will receive a full refund for all fees paid. Refunds for participants cancelling after 9 May will be determined on a case-by-case basis. 16.
