Activities of the Ministry of Youth and Sport in developing and supporting Youth Policy and Youth Emloyment in Serbia 1. Development of legal framework 2. Support NGO partners 3. Cooperation with international partners and local self-governments youth offices

1. Activities of the Ministry of Youth and Sport in developing legal framework Development of the National Youth Strategy (NYS) and Action Plan for the Implementation of the National Youth Strartegy 2009-2014, with wide consultative process and youth participation, adoption of the Strategy and work on the implementation of the NYS and AP Participation in developing Action Plan for Youth Employment (adopted on September in 2009.) Participation in preparing and proposing Strategy for Career Guidance and Counseling (to be proposed to the government in November)

National Youth Strategy was adopted on May 9 th, 2008. Three P direction Groups: Participation Potential Prevention

Strategic goal: Encourage and stimulate all forms of youth employment, self-employment and entrepreneurship Raising awareness about youth entrepreneurship Improving the perspectives for self employment Promoting the concept of youth entrepreneurship Introducing practical teaching on entrepreneurial skills

2. Support to NGO projects (24 projects granted up to now) - Trainings: business skills, business plans, active job searching - Trainings for trainers how to provide support to young people to start up their businesses - Promoting youth entrepreneurship round tables, counseling, informing - Organizing meetings with successful businessmen - Support to young people who live in rural areas agricultural entrepreneurship - Second chance education vocational trainings - Design factory artistic entrepreneurship - Job fairs Over 11 000 participants (direct users)

3. 1. Cooperation with international partners Development of Youth Entrepreneurship in Serbia Donor: Kingdom of Norway, implemented by Agency for development of SME, BIP with support of Ministry of Youth and Sport and Ministry of Economy and Regional Development Training for 700 young people in 14 locations (18-37 years) Forming a group of trainers Providing assistance to young people in developing their business idea and establishing their own enterprises

Results so far: 2 rounds of trainings - 707 participants 80 participants opened their own enterprises 3 rd round of trainings is in progress 3 Regional fairs are to be organized and National fair Products and services of the enterprises will be exhibited at the fair and the best one will take part in the international exchange

Strengthening Youth Entrepreneurship (PPES Program) Donor: USAID with support of MOYS and local self governments youth offices Aim: Improvement of entrepreneurial and market skills among young people through: Capacity building trainings for youth office coordinators Promotion and implementation of programs for young people Project is implemеntеd in 30 youth offices -1370 participants

Youth entrepreneurship strengthening (PPES Program) From october 2009. Development of action plans in 12 municipalities to support youth entrepreneurship and employment and implementation of activities in 2010 Capacity building trainings for youth office coordinators and implementation of programs for young people in another 36 youth offices

Support to National Efforts for the Promotion of Youth Employment and Management of Migration Donor: MDG Spanish fund, Government of the Republic of Serbia Partners: IOM, UNICEF, UNDP, ILO, Ministry of Youth and Sport, Ministry of Economy and Regional Development, Ministry of Work and Social Policy, Ministry for Human and Minority Rights, National Employment Service, Institute for Statistics Support for policy development (integrated service delivery- linking social services and employment Capacity building of national institutions Realization of programs for employment and social services Project is targeting young people with fewer opportunities (poor, unemployed) in 37 municipalities of Belgrade, South Backa and Pcinj District

Cooperation with local self-governments youth offices 98 local and 6 regional youth offices were formed in which different programs and activities are conducted - non formal education (giving information, developing business skills, active job searching, writing projects, intercultural workshops, promotion of volunteerism, tolerance, IT education, languages, design ) - establishing internet clubs/ - organization of sport and cultural events - campaigns (health, tolerance, safety, environment) The activities of youth offices involve around 10 000 young people on monthly basis
