State Fund Opportunities: Local Programs
Small County Outreach Program (SCOP) The purpose of this program is to assist small county governments in repairing or rehabilitating county bridges, paving unpaved roads, addressing road-related drainage improvements, resurfacing or reconstructing county roads, or constructing capacity or safety improvements to county roads. Eligible counties: Calhoun, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Liberty, Santa Rosa, Wakulla, Walton and Washington Counties must have a population of 170,000 or less as determined by the most recent official estimate. The Department fund up to 75% of project costs Rural counties qualifying under the Rural Economic Development Initiative (REDI) Program may apply for a waiver of the required 25% local match and receive 100% of project costs. Florida Statutes Sections 201.15 and 339.281

Solicitations were sent out to all eligible counties. Deadline for Applications are due March 15, 2018. Limit one (1) applications for this program.
What is a good SCOP Project? A few examples of SCOP projects Resurfacing of existing pavement Safety Upgrade / Improvements Bridge Repair Projects Paving of Unpaved Road* Bridge projects must only be for making repairs. Many use Bridge Inspection Reports as their basis of application. Unpaved roads will be considered last unless there is a major safety issue or economic benefit that is explained in the application.
Small County Outreach Program (SCOP) Municipal The purpose of this SCOP funding is to assist qualifying cities and communities in repairing or rehabilitating county bridges, paving unpaved roads, addressing road-related drainage improvements, resurfacing or reconstructing county roads, or constructing capacity or safety improvements to county roads. Eligible Cities and Communities: Only those located within Calhoun, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Liberty, Wakulla, and Washington Counties, and the City of Freeport. The Department will fund up to 100% of project costs Projects solicited by Central Office Funding has been allocated through fiscal year 2020 Subject to Change based on legislative action. Small County Road Assistance Program (SCRAP) The purpose of this program is to assist small county governments in resurfacing and reconstructing county roads. Beginning in fiscal year 2000 until fiscal year 2010, and beginning again with fiscal year 2013, up to $25 million annually may be used for the purposes of funding the Small County Road Assistance Program (SCRAP). Available funds are allocated to the districts based on the number of eligible counties. Eligible counties: Calhoun, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Liberty, Wakulla, Walton, Washington Counties must have a population of 75,000 or less as determined by the most current census data. Only eligible if the county has enacted the maximum rate of the local fuel option tax authorized by 336.025(1)(a), F.S. The Department can fund up to 100% of project costs Florida Statutes Sections 339.2816 and 336.025(1)(a)
Small County Road Assistance Program (SCRAP) The project must be on a roadway that was a part of the county road system on June 10, 1995. Primary Criteria is the physical condition (pavement) of the road as measured by the Department. Only resurfacing or reconstructing of county roads. Capacity improvement on county roads shall not be eligible for funding under the program. Projects are solicited annually by the Program Management Office. Solicitations were sent out to all eligible counties. Deadline for Applications will be March 15, 2018. Limit one (1) application for this program.
County Incentive Grant Program (CIGP) The County Incentive Grant Program (CIGP) was created for the purpose of providing grants to counties, to improve a transportation facility including transit which is located on the State Highway System (SHS) or which relieves traffic congestion on the SHS, per Section 339.2817, Florida Statutes. Eligible counties: All A municipality may apply to the county where the municipality is located for funding under the county incentive grant program. The county must evaluate municipal applications for funding as provided in Section 339.2817(6), F.S. Municipal applications selected by the county for funding will be considered by the department using the same evaluation criteria. The Department can fund up to 50% of project costs Rural counties qualifying under the Rural Economic Development Initiative (REDI) Program may apply for a waiver or reduction of the required 50% local match.
County Incentive Grant Program (CIGP) Florida Statutes Sections 339.135(5) & (7) and 339.2817 Criteria for evaluation includes, but not limited too: Extent to which project will encourage, enhance, or create economic benefits Likelihood that assistance would enable the project to proceed earlier Extent to which assistance would foster innovative public-private partnerships and attract private debt or equity investment Project Includes transportation benefits for improving intermodalism and safety Need to provide support that the project would relieve traffic congestion on the SHS. Projects are solicited annually by the Program Management Office. Solicitations were sent out to all eligible counties in December 2018. Deadline for Applications will be March 15, 2018. Limit one (1) application for this program.

Application Process The County will need to acquire right of way between East Avenue and CR 239 (approx. 2,000 ft.) on both sides. Have discussed with owners and they are in favor of donating ROW. The ROW will be owned and maintained by the County. If cannot be obtained, County will not add paved shoulders in this area. The County owns all needed right of way except for the area mentioned above. It has been maintained by the County for over 40 years.

Delivery Method(s) Projects funded through these programs are managed by the Agency. Prior to the commencement of work, the Department will enter into an agreement with the Agency. This agreement will outline the terms of reimbursement to the Agency. Projects funded via the County Incentive Grant Program (CIGP) will most likely be delivered by the Department if the project is located on the State Highway System.
