Call to order: 5:30 pm 2. Introductions: Sophie Wolfram, Debbie Hecht 3. Approval of July 9, 2018 Meeting Minutes: SAB approved with no changes, Ann Feeney abstained from voting. 4. Presentations: Sophie Wolfram, Director of Programs for Climate Action Campaign (CAC), presented the 2018 Climate Action Report Card. She discussed the scores for the City of Del Mar s Climate Action Plan (CAP) and their relation to other cities in the San Diego region. The following items were discussed: Discussion of the areas on the report card where Del Mar s score fell short of the other cities and areas where Del Mar is doing well. The CAP lost points because it is not 1) legally binding, 2) Did not mention equity and jobs (at the time it was evaluated), 3) Fails to address transportation and land use in a meaningful way. In addition to evaluating CAP documents, CAC is also now evaluating cities on CAP implementation. Sophie stressed the importance of investing in staff resources. At this time, the City of Del Mar only has half of the time of a single staff person dedicated to implementing the city s CAP. Sophie also stressed the importance of preparing an annual monitoring report so that all stakeholders can gain a comprehensive understanding of what the city s implementation progress is from year to year. She said there needs to be a high level overview of what percent of CAP strategies are being achieved, delayed or are inactive. The SAB discussed the difficulty of monitoring and having meaningful measurements especially on a regional level. Sophie shared that the City of San Diego works with a consultant to calculate annual 1
emissions reductions. She recommended reviewing the annual progress report prepared by the City of Portland. The City of San Diego is working with EPIC to estimate reductions and the City of Carlsbad hosts monthly meetings with staff from various city departments. SAB members raised the question of how the SAB can help the city in implementation and monitoring. Sophie recommended the SAB update the Phasing and Measures in the city s CAP by adding a column to the table in Appendix B to establish specific timelines as to when each of these strategies would be completed. Mayela asked whether Del Mar staff are discussing CAP strategies internally. Sophie recommended the City consider establishing an inter-departmental climate action team to help implement CAP strategies. Clem will be giving a CAP update to City Council sometime in fall 2018 to discuss progress in implementing the CAP. Clem welcomed Sophie to attend. Don suggested that someone on Del Mar City Council or staff should attend the SANDAG Energy Working Group monthly meetings. Clem is working with the SANDAG Energy Working Group to get consultant support to put together CAP Implementation Tracking and Monitoring plan. He will be kicking off this project in September 2018. Sophie strongly recommended that this plan should also include costs. 5. Report from Clem Brown, Environmental Sustainability/Special Project Manager: a. Regional Bikeshare Program update: Gotcha is staff s preferred vendor. Encinitas trying to go to City Council to get authorization to enter into an agreement toward the end of August 2018. Del Mar and Solana Beach likely next cities to bring this forward to their city councils. No commitment from Carlsbad or Oceanside yet. b. CCE Feasibility Study Summary Don and Clem attended a meeting with the North County Working Group on 7/25/18. Results of the Feasibility study indicate that a CCA among the four cities is feasible. The workgroup reviewed load data from SDG&E (of the four cities considered, Del Mar comprised 2% of the overall load) The workgroup looked at two scenarios: a 50% and 100% renewable energy portfolio. Preliminary rate comparison results to SDGE base rates show that there would be rate savings. Draft study 7/31; staff comments by 8/20 then final draft will be made available for public review Staff are currently discussing a CCA roll out strategy, developing a joint workshop with cities and providing a presentation to city council in October 2018. Earliest program launch of CCA is 1/1/2021 (Submitting an Implementation Plan by Jan 2019 is not possible.) Del Mar submitted a letter of support for CalCCA s position on the PCIA hearing the proposed decision was favorable for CCAs; however, a final decision is pending at the 9/13/18 CPUC meeting. c. Zero Waste: Held a site visit with CalRecycle on 7/31. Overall, it went well with only a couple follow up items. Solana Center s Food Waste Reduction Brochure staff has finalized the brochure will be posted on the new website and printed for giveaways Solana Center s Food Waste Diversion Solutions final report is complete and the recommendations and next steps will form the basis of next fiscal year s scope of work: implement a food waste characterization study, develop/implement a community education program, study impacts of SB 1383, additional composting workshops, etc. need a new contact RFQ process 2
Waste Management s Residential Recycling Guide guide is now complete we are waiting for the Go Green Del Mar Website to be updated so we can include a web link before we mail it out it is going to all residents in Del Mar 10 page glossy color brochure with resources on best recycling and food waste reduction practices will be developing a commercial guide and seasonal renters packet later this year C&D Diversion Work Plan staff working with WM to see what tracking/reporting tools and processes they have to track compliance d. Trash and Recycling Bins at City Beaches and Parks: Staff is continuing to work with Public Works to purchase new plastic trash and recycling bins with better stenciling ( trash, recycle with DM logo) to improve/encourage recycling at the beach and parks e. CAP Implementation Tracking & Reporting: Clem has developed a scope of work with SANDAG (at no cost to the City) to help the city prepare a CAP implementation tracking and reporting plan (with metrics/tools) using their consultants and regional framework; kickoff meeting in September Ann plans to attend. Action Item: Clem will provide a written list of his staff report to SAB. 6. Report from City Council Liaison, Ellie Haviland a. There is an upcoming City Council meeting to discuss sea level rise on 9/4/18. b. The styrofoam ban ordinance is being reviewed by the City Attorney. A question was raised on whether the ban includes single use plastics and whether that would inherently include plastic straws. c. The Straws Upon Request ordinance is being crafted by Ann Feeney. Discussion on changing the ordinance to include the word plastic. Ann Feeney will include the wording, plastic straws are banned and paper straws are upon request only. The ordinance will need to be discussed with the Business Support Advisory Committee (BSAC). Action Item: Clem will request to get this item on the BSAC agenda in September 2018. 7. New Business: a. Carbon Fund - Due to lack of time this item will be continued to next SAB meeting in September. b. Priority list update for City Council Brief overview of priorities; SAB agreed that due to lack of time this item will be continued to next SAB meeting in September. c. UC Million Light Bulb Challenge update - Due to lack of time this item will be continued to next SAB meeting in September. d. Organics recycling Info gathering for potential pilot project? Form subcommittee? The City s contract with the Solana Center has expired. SAB asked what they can do to work on the recommendations from the Solana Center regarding food waste and zero waste. 8. Old Business a. Water bottle refill station at Beach Safety Center, Powerhouse Park and/or life guard stations b. Plastic water bottle ban discussion Debbie Hecht, Del Mar resident, asked the SAB to consider next steps for her proposal presented in July 2018 to ban the sale or gifting of plastic water bottles in the City of Del Mar, and for the City to supply water bottle refilling stations. Some issues raised by SAB included: Cost of the water refill stations (currently estimated at $10,000 per station) People will still be allowed to bring plastic water bottles from outside of Del Mar and at the beaches How will the City enforce the ban? Can we change the City s catering contracts to ban plastic water bottles? It was suggested that the issue and the ban be put on the agenda for the next SAB meeting. 3
c. EV charging incentive program/rate setting Due to lack of time this item will be continued to next SAB meeting in September. d. Website update - Carol Kerridge, Bertha Leone and Catherine Blair presented the graphics for the Go Green website. SAB members will receive an email with the images and a ballot to vote on their choices. 9. Public Oral Communication: None. 10. Next Meeting: Monday, September 10, 2018 at 5:30 PM 11. Comments by Members: A question was raised on whether we need to form a Zero Waste subcommittee. A suggestion was made to not have a speaker at the next SAB meeting so that members can spend the time addressing the issues they are working on. Don Mosier offered to arrange a tour for SAB members to the construction site of a new net zero home located on Via Alta. Action Item: Don will send out a Doodle poll to all SAB members. SAB members agreed with the proposal for Mayor Worden to become a signatory to an online letter requesting Governor Brown to eliminate fossil fuel production and commit California to renewable energy. CCE Feasibility Study Next meeting tomorrow (9/11) to review all comments and discuss finalizing the draft report. a. PCIA hearing Del Mar submitted a letter of support for CalCCA s position on the PCIA hearing Proposed Decision favorable for CCAs Alternative Proposal not favorable CalCCA put an ad in Sacramento Bee Final Decision pending 9/13 CPUC Meeting b. Next steps: info item at City Council in November, then Committee Meetings and possibly a public workshop come back to City Council after vetting process with a recommendation in early 2019 c. Follow up from CalRecycle site visit Andrea has generated a list of business email addresses to send reminders on proper recycling also exploring using the DMVA s newsletter to get the word out in the business community to recycle properly b. Solana Center s Food Waste Reduction Brochure staff has finalized the brochure will be posted on the new website and printed for giveaways c. Waste Management s Residential Recycling Guide guide is now complete distribution was held up while waiting for the Go Green Del Mar website to be updated so we can include a web link before we mail it out. Website is now live, as of today, so recycling guide is ready to be mailed to all residents. 4. CAP Implementation Tracking & Reporting Scope of work with SANDAG to (at no cost to the City) to help the City flesh out its CAP implementation plan, tracking and reporting metrics/tools using their consultants and regional framework; kickoff meeting 9/12 Ann will attend. 5. CAP Update would like to provide City Council an update on the progress we ve made implementing our CAP and our work plan moving forward toward the end of summer/early fall would like to co-present with SAB. Late fall 2018 is the target. 5. Council Liaison s report: Ellie Haviland The styrofoam ban is ready to be launched but City Council would like to introduce it to the business community along with the plastic straw ordinance at the same time. 6. Old business: 1. Discussion on plastic straw ordinance Ann sent a new draft of the plastic straw ordinance to SAB members prior to the meeting. Plastic straws and stirrers are to be banned completely. Other straws will be provided upon request, and stirrers must be of a biodegradable 2. The Go Green website was presented. Images are still to be added. SAB members were asked to go through the website and click on all the links to make sure they are accurate. 3. Carbon Fund Clem sent out information about what other cities have done. Watsonville has a particularly effective program. Don pointed out that a Carbon fee will intersect with zero net energy in 2020. Discussion on looking at how to have a financial incentive for buildings to be more energy efficient. The funds could be used to implement the CAP. 7. New Business: 1. Priority list update for Council 2. Work plan for CAP implementation and other SAB activities 3. SDG&E s Transportation Electrification proposal
Per Clem, nothing in it has a direct implication for Del Mar. Perhaps have them come give a presentation to SAB about their energy efficiency programs. Perhaps would go on the SAB priority list. 8. Next Meeting: Monday, October 8, 2018 at 5:30 pm 9. Comments by Members 1. Don brought up that the EV charging stations seem to be well-used. Nov. is due date for a report from the SAB and Clem on an incentive program. Later may need to monitor how long cars stay in spots. 2. It was suggested that a committee be established to do a draft on the recycling regulations for businesses. Ann and Bertha volunteered for the committee. 3. Bertha asked if SAB should be taking a position on the Resort? Ellie responded that it too soon for committee action, but as an individual, it is appropriate. 10.
