FINANCING PROGRAM FOR MEDICAL TEACHING IN CLINICAL SETTING (MTCS) 2017-2018 PROGRAM OBJECTIVES As part of the 2017-2018 Ministry of Health and Social Services (MSSS) financing program for medical teaching in a clinical setting, the Faculty of Medicine at McGill benefits from a budget to financially support health training sites that are part of its network in Quebec. A total of approximately $ 500,000.00 is available this year. It is not guaranteed that the program will be available in the years to come. Government priorities Family Medicine and first line medical care are top priorities for the government. Therefore, the projects proposing the creation of new Family Medicine teaching sites, the optimization of existing Family Medicine sites and those sites providing primary health care services will be prioritized. ELIGIBLE ESTABLISHMENTS Financial support is offered to the various university hospital centers in Montreal as well as to the establishments, medical clinics and non-traditional health training centers which host McGill medical trainees. The undergraduate medical program (MDCM) and the residency programs at the postgraduate medical education level are eligible. ALLOWABLE EXPENSES Items requested must be related to teaching activities to be admissible. Items that are purely or largely patient care related are not eligible. Requests must be justified. The types of expenditures eligible are as follows: Virtual technology simulating real clinical practice (e.g. simulated vessel ultrasounds, injection trainer, various types of mannequins & models, etc.) Improvement of ambulatory units for clinical teaching (e.g.. video cameras for supervision, observer-scopes) Data-processing access that facilitates the consultation of data bases. Improvement of didactic material not available at the McGill or the hospital Library. Note: Online resources available to all trainees and not Individual copies will be considered. Optimization of ambulatory infrastructures (e.g. Equipment for consultation rooms used by trainees such as exam tables, ophthalmoscopes, otoscopes, etc.) Audio-visual and data-processing equipment (i.e. computers, projectors) and long distance training equipment (videoconference equipment, webcams) Note: Programs and activities associated to research are not eligible, nor are the proposed development of custom databases and mobile applications. Allowable expenses must have been or be incurred between April 1, 2017 and March 31, 2018. A Purchase Order issued no later than March 31, 2018 is also acceptable. No financial assistance or refund will be granted for purchases done or purchase orders issued outside of these periods. Financing Program Medical Teaching 1
PRESENTATION OF REQUESTS FOR FINANCIAL ASSISTANCE Postgraduate and undergraduate program directors, teaching doctors and coordinators who wish to present a request for financing, as defined by the framework of the program, must submit a typed request describing their project. (Example application form that may be used as is or simply as an example is on page 5) Each individual request must include, amongst others, the following elements 1. The nature of the request (description of the project) 2. The academic objectives 3. The way in which the equipment/tools/etc. will improve the training of residents and students 4. The number of rotation months and of trainees this project will benefit 5. The detailed budget in Canadian dollars (including federal and provincial taxes, delivery and transportation costs, the cost of any warranty or service, insurance, training, etc.) 6. If, in the past 2 years, a unit/department has been awarded a grant, the applicant for this year s funds (same unit/department) must submit a brief summary (1-2 paragraphs) of how the funds were used, as well as the impact and outcome it has had on teaching. 7. According to the type of learners who would benefit from this project, proposal for funding must be signed by a PGME Program Director and/or a UGME Course Director. Requests made directly by the Director of Education (or equivalent) of the CHU or CIUSSS/CISSS on behalf of the institution are not subject to this requirement. 8. All establishments, hospitals and clinics which present many projects for funding, must list them in priority in an Excel template. See example below. APPROVAL OF THE PROJECTS The financial requests will first be presented to the Project Selection Committee of the Faculty of Medicine before being recommended to the MSSS. The Committee will ensure that the projects comply with and meet the objectives of the program. Final approval of the projects is granted by the MSSS. Once the project is authorized, a service agreement will be signed between McGill University, represented by the Faculty of Medicine, and the establishment/medical clinic. METHODS OF REIMBURSEMENT The amount allotted will represent the maximum amount to be reimbursed by McGill. The total amount must include all the applicable taxes as well as delivery and transportation costs, the cost of any warranty or service, and insurance, etc. McGill will reimburse all authorized expenditures upon receipt of the invoices prepared by the establishment/medical clinic and accompanied by the suppliers invoices.
