GENERAL INFORMATION Objectives The Community Integration Fund aims to provide funding to encourage ground-up social integration efforts from the people, private and public sectors. In general, projects which satisfy the following objectives will be considered: a) Provides information and resources on integration (e.g. seminars, publications) b) Encourages social interaction and builds friendships between locals and newcomers (e.g. camps, learning trails) c) Promotes mutual understanding (e.g. large-scale festivals, community celebrations) d) Encourages emotional attachment and involvement (e.g. dialogue sessions) Please refer to the NIC s website www.nationalintegrationcouncil.org.sg for examples of projects that the Community Integration Fund has supported. Who May Apply 2. Application for funding is open to Singapore-registered organisations (i.e. Nongovernment organisations, grassroots organisations, professional bodies), companies registered with the Accounting and Corporate Regulatory Authority of Singapore (ACRA), and trade unions registered with the Registry of Trade Unions (RTU) at the Ministry of Manpower. Assessment Criteria 3. Projects that satisfy the following criteria will be considered: Criteria Provide information and resources on Singapore Encourage social interaction between locals, immigrants and foreigners. Encourage emotional attachment to and involvement in Singapore Examples (but not limited to) Learning journeys, field trips, seminars, publications, and productions that provide information on local history, cultures as well as social norms. Activities that offer platforms for people to interact and build relationships around common interests, like sports or arts. Projects that introduce immigrants to volunteerism opportunities and ways to connect with the wider Singaporean society. Promote a positive mindset towards Projects that deepen mutual understanding, like 2
integration diversity workshops, cultural programmes and media productions. Additional considerations 4. Other considerations for projects include: Whether the project reaches out to an inclusive mix of participants. Project innovation and sustainability. Non-supportable projects and Costs 5. The CIF will not support the following types of projects and costs: Profit-making NOT QUALIFYING Capital development (e.g construction of a building, acquisition of equipment) Types of projects Overseas trips Fund-raising Types of costs Projects that are already funded more than 80% by the Government or the Singapore Totalisator Board Non-local purchase of goods and services, including but not limited to: o Engagement of overseas performers or professionals (including flight and accommodation) o Purchase of overseas goods and services in other countries or online Honorariums Cash Prize Donations Purchase of tobacco and alcohol Grant Quantum 3
6. The nature and scope of the project, the availability of Community Integration Fund, and the projected income from the project, if any, will determine the grant quantum. The grant amount, based on a reasonable estimate of the budget, will not exceed 80% of the qualifying costs. 7. There is no limit to the number of Community Integration Fund applications an organisation may submit. However, the total sum from the Community Integration Fund awarded to any one particular organisation will be taken into consideration in the application assessment. Sources of Expected Income 8. Possible sources of expected income include: - Ticket sales - Sales of merchandise/programmes/publications - Registration fees - Donations from members or well-wishers - Private/corporate/public sponsorship - Income from advertisements - Other receipts (to specify) Grant Disbursement 9. Grants will be reimbursed upon submission of the following: - all receipts and invoices; - the Community Integration Fund Evaluation Report; - at least five photographs (in JPEG format) of the event; detailed feedback from at least two people involved in the project who were born in Singapore, and two new immigrants using the feedback form template provided; and - any other documentation as requested for by the NIC Secretariat Acknowledgement 10. The NIC should be acknowledged on all printed collaterals, using the prescribed NIC logo and verbally during official speeches at the event. Application Process 11. All applications are to be submitted 6 weeks before date of commencement. BOTH soft copies AND the original copy of the signed application form must be submitted. Please note that retrospective applications will not be considered. 12. Application forms are to be accompanied by the event programme. 13. All receipts and invoices are to be submitted within two months from the conclusion of the project / event. 4
14. The estimated processing time from the date of submission to the notification of the outcome is about two weeks to a month. 15. The applicant will be notified of the outcome by both email and post and is required to sign and return a Letter of Undertaking. 16. NIC s decision is final and NIC reserves the right not to disclose reasons for approving or rejecting an application. 17. The grant shall be given on a reimbursement basis. Organisations shall maintain proper financial records for the project and shall submit a request for reimbursement using an income and expenditure statement, and all supporting receipts within two months of the completion of the project, and shall refund to the Government any excess funds (if any) disbursed. 5

TERMS AND CONDITIONS 1 The National Integration Council (NIC) reserves the right to withdraw or suspend the grant in full or in part, or recover the disbursed grant in the event of the following: a. Wrong and/or misleading information is provided in the application form and/or supporting documents. b. Illegal or negligent acts that occur during any point of the funded project, which have the potential to adversely affect the reputation of the NIC, any government bodies, public institutions, national leaders or any organisation/person. c. Applicants/collaborating parties proselytise a particular faith when carrying out the project. d. Proposed project is changed significantly without prior written approval from the NIC e. Grant is used for purposes other than the approved project. f. NIC s support is not acknowledged on related publicity materials. g. Organisers are required to submit at least 5 photographs of the event in JPEG format as part of the Community Integration Fund Evaluation Report, as well as work with NIC Secretariat where required, on videography. h. The Project Evaluation Report and Income and Expenditure Statement, with supporting documents, must be submitted within two months from the end of the project. The in-principle funding would be invalid and the application nullified if the report and statement are not submitted within this time frame.
