Duane Baker is the founder and president of Baker Evaluation, Research, and Consulting, Inc (The BERC Group). Dr. Baker has a broad spectrum of public school educational and program experience, including serving as a high school classroom teacher, high school assistant principal, middle school principal, executive director for curriculum and instruction, and assistant superintendent. In addition, he has served as an adjunct instructor in the School of Education at Seattle Pacific University since 1996, where his emphasis has been Educational Measurement and Evaluation and Classroom Assessment. College Attendance and Persistence Rates for Your High School NSC DATA REPORT INTRODUCTION Each year thousands of students graduate from high schools in Washington State. Many go on to attend colleges and universities both within and outside the state, while others choose to enter the military or the world of work. These are often individual choices, but they are also to some degree a reflection of the quality of the output from the area s schools. Obtaining reliable and valid data on college attendance and persistence rates has been difficult and often cost prohibitive in the past. Most colleges and universities in a given state do not have a common database for students, making it complex and difficult to track students from individual high schools. In addition, the many students who attend out-of-state colleges and universities are even more difficult to track. The traditional methods of surveys and phone calls, while providing some useful information, fail to account for many students. This report summarizes analyses of college enrollment and persistence data for Your High School graduates. This study was conducted in partnership with the Washington State Office of Superintendent of Public Instruction (OSPI). OSPI provided a statewide database of all students graduating from Washington State public high schools in 2004, 2005, 2006, 2007, and 2008. This database was then used in conjunction with the database from the National Student Clearinghouse (NSC) to track Washington State high school graduates for this five year time period. The NSC database provides an economical, efficient, and accurate method for tracking high school graduates into colleges and universities to determine a given high school s, district s, or state s college attendance, college persistence, and college graduation rates. Educators and policy-makers may then use the results for evaluating an institution s effectiveness in preparing students for college and beyond, as well as for stimulating discussions among school, district, and state personnel about curriculum and student graduation requirements. The National Student Clearinghouse is a national repository of college student attendance created by colleges and universities to track students for financial aid reporting purposes. NSC also provides data services to high schools through its Student Tracker Program. The NSC database covers over 2,800 colleges and universities and 91% of the students enrolled nationwide. In many states, the actual percentage of traditional age college students in the database is even higher. While there is presently no system that can insure 100% coverage and perfect validity and reliability of college attendance data, the NSC data are much more reliable and valid than the results provided by the traditional follow-up methods of surveys and phone calls at a fraction of the cost. 3 THE BERC GROUP

COLLEGE ATTENDANCE AND PERSISTENCE RESULTS College enrollment and persistence data were obtained from the National Student Clearinghouse for Your High School. Researchers collected information from the OSPI for the graduating classes of 2004, 2005, 2006, 2007, and 2008. They submitted lists of the names, birth dates, year of graduation, and high school attended, among other data, to NSC to be matched with the college reported enrollments from 2004 through 2008. The research team then compiled and analyzed the yearly enrollment records to determine college enrollment, persistence, and college graduation rates for all Your High School graduates. College direct students are defined as high school graduates who attended either a two- or fouryear college any time in the academic year immediately following their high school graduation. The college direct rates for Your High School graduates are presented in Figure 1. A similar percentage of 2005, 2006, and 2007 graduates from Your High School attended college the first year after graduating. A 9% jump in the percentage of college direct graduates occurred from 2007 to 2008. Percent College Direct - 2004 to 2008 The percentages of college direct graduates by student ethnicity and gender are shown in Figures 2 and 3. These data indicate that White students are most likely to go to college immediately (within one year) after graduating from high school, and this is consistent across the five year s of data. The fluctuation in the percentage of college direct Black students over this time period is likely due to THE BERC GROUP 4

the small number of Black students attending Your High School. In all five years, female graduates are more likely to attend college the first year after graduating high school than male graduates. Percent College Direct by Gender - 2004 to 2008 Figure 4 shows the percentage of college direct students attending two- and four-year colleges the first year after graduating high school. These data indicate that a higher percentage of graduates from Your High School attend a two-year versus a four-year college. THE BERC GROUP 6

The college persistence rate of college direct students from Your High School is presented in Figure 5. We defined persisting in college for college direct students as being enrolled anytime in a given year following high school graduation or having received a four-year college degree. Figure 5 illustrates the percent of 2004, 2005, 2006, 2007, and 2008 high school graduates that were college direct and persisting into a second, third, fourth, or fifth year of college. 1 For example, for 2004 high school graduates, approximately 42% were enrolled in college during the 2004-2005 academic year, the first year after graduation. In the second year after graduation, approximately 34% of the high school graduates were still enrolled in college. By the fifth year after graduation, about 31% of the 2004 high school graduates had attended college the first year after graduating high school and were still enrolled in college or had received their degree. In general, the pattern for all graduates is a dip in college enrollment from the first year to the second year of college. Figure 6 shows the percentage of students who enter Your School District as high school freshmen, graduate from high school, and enroll and persist into the second and fourth years of college. For example, of the entering freshmen for the class of 2004, approximately 19% were enrolled in college or received a four-year degree four years after graduation. The percentage of students attending college within 5-years of graduating high school is depicted in Figure 7. For example, within the 2004 graduating class, approximately 62% attended college within 5 years of graduating from high school. Percent of Students Attending College Within 5-Years of Graduating High School Additional analyses revealed that the 2-year college graduation rate for Your High School for the graduating class of 2004 is 18.2%, while the 4-year college graduation rate is 13.2%. See Table 1 for the results.
