OLD BUSINESS Working Age Adult Policy Implementation C-4 Project Update: The C-4 group held it s final meeting with the Business Advisory Taskforce; one more individual has been hired; it was noted that this participant was also involved in the Roads to Community Living program. Autism Cohort Group, facilitated by Nicolette Christians are working with residential and employment providers; targeting individuals with autism in an effort to problem solve and share strategies for this group of folks. Transition Student Update Reviewed and briefly discussed stats for the 2013, 2014 and 2015 transition students. Signing up 2015 students 10 students have signed up to the School to Work Program, 4 students are signed up with DVR. Of the 2014, nine out of the 14 School to Work students are currently employed. The final Fall Transition Student Night took place at North Kitsap High School; it was not as well attended as the South Kitsap event. Event planners will be discussing what works and what hasn t worked in the past in order to get more involvement from students and parents. Service Changes Update Reviewed and discussed the changes from last month. Of the 23 individuals that transitioned from Kitsap Applied Technology, 14 are in individual employment, 3 are in group support employment, 6 are in community access; 7 individuals are employed in the community, 5 participated in the C-4 project resulting in 1 becoming employed, and 1 began receiving IE services in November that had previously chosen not to participate in county services. Vulnerable Adult Task Force (VATF) No update. COMMUNITY INPUT Michelle Pritchard, Parent Coalition, reported on recent activities, including attending a six-week parenting class; there is a tremendous amount of information and support available to assist families with parenting skills. NEW BUSINESS Legislative and Budget Update Brief legislative update; final legislative info is out December 17; the state needs to address funding required by the McCleary lawsuit pertaining to K-12. Advocacy Reports George Adams reported on recent activities and passed on some legislative information. Continuing to assist transitioning high school students to assume control of their SAMs clubs. Request for Proposals Recommendations Reviewed the county proposal process; the screening committee recommendations. Board heard a brief review of the individual proposals, the requested funding and the final recommended funding amount. George recused himself from voting due to his membership in the SAW organization that submitted proposals. MOTION: Kathy Lougheed moved that the board approve the recommended proposals for funding Community Capacity Building projects. Robin Christman seconded. Motion carried. DD 2015 Board/Priorities Discussed the status of 2014 projects and the 2015 advisory board priorities. MOTION: Donna Gearns moved that the advisory board accept the 2015 Plan as presented. Kathy Lougheed seconded. Motion carried. DDA/DVR Provider Updates DDA Update: Mike Elliott reported they are interviewing for the supported employment position. DVR Update: Kelly reported changes are taking place at DVR due to federal legislation passed in 2014 with a strong emphasis on youth with disabilities; more information to follow. Provider Updates - None Officer Report - January 2015 meeting cancelled, next meeting is February 4. Staff Report Community Summit is scheduled for June 16-18, 2015, with registration in February; DD is offering scholarships as in the past; more info to come. Wished everyone happy holidays. OLD BUSINESS Working Age Adult Policy Implementation Autism Learning Cohort held their first training workshop, January 20, with residential and employment providers representatives from Kitsap and King Counties; there will be six meetings with speakers, training and homework, and an opportunity for staff to share specific cases. C-4 Project group will be meeting next week; unfortunately, the two individuals that had secured jobs are now unemployed one was a seasonal job and the other job was eliminated due a budget issue with the employer. The project is scheduled to end in March. Employment Leadership Group, composed of employment vendor directors and WISE, met at the end of January to review goals and outcomes. The two main goals of increasing work hours for low acuity individuals; and increasing employment for high acuity individuals. The data to date seems to indicate an increase in high acuity employment. Transition Student Update Reviewed and discussed data. Final data was presented for the 2014 School to Work project. Nine out of the 14 students obtained paid employment. The Resource Fair is Saturday, February 7, at the ARC facility. Open Doors for Multicultural Families Grant Update This is a five-year grant to establish a statewide information and parent training program to increase access to information, resources and services for culturally and linguistically diverse youth with disabilities and their families in state. Kelly wrote a letter of support and indicated interest in participating should the grant be awarded to Open Doors for Multicultural Families. Kelly will be providing various materials for translation; there will be training opportunities and meetings. The board will continue to be updated on project progress and opportunities. COMMUNITY INPUT Michelle Pritchard, Parent Coalition, reported on current activities; the recent Parent meeting focused on Person Centered Planning; At the next meeting, Trillium will present on transition services as it relates to the RFP grant they were awarded in partnership with South Kitsap High School. Meetings are held the 4 th Thursday of each month. Check the newsletter or website for additional information. Advisory committee met to discuss priority legislative bills. Feb 2015 Minutes-DD 1

NEW BUSINESS Legislative and Budget Update Reviewed and discussed the proposed governor s budget. One of the proposed cuts would eliminate state-only funding for employment and day program services. This could result in 13 people losing their services in Kitsap County. More information to follow. A handout from the State Arc was provided summarizing the main bills impacting DD programs and services. Advocacy Reports - No report in George s absence. Home and Community Based Transition Plan Last March, the Center for Medicaid and Medicare Services (CMS) told states they were revisiting requirements for spending Federal dollars. The Division of Disabilities Administration (DDA) has to revise services to incorporate the new rule for services in the most integrated setting appropriate. DDA developed their transition plan to implement these changes with stakeholder input. It is now in the process of CMS reviewing the state plan to ensure it will adhere to the new requirements. More information to follow. Request for Qualifications (RFQ) RFQ subcommittee will meet to review and make necessary revisions before the next round of submittals for qualified employment and early intervention vendors. DRW Report Disabilities Rights of WA, a state-wide group composed of lawyers advocating and protecting rights of individuals with disabilities, released the results of a survey conducted last summer. They determined that some employment services (PVS) didn t meet the integrated services definition. Report also noted some GSE sites they observed didn t appear to be fully integrated either. Additionally, the report advocated for individuals to be able to receive two services, i.e. employment and community access vs. only being able to have one service. DRW sent letters to Washington State Labor and Industries and two agencies, one being Peninsula Services, indicating that most agencies across the state offering PVS and GSE had the Federal sub-minimum wage certificate but did not have the State s sub-minimum wage certificate. The letter from DRW was asking that back wages owed be paid. One concern was if this were to be the case it could bankrupt the organizations. This issue is being reviewed and discussed by lawyers, Labor and Industries and agencies. DDA/DVR Provider Updates DDA Update: Mike Elliott reported the roll-out of Provider-One has experienced glitches that the state is working to smooth out; hopefully the next steps will go smoother for family providers. DVR Update: Kelly reported that Linda Douglas that was hired to replace Cherlye Gingrich is leaving the Silverdale DVR office. OLD BUSINESS Working Age Adult Policy Implementation C-4 Project: Members met last month; to discuss concerns around the outcomes; the group will meet again to reassess the program and determine if they want to continue with a different format. Staff and employment vendor representatives attended the state-wide technology conference; keynote speakers shared new technologies and uses; breakout sessions present useful information; one session included various employment vendors demonstrating how they are using assistive technologies at their agencies. Transition Student Update Reviewed and discussed data. Most of the 2013 and 2014 students that have received services are currently employed and/or receiving long-term funding. The recent Resource Fair saw good attendance with many younger families attending. Trillium provided an update on their RFP project; the focus of the project is to improve employment success and connection to adult services for 2016 and 2017 transition students at South Kitsap High School; Trillium staff are partnering with Michelle Pritchard from the Parent Coalition on the project in addition to the South Kitsap High School staff; Tara, the school to work program staff is spending about 15 hrs. a week on the project; Trillium staff attended the most recent Parent Coalition meeting to discuss the project. Open Doors for Multicultural Families Grant Update Kelly is participating on one of the grant s subcommittees; the subcommittee is focused on the development of training modules for school district staff, employment providers, County/DDA/DVR, and other professional staff on cultural awareness; five focus areas were suggested that included content and resources; grant staff will be soliciting some input once they prepare a draft of their ideas. Request for Qualifications Update Group met to review the last application, suggest changes including updated requirements based on contract changes; the RFQ will be open for just new applicants. There will also be a Request for Proposals (RFP) for Early Intervention programs. Timeline looks like end of March or early April. Vulnerable Adult Taskforce Update on the proposed Crisis Triage Center. Proposed locations are still be considered, remodeling will be required before the center can be opened at any of the potential sites. In response to a Parent Coalition question, Kelly will check with her staff contact to find out if it would benefit families to attend taskforce meetings. COMMUNITY INPUT Michelle Pritchard, Parent Coalition, reported on recent activities. She shared collaborating with Trillium s grant. Spoke about the Applied Behavioral Analysis (ABA) services that can be covered by Medicaid but hard to access for parents due to lack of providers. NEW BUSINESS Legislative and Budget Update Distributed copies of the 2015-2017 ARC Legislative Bill Summary which only includes the governor s operating budget at this point. Also distributed the 2015 DD Bills of Interest list from the ARC deadline of March 11 if action isn t taken on the bills. There was brief discussion on the proposed reduction in basic waiver slots and funding for high school transition students. March 25 is the employment support rally in Olympia. Advocacy Reports George reported on the lack of progress with utilizing Skype to provide training for high school students through their RFP project the big problem for school districts is the question of security. He continues to work with School District staff. March 27, 3pm 5pm having a class on advocacy at the ARC. DDA Audit Central Office DDA is responsible for monitoring county programs; February 17-18, two DDA staff reviewed Kitsap s DD programs for contract compliance and talked to staff. There were many positives including the Employment Leadership committee, School to Work program, the transition student discussions and support provided by the county. Following the visit, a draft of DDA s QA tool was provided to county staff and included recommended changes in a few areas. A final copy will be provided mid-april and County staff will have until the end of June to address any identified items. Statewide Transition Conference The Transition Conference is March 20 in Yakima; March 6 is the cutoff date; cost is $100; the conference focus is transition and best practices. Board Officer Nominations Board officers will be elected at the April meeting; Alicia will send out email for nominations. DDA/DVR Provider Updates DDA Update: Patti Stoneman Lowe reported on Individual & Family Services (IFS) respite services; she provided graphs showing enrollment for 2013-2015; the request list has decreased by 40.5% since September 2013; with further decreases of 2,500 individuals by July 2015; this continues to be a priority. at the local DDA office began March 2. Region Three continues to impress with the collaboration between the state DDA, DVR and county staff working toward a single employment goal. OLD BUSINESS Working Age Adult Policy Implementation In July 2013, the Governor s office set goals called Results Washington in regards to outcomes for State Administrations and Departments; For DDA, one goal was increasing the number of folks earning minimum wages by 2% in response, DDA set goals that each county would increase the number of employed earning minimum wages by 3% recent data shows Kitsap County has increased by 11%. After much discussion regarding project outcomes, the C-4 group has agreed to discontinue the project at the end of March as scheduled vs. continuing. Kitsap Developmental Disabilities in partnership with King County is supporting the Autism Learning Cohort. The group meets monthly and covers a variety of topics pertaining to supporting individuals with autism. The feedback has shown the Co-hort has been helpful to project participants in working with their respective clients and there may be interest in continuing to meet after June. Transition Student Update Reviewed and discussed data. 2016 Students County staff, Kirsten Murray will begin signing up students for the upcoming year, School to Work program. She is working with School District and DDA Case Management staff in identifying potential students to participate in the program. Annual Transition Conference was held on March 20 th in Yakima this year. Open Doors for Multicultural Families Grant Update Staff and board discussed the five topic training areas; the board was asked to provide feedback on the list. Focus will be on transition age students (14-22). Olympic College has a Multicultural Center that will be hosting a conference on diversity in June staff plans to attend the event. More information to follow. Service Changes Staff updated the board on the folks that exited Kitsap Applied Technologies and sought services with another employment provider; information tracks services individuals are currently Apr 2015 Minutes-DD 1

receiving, the agency providing the service and updates employment progress for those receiving employment services. Discussed moving the quarterly updates to every six months going forward. Request for Qualifications and Request for Proposals The RFQ and RFP were released Monday, March 30; the RFQ focuses on potential new employment providers and the RFP is for early intervention services. The applicant s conferences for both the RFQ and RFP are April 13. Applications are due April 20. After review and scoring by the review committee, recommendations will come to board at the May meeting. COMMUNITY INPUT Cathy Bisaillon of Easter Seals advised that Michelle Pritchard, Parent Coalition program, submitted her resignation effective April 8; Easter Seals will be advertising for a replacement. NEW BUSINESS Legislative and Budget Update Staff provided a side by side comparison of the governor s, house and senate proposed budgets. Of the three, the House budget appears most favorable. Highlights include prioritize transition students in Basic Plus waiver additions; funding for early intervention services and not cutting state-only funded employment/day program services. Discussed the 2015 DD bills of interest tracked by the ARC of WA. Advocacy Reports No report in George s absence. IFS Waiver Individual and Family Services (IFS) was originally funded through state only dollars. DDA is in the process of adding services to a state waiver to optimize funding through federal match; while the program is scheduled to begin May 1, the state is still awaiting federal approval. The new program will be rolled-out as individual assessments become due so that the transition will be spread out over the year. Many of the previously offered IFS services are included in the waiver program along with a number of new services. Some services that will not be available medical co-pays or excess medical costs and recreational opportunities. Additionally, parent reimbursement contracts will no longer be available. Once a person is on the new waiver, they will be eligible to receive a Medicaid coupon so the coupon should cover medical expenses including co-pays. Patti Stoneman-Lowe provided the board with the actual packet that will be sent out to client s that are eligible as of May. Packet includes all of the necessary forms to allow client s to apply for the various services. Conversion to waiver services will continue through July 2016. There are 29 clients in Kitsap that are eligible and will be required to fill out the packet of information for the first phase. These changes are dependent on the final budget. Statewide, 40 new FTEs have been approved but again are dependent on the budget. Community Summit-Wenatchee The Community Summit is being held June 16-18 in Wenatchee; contact Kirsten Murray for registration. DRW As discussed at a previous meeting, Disabilities Rights of WA, a state-wide group advocating for individuals with disabilities released a report in December regarding county employment/day program services. Following the report, DRW sent a letter to Washington State L&I and two agencies in the state with one of those agency s being Peninsula Services regarding the fact Apr 2015 Minutes-DD 2

that the vendors providing PVS and GSE services had the federal waiver to pay sub-minimum wages but not the State s certificate to do so. In March, Peninsula Services was served with a lawsuit from DRW regarding the payment of back wages. There are a number of issues that need to be clarified as to whether or not they were out of compliance. Holly Ridge Center sent a letter to parents/guardians of the participants they serve in GSE to let them know what was going on. More information to follow. Board Officer Elections Board consensus was to reappoint the current officers Alicia Skelly as chair and Sandy LaCelle as vice chair. MOTION: Kathy Lougheed moved that the board re-elect Alicia Skelly and Sandy LaCelle to their current positions for 2015. Christine Johnson seconded. Motion carried. DDA/DVR Provider Updates DDA Update: See Patti Stoneman Lowe report under Legislative and Budget Update. DVR Update: Kelly provided the link to vendors for the new DVR option to complete orientation on-line. Provider Updates Cathy Bisaillon, Easter Seals, provided an update on activities and services; the agency has begun their training project that is part of the capacity building project funded by the county. Officer Report Alicia reminded the board to contact either Kelly or herself with information on any potential new board member candidates; At the May meeting she will discuss member reappointments. Staff Report Kelly reminded board members of the Volunteer Recognition reception on April 16 at the county administration building. OLD BUSINESS Working Age Adult Policy Implementation In order to make training dollars go farther, Kitsap is collaborating with King, Snohomish and Pierce Counties; staff has been meeting to develop a training schedule for next year. Staff will be talking with providers to discuss their training needs and plan for the upcoming year. Transition Student Update Reviewed 2013, 2014, and 2015 transition student data. 2016 transition students are being signed up for the school-to-work program with nine applications received so far. Open Doors for Multicultural Families Grant Update Provided information on the five-year for a pilot program in King, Snohomish and Kitsap Counties; program goals focus on increasing knowledge about transition and related services; increasing access to culturally responsive transition related services; and increasing capacity to meet the need of culturally and linguistically diverse youth and their families. The first year will be used to develop deliverable outcomes; the second and third years are pilot programs in King, Snohomish and Kitsap Counties providing 14 two-hour parent training workshops and 5 cultural competency webinar series; and the fourth and fifth years will extend the program to Whatcom, Clark, Yakima, Pierce and Spokane Counties. As the program progresses, there will be more need for input from the board and providers. Disabilities Rights of Washington (DRW) A hearing has been scheduled on May 11 regarding DRW s lawsuit; more information to follow. May 2015 Minutes-DD 1

COMMUNITY INPUT Cathy Bisaillon, Easter Seals, reported that the agency is recruiting for a new Parent Coalition coordinator. NEW BUSINESS Legislative and Budget Update Legislature went into a 30-day Special Session on April 29; work on a final budget continues. Teachers are conducting one-day strikes around the state in an effort to emphasize the state s not fully funding schools in the face of a court directive. Advocacy Reports George is attending state conference next week; he will be talking to students from multiple school districts to discuss assistive technology. Request for Proposal Early Intervention Services The RFP for Early Intervention Services received one proposal from Holly Ridge Center; The proposal received a combined score of 9,188 from a possible 10,200 total points covering a number of areas, including: applicant description, fiscal, management of program, and program description. The Quality Evaluation Committee (QEC) recommended full funding of $95,360. MOTION: George Adams moved that the board approve the recommendation of the Quality Evaluation Committee that Holly Ridge Center, having met the requirements of the Request for Proposal, be fully funded in the amount of $95,360. Kathy Lougheed seconded. Motion carried. Request for Qualifications Employment/Day Program Services The Quality Evaluation Committee met to review the two applicant proposals received in response to a Request for Qualifications for Employment/Day Program Services. The county purchasing department received two proposals ASSIST and Skookum. The QEC reviewed the four areas evaluated on the written application, including: applicant description, program description, management of program, and fiscal. Each area was assigned a specific number of possible points; with a possible overall total of 8,600 points available. After reviewing and scoring it was determined that Skookum had met the criteria scoring above 75% in each evaluated area and recommended their addition to the qualified provider network. ASSIST did not meet the requirements of solicitation, scoring under the minimum of 75% in each area and did not recommended their addition to the qualified provider network MOTION: Robin Christman moved that the board approve the recommendations of the Quality Evaluation Committee that Skookum, having met the qualifications, be added to the qualified provider network; and that ASSIST, having not met the qualifications, not be added to the qualified provider network. George Adams seconded. Motion carried. DDA/DVR Provider Updates DDA Update: Patti Stoneman Lowe reported their staff has been attending intensive training in anticipation of having the new IFS waiver with the federal government approved; however, the approval hasn t happened yet and the state budget has not been determined. Given the state budget hasn t been determined; DDA staff are looking at current programs and services to determine where cuts might be taken if funds are reduced in the final budget. Staff has slowed down progress in adding clients to the IFS program due to the delay in waiver approval. May 2015 Minutes-DD 2

DVR Update: Tricia Burke, DVR, reported it has been very stressful waiting for budget determination. The federal passage of the Workforce Innovation and Opportunity Act (WIOA) going into effect July 1 will impact DVR s current services; there is an upcoming DVR statewide staff meeting regarding the new Act and the impact to DVR s current services. A part of WIOA, requires DVR to utilize 15% of their funds on transition students; There are a number of other new requirements including putting customers into plan within 90 days. Provider Updates - None Officer Report The board will meet in June; July and August meetings will be taken under consideration at the June meeting. OLD BUSINESS Working Age Adult Policy Implementation Results WA: Governor set two goals for DDA 1) Increase the number of DDA clients earning minimum wage or better by 2%, DDA set the goal of a 3% increase for all counties and to date, Kitsap increased their numbers by 13%, and 2) Increase the number of High Acuity Clients earning Minimum Wage or Better in an Integrated Setting (since 2010 the number of people increased by 108% statewide). At their last scheduled meeting, the Autism Cohort discussed the benefits of the group and agreed to continue meeting two or three times during the next year to provide feedback from what they have learned. Transition Student Update Reviewed and discussed transition student status for years 2013, 2014, and 2015. Most students in 2013 and 2014 years are employed or have moved into long-term funding. For the upcoming 2016 year transition group there should be about 18 students. Discussed the Workforce Innovation and Opportunity Act of 2014. The new act was designed to address three main problem areas: o Short fall 11 million workers with postsecondary education by 2022. o o DRW 52% of adults in the US lack the literacy skills necessary to identify, interpret, or evaluate information. Individuals with disabilities have the highest rate of unemployment of any group. One way the Act will address this it to require DVR to increase spending to 15% of their budget on youth with disabilities. Court hearing on May 11, regarding state sub-minimum wage certificates ruled in favor of DRW to continue on with lawsuit. The entity named in the suit is Peninsula Services. Lawsuit could have significant impact on Group Supported Employment (GSE) services. For the most part, our contracted vendors do not offer GSE services or have recently transferred Jun 2015 Minutes-DD 1

individuals out of this program. Peninsula Services is not accepting new clients into this program but continue to support a number of clients within GSE. COMMUNITY INPUT Easter Seals is actively recruiting for a new Parent Coalition Coordinator if interested in the position, please contact their office. NEW BUSINESS Legislative and Budget Update IFS Waiver: The approved waiver became effective June 1. There are some new services offered under the waiver, and some of the services under the old state only program will not be covered. Information has been sent to individuals qualified to participate in the new waiver program; clients will be phased in as their annual assessment is renewed. Provided a side-by-side comparison of the three budgets being proposed; no final budget has been passed. High school transition students have been prioritized to get on the new basic plus waiver. Advocacy Reports George reported that the federal grant awarded to ALLIES allowed them to meet with folks providing services in other states to compare notes on barriers and services. The Skype training with the schools went very well. Community Summit Staff reported on the folks attending the community summit coming up June 16-18. Contracts 2015-2016 DD staff used a tentative budget from DDA to develop a funding allocation for the current network of providers based on the anticipated number of clients in each type of service. Staff explained the process in developing the figures and how the money will be spent. MOTION: George Adams moved that the board recommend approval of the proposed budget as presented. Robin Christman seconded. Motion carried. DDA/DVR Provider Updates DDA Update: Patti Stoneman Lowe reported a number of changes are happening that should benefit clients. As the year progresses new programs will be phased in and new staff will be hired and trained. Staff are also preparing for furloughs in case the budget isn t as positive as anticipated. Everyone is going to have to gear up to meet the needs of the new programs and services. DDA is asking for patience as things and processes will be evolving over time. DVR Update: None Provider Updates Kristina Wons, Easter Seals, reported on the Start Now luncheon at South Kitsap High School; The luncheon is put on annually by South Kitsap High School staff with the purpose of bringing younger students, families and teachers together with the high school transition program staff and students to encourage future planning; Kristina described it as a positive experience, a hoot. Distributed a flyer announcing the Emergency Planning Conference for People with All Abilities taking place June 29-30 in Yakima. There is a county transportation specialist, Steve Padua; he is working on a county-wide ADA transition plan. Met with Kelly to discuss how to go about obtaining feedback regarding priorities. Suggested a survey; he will attend September meeting to provide some background information on the plan. OLD BUSINESS Working Age Adult Policy Implementation The Employment Leadership group met in July; data shows progress with their goals of increasing employment for individuals with high acuity and increasing the average number of employment hours worked fro people with low acuity. The groups agreed to continue to track the data through December. The Autism Learning Cohort, made up of employment and residential providers, will be meeting in September with the Cohort Facilitator, Nicolette Christians to review the progress of the plans that were developed in June. For agency staff that attends they will have the option of having Nicolette provide their agency follow-up consultation. A second Autism Learning Cohort is also beginning in September and Kitsap has one employment team signed up to participate. The meetings will be held in North Seattle and include providers from King and Snohomish counties. Three agency staff will attend the Highline Community College certification program this year. The C-4 Project ended in March; while the project to get eight individuals with employment barriers into community employment was not as successful as hoped, group members shared two previous project participants got jobs in the past few months. Transition Student Update Reviewed and discussed transition student status for years 2014, 2015 and 2016. Of the 29 students in the 2016 class, to date 19 are signed up for the 2016 School to Work program. The 2015 Parent/Student/Teacher Information Nights are scheduled for October 22 at Sakei Intermediate School and October 29 at Olympic High School in Bremerton; the events begin at 5:30p. Folks are welcome to attend either event. DD will provide training funds to support requested Autism and Communication training in Central and South Kitsap School Districts. Open Doors for Multicultural Families Grant Staff updated the board on the Open Doors for Multicultural Families grant project that Kitsap is participating with King County to support families with information and resources. The first steps include: translating information into a number of languages; development of DVDs and webinars for professionals working with the multicultural families (Kelly has the schedule and Sep 2015 Minutes-DD 1

webinar topics), eventually the information will be available on their website; and parent workshops will be developed later in the year. Vulnerable Adult Task Force (VATF) Due to an incident five years ago, the Vulnerable Adult Task Force group was formed to address the issues of vulnerable adults interacting with the justice system; the group is discussing future directions given the progress made in some of the areas of concern that the group initially set out to address. There has been some discussion to use the group to staff cases. COMMUNITY INPUT - None NEW BUSINESS Legislative and Budget Update Reviewed and discussed the State s 2015-2017 operating budget overview as presented by the ARC. Highlights include: no reduction to Basic Plus Waiver slots, no reduction to Individual and Family Services slots, transition students will became a priority for the new Basic Plus waiver, and funding for early intervention services. The downside: state-only funding cuts to individuals receiving employment or day program services qualifying but choosing not to get on a waiver may lose their funding. Advocacy Reports Nothing to report in George s absence. New Parent Coalition Coordinator Charlotte Shepherdson Staff introduced Charlotte Shepherdson, hired to fill the Kitsap County Parent Coalition Coordinator position through Easter Seals. Charlotte provided a brief summary of her background; she hopes to encourage families and to be a resource for information. She has begun to connect with the community, especially school district personnel, meeting with parents, and connecting with resources. Monthly Parent Coalition meetings should begin September 24, 6:30 pm at the ARC; there will also be a website for accessing information and the newsletter. Peninsula Services Update on the Disability of WA lawsuit regarding subminimum wage certificates and the potential impact it could have on group supported employment programs. In July, Peninsula Services Board of Directors decided to discontinue their group supported employment program. By the end of August their last site closed. Thirty-nine individuals were impacted by the closure. DDA and county DD staff met with the agency s director and program manager in July to discuss the process and plan for ensuring everyone informed regarding service options in light of the closure. Many have connected with other services but there are still a number of folks that haven t made a final decision. A work group has begun formed by Labor and Industries. Representatives met to discuss whether or not agencies are exempt from needing the state certificate if they hold the federal certificate. The group s focus is on future clarification of the issue, not address what has already taken place. Staff will continue to update. Emerging Leader Summit - Alderbrook Due to the retiring baby boomer population, there has been a huge exodus of people in leadership roles at the state and local levels. Current state and local leadership has been working to set up a summit to bring people together to discuss how to support new leaders and share the history being lost by the flood of retiring boomers.
