PINE BLUFF ARSENAL ADVANCED PLANNING BRIEFING TO INDUSTRY Joint Project Management Office for Guardian Presented by: Colonel Anna Schneider 6 June 2018 request for proposal, and is not a commitment by the government to purchase the desired products and services."

Tactical Disablement System (TacDS) Family of Systems (FoS) Overview UNCLASSIFIED Tactical Disablement System (TacDS) Family of Systems (FoS) will provide capabilities that delay, degrade, disrupt or destroy small quantities of chemical and/or biological (C/B) warfare materiel in bulk containers and munitions in a hostile environment. The TacDS FoS enables freedom of maneuver in a complex C/B threat environment by providing the warfighter with a suite of tactical disablement capabilities for small amounts/quantities of chemical and biological warfare material in containers and munitions, rendering them unusable as weapons. 2

TacDS FoS Opportunity ACTION TYPE: Varies depending on Technology Maturity Initial product prototyping efforts will be conducted under the Countering Weapons of Mass Destruction Other Transaction Agreement (CWMD OTA) ESTIMATED VALUE: $300K - $750K per product prototyping effort CONTRACTING CONTACT: OTA Program Manager, Jeff Megargel, jeffrey.w.megargel.civ@mail.mil SOLICITATION #: CWMD OTA ESTIMATED SOLICITATION RELEASE DATE: Request for White Papers posted. Analytical Laboratory System (ALS) Modification Work Order (MWO) UNCLASSIFIED The ALS uses Commercial Off-the-Shelf (COTS) and Government-Off-the-Shelf (GOTS) equipment to provide the operational capability to facilitate presumptive analysis of unknown or potential Chemical Warfare Agents (CWA), Biological Warfare Agents (BWA), Toxic Industrial Materials (TIM), and Toxic Industrial Chemicals (TIC). The MWO addresses readiness and safety issues with the fielded ALS as a result of system obsolescence. The MWO will support the fielding of analytical systems to the National Guard Bureau (NGB) Weapons of Mass Destruction Civil Support Teams (WMD-CSTs), Marine Corps Chemical and Biological Incident and Response Force (CBIRF), and the 773 rd CST. Make or Buy decision for production will be made in July 2018. request for proposal, and is not a commitment by the government to purchase the desired products and services."

Man-Portable Radiological Detection System (MRDS) Overview The Man-Portable Radiological Detection System (MRDS) provides a new capability for Countering Weapons of Mass Destruction Interdiction and Elimination operations, specifically Radiological Nuclear Sensitive Site Assessment and Sensitive Site Exploitation. MRDS is composed of two detectors that will be used within the isolate and exploit phases. The Hands-Free (HF) detector supports the isolate phase and provides enhanced presumptive identification for Special Nuclear Material. The Hand- Held (HH) Detector will be used for field confirmation within the exploitation phase. Both detectors will be networked using a standalone unclassified network to allow situational awareness at the tactical operations center. 11

Mounted Manned Platform Radiological Detection System (M2PRDS) Overview UNCLASSIFIED Various U.S. Army ground and aviation platforms use the legacy AN/VDR-2 and AN/UDR-13 for radiological survey, monitoring, and crew protection. These legacy systems lack sensitivity, are no longer produced, and are becoming increasingly difficult to maintain. The Mounted Manned Platform Radiological Detection System (M2PRDS) will replace and dramatically improve upon legacy systems by providing a set of ruggedized, networkable detectors with a wide radiological and nuclear detection range, to include prompt gamma. The system includes two (2) variants: Mounted External Radiac Linear ImagiNg (MERLIN) variant: provides standoff radiological detection, identification, and mapping that enables platforms to identify hazards while remaining a safe distance away from the threat. Vehical Integrated Platform Enhanced Radiac (VIPER): provides multiple U.S. Army ground and aviation platforms, to include the Nuclear Biological Chemical Reconnaissance Vehicle, with a point-distance internal crew radiation monitor. Radioisotope Identification Detector (RIID) Family of Systems (FoS) Overview UNCLASSIFIED Radioisotope Identification Detector (RIID) Family of Systems (FoS) provides a Family of handheld, ruggedized, and networked Radioisotope Identification Devices that leverage Commercial-Off-the-Shelf (COTS) technologies to locate, identify, and characterize radiological and nuclear materials, including special nuclear materials. Variants may include developmental high-resolution devices, COTS medium and low-resolution devices, miniature devices, or visual/directional devices. High Resolution RIIDs characterize RN materials and provide field-level confirmation of their identity Medium Resolution RIIDs detect and provide high confidence of presumptive identification of RN materials under field conditions. Tech refresh under consideration for Army DR SKO users and other DOD RIID users Directional RIIDs simultaneously identify RN materials, determine location, and visually display the material s identity and location for more precise site characterization. Mini-RIIDs are cell phone size and detect and provide presumptive identification of RN materials under field conditions. Distribution to general purpose forces at the lower tactical level. Low Resolution RIIDs detect and provide presumptive identification of RN materials under field conditions. Tech refresh under consideration for other service DR SKO users and other DOD RIID users. 50 cm 15

Organizational Overview / Way Ahead / Future Concepts UNCLASSIFIED JPM Guardian way forward is to shape our acquisition system into one that is bold, simple, and effective. We are striving to become an outcome based acquisition organization that emphasizes industry competing solutions to DoD s problems. Distinct from the current emphasis on defining requirements, our approach favors deeper market analysis and problem driven competitions. JPM Guardian will leverage existing and emerging CBRNe capabilities to deliver modern, sophisticated, state-of-the-art tools and technologies that allow joint warfighters to understand the full spectrum of CBRNe threats and enable them to better deter, prevent, protect against, mitigate, respond to and recover from CBRNe threats and hazards worldwide. 17
