CAMDEN COUNTY SOIL CONSERVATION DISTRICT MEETING MINUTES Monday, June 18, 2012 423 Commerce Lane, Suite 1 West Berlin, NJ 08091 John Rigolizzo, Chairman, called the Board of Supervisors Meeting of the Camden County Soil Conservation District to order, at 6:30 PM. ATTENDANCE: Supervisors Staff John Rigolizzo Dennis Dougherty Philip Kunkle Louis Parzanese Robert K. Dobbs Notice of this meeting was provided to the Courier Post and Philadelphia Inquirer Newspapers, County Clerk and posted in accordance with the Open Public Meetings Act. MINUTES: The Minutes of the May 21, 2012, 2012 Camden County Soil Conservation District Board Meeting were read. Motion: It was moved by Dennis Dougherty, seconded by Louis Parzanese and passed unanimously to approve the May 21, 2012 Minutes as presented. CERTIFICATIONS: Soil Erosion and Sediment Control Plan applications received by the District for the period ending June 18, 2012 were reviewed and classified as follows: CERTIFIED: 5852 GT Cross Keys Pump Station 5857 WI Charter School Expansion 5853 PE Betsy Ross Bridge Rehabilitation 5858 BA 1 Commerce Drive 5855 BT Environmental Investigation 5864 CA Baird Boulevard Bridge 5856 VO Haddonfield-Berlin Road Reconst. Motion: It was moved by Dennis Dougherty, seconded by Philip Kunkle and passed unanimously to certify Soil Erosion and Sediment Control Plans as recorded. Motion: It was moved by Dennis Dougherty, seconded by Philip Kunkle and passed unanimously to classify remaining projects as pending further action. CORRESPONDENCE: No correspondence was received. OLD BUSINESS: The Financial Report and List of Disbursements for the period ending May 31, 2012 were reviewed by the Board Motion: It was moved by Louis Parzanese, seconded by Philip Kunkle and passed unanimously to accept the Financial Report and to approve the payment of expenses for the period ending May31, 2012. Dennis Dougherty and Robert Dobbs reviewed the Draft FY2013 Budget with the Board. The Board discussed provisions of the budget and decided to table further action until the July 2012 Board Meeting. Robert Dobbs presented Craig McGee s update on the status of the District s Watershed Projects. [See attached report] Dennis Dougherty and Robert Dobbs updated the Board on the progress of the New Jersey Conservation District Work Group Report. The report will be presented to NJ Department of Agriculture Secretary Douglas Fisher on June 21, 2012. The Board reviewed an Agreement between the District and Cherry Hill Township for the De Cou Run Restoration Project. The Board approved the agreement and John Rigolizzo signed the Agreement on behalf of the District. NEW BUSINESS: Robert Dobbs reviewed the District s FY2013 Draft Annual Plan of Work with the Board. It was noted that the District will be celebrating it s 75 th Anniversary in 2013. The Board will continue reviewing the draft plan. Action will be taken during the July 2012 Board Meeting. Camden County SCD Watershed and Stormwater Projects Monthly Report June 2012 DeCou Run Stream Restoration Our contract modification and $130,00 advance payment request has been approved and is being processed at NJDEP. This allows the project to move forward An agreement between Cherry Hill Township has been approved by our attorney and Cherry Hill Township at their June 11 council meeting. Cherry Hill is currently preparing the bid package as per this agreement. The bid package will be advertized by July 2, 2012 with a contract awarded by August 13, 2012 Mantua Implementation Project Work has been completed at the Fishpond Road site Rowan has begun work on the infiltration swale in front of Rowan Hall I am preparing a revised scope of work and budget to accommodate all the changes made in this project to date. Uncompleted tasks include additional planting in the stormwater basin at Atkinson Park, additional swale plantings at Atkinson Park and a new rain garden in Mantua Township. It looks like we may have time and funding to work with the Friends of the Grove in Pitman to build a rain garden. This work must be completed by July 31. Cooper River Stormwater Education All project work has been completed, a final budget prepared and remaining funds billed out as salary. Final administrative, program and financial reports will be completed over the next month or so and submitted to NJDEP. Cooper River Implementation Projects A stormwater basin restoration brochure has been distributed to Cooper River municipalities Work is proceeding to coordinate the installation of an aeration system at Hopkins Pond. Haddonfield High School has agreed to partner on this project and will provide an electrical hook-up. Gibbsboro s contractor has completed work on the Blueberry Hill gully repair, we will reimburse the borough for this effort Additional Notes: The final payment from the Cooper River Basin Retrofit project was received earlier this month. The project account will be closed with all remaining funds transferred to the district s operating account.`

MANAGER'S REPORT JUNE 2012 CHAPTER 251 ACTIVITIES: SITE PLAN REVIEWS COMPLETED: 8 SITE INSPECTIONS PERFORMED: 159 REPORTS OF COMPLIANCE ISSUED: 28 PROJECTS COMPLETED: 13 PROJECTS WITHDRAWN BY APPLICANT: 0 PROJECTS DENIED: 1 PROJECTS EXPIRED: 0 PROJECTS RE-CERTIFIED: 0 OTHER ACTIVITIES: South Jersey RC&D Council: Attended Council Meeting on June 15, 2012 in Columbus, NJ. The Council has begun Board and Strategic Planning training with the Nonprofit Center of La Salle University School of Business. Board members were interviewed by La Salle University Consultant. NJACD District Workgroup: Attended several workgroup meetings to prepare a response to the SSCC Staff White Paper and NJDA Secretary Fisher s inquiry. Camden County Open Space Trust Fund Board: Attended Board Meeting on May 31, 2012 in Gibbsboro, NJ. National Association of Conservation Districts [NACD]: I have been serving on NACD s Policy Review Committee and participating in regular conference calls. The Committee is reviewing the association s policy review and adoption process; organizing their policies; reviewing policies for applicability/duplicity/viability and making recommendations to NACD Resource Policy Committees for changes.
