Edithvale and Bonbeach Level Crossing removal project Report of Business Impact Assessment 1 Introduction The AECOM GHD Joint Venture prepared the technical report titled Business Impact Assessment (Technical Report) which is included as Technical Report K to the Environment Effects Statement (EES) for the Edithvale and Bonbeach Level Crossing Removal Project (Project) The role that I had in preparing the Technical Report was Project Director. Other significant contributors to the Technical Report and their expertise is set out as follows: Jonathan Cooke, Economist. I adopt the Technical Report, in combination with this document, as my written expert evidence for the purposes of the Edithvale and Bonbeach Level Crossing removal project Inquiry and Advisory Committee's review of the EES and draft planning scheme amendment. 2 Qualifications and experience Appendix A contains a statement setting out my qualifications and experience, and the other matters raised by Planning Panels Victoria 'Guide to Expert Evidence'. A copy of my curriculum vitae is provided in Appendix B. 3 Further work since preparation of the Technical Report Since the Technical Report was finalised, I have not undertaken any further work in relation to the matters addressed in the Technical Report relevant to the Project. 4 Written Submissions 4.1 Submissions Received I have read the public submissions to the EES and draft planning scheme amendment and identified those that there are none relevant to the Technical Report and my area of expertise. 4.2 Summary of Issues Raised Not applicable. 4.3 Response to Issues Raised Not applicable. Trained as an economist, his career has spanned over 20 years in the public and private sectors. He specialises in business cases, infrastructure feasibility studies, Multi-Criteria Assessment frameworks, Government program evaluation, benefit cost studies and economic analysis. Anthony s particular areas of focus include the transport sector, visitor economy and cultural sector. Jon specialises in providing strategic and commercial advice to authorities, service operators and investors across a range of infrastructure classifications. Bachelor of Arts in Economics, Business Administration and U.S. GAAP Accounting, Western State Colorado University (e) all instructions that define the scope of the report (original and supplementary and whether in writing or oral) The completion of the BIA was a requirement of the broader Environmental Effects Statement (EES) process for the Bonbeach and Edithvale level crossing removals project. The BIA addressed the following scope items: Existing conditions assessment which described the composition of businesses within the study area as well as their markets and challenges Risk assessment the risks for businesses located within the study area during the construction and operating phases of the project Impact assessment an assessment of potential impacts on businesses located within the study area during the construction and operating phases of the project Environmental Performance Requirements (EPRs) the environmental outcomes that must be achieved through the design, construction and operation of the projects with regard to business impacts. I believe that all of the current EPRs identified as relevant to the BIA are appropriate to manage any impacts associated with the environmental impacts arising from the Projects. I have made all the inquiries that I believe are desirable and appropriate and no matters of significance which I regard as relevant have to my knowledge been withheld from the Panel. (f) the identity of the person who carried out any tests or experiments upon which the expert relied in making this report and the qualifications of that person; Not relevant. Trained as an economist, his career has spanned over 20 years in the public and private sectors. He specialises in business cases, infrastructure feasibility studies, Multi-Criteria Assessment frameworks, Government program evaluation, benefit cost studies and economic analysis. Anthony s particular areas of focus include the transport sector, visitor economy and cultural sector. Anthony has extensive experience in developing strategies to promote infrastructure projects with Ministers and public sector agencies. He has a deep understanding of the Government policy environment, and ways to maximise stakeholder support for projects.

AECOM Résumé Anthony King Associate Director 2 Project experience Examples of his project experience include the following: - Business Impact Assessment (BIA) for North East Link. As part of its Joint Venture with GHD, AECOM is undertaking a BIA along the preferred alignment for the North East Link project, this includes development of existing conditions, identification of risks and the impact assessment (North East Link Authority) - Ballarat Link Road Modified Business Case. AECOM prepared a modified business case to advocate construction of Stage 2 and duplication of Stage 1 of the Ballarat Link Road. The project required a review of Council s objectives, preparation of Investment Management Standard documentation and economic modelling of likely costs and benefits of the project. The report was used to seek funding for the project from the State Government, and is likely to progress to a Full Business Case. (City of Ballarat) - Business Impact Assessment (BIA) for the removal of two level crossings on Melbourne s Frankston Line, at Bonbeach and Edithvale. This included identifying impacts on business during the construction period as well as the postconstruction period, identifying business risks and mitigators (Level Crossing Removal Authority) - Business Impact Assessment (BIA) for West Gate Tunnel project. This project identified the impacts on business arising from options for the $5.5 billion West Gate Tunnel project. This included consideration of impacts on amenity, access and property acquisition. The report also identified mitigators and risks. This was done as part of the Environmental Effects Statement process - Full Business Case for the upgrade of O Herns Road in Epping (VicRoads). AECOM undertook a Full Business Case for VicRoads for an interchange and road widening at O Herns Road in Epping. AECOM provided a full suite of services including identification of problem definition and benefits, development of project options, concept designs, options costing, traffic and transport modelling and assessment, Benefit Cost Analysis, planning and environmental reviews and document preparation. This assignment successfully attracted funding from both the Commonwealth and Victorian Governments. Preliminary Business Case for the Drysdale Bypass (VicRoads) - Investigation to quantify costs and benefits of extended freight delivery hours. The purpose is to better understand barriers to extended freight delivery hours in Victoria and to test the economic rationale for the facilitation of extended hours. The findings of the study will be used by the Victorian Government to build the economic case for extended delivery hours for freight movements and to gain an understanding of the level and nature of government intervention necessary or desirable to realise the associated economic benefit (Department of Economic Development, Jobs, Transport and Resources). - Full Business Case for the upgrade of Thompsons Road, Cranbourne (VicRoads). AECOM worked with VicRoads to develop a Full Business Case for the upgrade (duplication and intersection upgrade) of Thompson s Road, located in a growth area in Melbourne s Southeast (Cranbourne). Working with concept designs provided by VicRoads, AECOM developed all the components of a business case including problem definition and benefits, transport modelling, costing, environmental and heritage assessment, cost benefit analysis and document preparation. This project resulted in VicRoads receiving funding of $175 million to duplicate Thompsons Road from Dandenong-Frankston Road to Berwick-Cranbourne Road (Clyde Road).
