SALARY: $58,989 $83,267 Pay grade 11 HIRING RANGE: $58,989 $69,368 SUMMARY: Responsible for directly supporting the Treatment Manager by coordinating and monitoring the daily functioning of both NEW Water s (GBMSD) wastewater treatment facilities and Treatment staff to maintain proper plant operation. Monitor plant and equipment performance on a daily basis to ensure compliance with air and water regulations. This work requires coordinating with other NEW Water departments to troubleshoot and resolve process problems, day-to-day pilot project coordination, and assisting in the training activities of the Treatment Operators, Operators-in-Training, Treatment Interns, and Treatment Youth Apprentices. Acts as relief to not only the Treatment Manager in his/her absence but also to the other s. May require shift work. Also acts as relief to the Treatment Operators to assist the on duty crew when help is needed or when the crew is running short on staff. Must be able to work well with others and have excellent communication skills. Must regularly make decisions which have or are likely to have significant impact on NEW Water s operating costs and permit compliance. ESSENTIAL DUTIES AND RESPONSIBILITIES: Process Coordination and Problem Resolution. Coordinates and monitors the daily functioning of both wastewater treatment facilities and its staff to maintain proper plant operation. Examples include: Make decisions on start-up and shutdown of plant equipment and process changes. Inspects process operations to ensure all equipment is operating at top efficiency. Assists Maintenance, Field Services, and Utilities staff in troubleshooting problem equipment. Requests proper maintenance and servicing on machinery in a timely, efficient, and effective manner. Oversees the operation of both treatment facilities and assists in managing the Treatment Operators, Operators-in-Training, Treatment Interns, and Treatment Youth Apprentices. Participates and coordinates the daily functioning of both wastewater treatment facility operations by interpreting analytical data from which intelligent decisions are made. These decisions affect the safe and proper operation and integrity of NEW Water s facilities, processes, and equipment. In addition to analytical data, other information utilized may include physical and chemical observations, electrical, mechanical and instrumentation conditions, computer-generated data, and log entries. Effectively communicates with internal and external customers to determine how changes in their operation will affect the process. Assists the Treatment Manager in evaluating performance of the Treatment Operators, Operators-in- Training, Treatment Interns, and Treatment Youth Apprentices. Assists the Treatment Manager in the overall operational evaluation of considerations for any major plant construction or renovation projects. Obtains information to assist in the development of the budget. (e.g.,
chemical prices, PERF items, polymer prices). (30%) Project and Pilot Coordination. Generate and communicate Treatment information to outside sources where appropriate or as requested. Coordinate plant process interruptions or shutdowns to ensure that proper plant performance is maintained during these events. Coordinates the construction of any new facilities upgrade/replacement as they pertain to plant operation and the Treatment Department. Researches new equipment and processes as to the potential benefits for improving the efficiency and effectiveness of both treatment facilities. Meets with outside vendors to resolve problems with equipment supplied. Coordinate and manage plant improvement projects and pilot studies to protect NEW Water in quality of work, safety, and/or avoid compromising the operation of the treatment facilities. Make recommendations to the Treatment Manager during upgrade projects and construction to assist in resolving issues that arise. Work with equipment suppliers to troubleshoot new equipment start-up problems. Responsible for optimizing new equipment operation. Participate in project progress meetings to discuss problems, construction schedule, work quality, and work progress. Assist contractor in start-up of new process equipment to ensure start-up will have minimal adverse effect on plant operation. Review shop drawings and other construction related information sent in by the contractor and consultant. Review and comment on Process and Instrumentation Drawings (P&IDs), specifications, and construction drawings. Coordinates the testing and analyzing of new equipment or products and develops reports on the outcomes for review by the Treatment Manager. Provide plant tours to the general public, other WWTP professionals, outside vendors, and consultants who may be looking at NEW Water equipment and processes as required. (20%) Training Development and Coordination. Assist the Operations Trainer in the development, review, and maintenance of electronic plant Operations & Maintenance (O&M) Manuals. Assist the Safety and Security Coordinator in maintaining, reviewing, and updating group and individual lockout/tagout procedures. Responsible for performing actual lockout/tagout procedures of equipment in the Treatment Department. Assist the Operations Trainer with the development and review of plant Standard Operating Procedures (SOPs) in collaboration with the Treatment Operators. Oversees the development and maintenance of procedures for the Malfunction Prevention and Abatement Plan. Prepare and deliver training sessions as required. Responsible for the coaching and training of Treatment Operators, Operators-in- Training, Treatment Interns, and Treatment Youth Apprentices. Ensures all Treatment staff maintains an awareness of proper worker safety procedures and applies these procedures in the performance of their daily tasks. Regularly reviews the Operator s developmental skills criteria and makes recommendations for changes to the Treatment Manager. Assist in coordinating training dates with outside vendors on new equipment. In collaboration with the Operations Trainer, reviews proposed vendor training outlines and assists vendors in training on new equipment. Assist the Operations Trainer in the administration of practical and written exams to Treatment staff. (15%) Personnel Duties. Participates in the interviews of potential new employees. Participates in discussions with the Treatment Manager regarding Treatment Operator and Operator-in- Training performance appraisals. Assist the Treatment Manager in writing up performance appraisals for the Treatment Operators and Operators-in-Training. Conducts one-on-one reviews with Treatment Operators and Operators-in-Training. Responsible for Treatment
timekeeping in the absence of the Treatment Manager. (15%) Relief Duties. Perform relief duties as needed. Required to maintain a high level of management and operational knowledge of all Treatment processes at both wastewater treatment facilities since the relief duties could be for the Treatment Manager or the Treatment Operators. When acting in the absence of a Treatment Manager, maintains on-call availability 24 hrs/day, 7 days/week for emergencies. (10%) Program Coordination. Responsible for reviewing and supplying accurate data to the Environmental Compliance Specialist and Watershed Programs Manager to assist in the preparation of regulatory and compliance reports. Ensures that Critical Control Points are reviewed, updated annually, and followed by Treatment staff. Responsible for coordinating asset and records management activities with Maintenance and Accounting for the Treatment Department. (10%) REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Required Knowledge - Thorough knowledge of the principles, practices, and methods used in wastewater treatment plant and biosolids handling operations including incineration. Thorough knowledge of the methods, practices, tools, and materials used in the operation of pumps, blowers, valves, and related equipment. Considerable knowledge of preventative maintenance practices applicable to treatment plant equipment. Considerable knowledge of the operation and troubleshooting of mechanical and electrical equipment used in treatment plants. Considerable knowledge of laboratory testing procedures and how to use the results in correcting difficult operating conditions related to permit compliance. Thorough knowledge of sludge processing biology (aerobic and anaerobic) and of the techniques used to correct bacterial upsets to maintain or restore biological process balance. Considerable knowledge of water and air regulatory programs and their effect on plant operation (EPA Title V, EPA 503, WPDES permit). Considerable knowledge of principles and practices of effective leadership methods. Considerable knowledge in the confined space entry standards (OSHA 1910.146), lockout/ tagout procedures (OSHA 1910.147), and hazard communications standards, including Safety Data Sheets (OSHA 1910.1200). Good knowledge in P&ID reading and understanding construction drawings and specifications. Skills and Abilities - Considerable ability to plan, coordinate, organize, supervise, and inspect the work of the Treatment staff. Demonstrated ability to establish and maintain effective working relationships with Treatment staff along with internal and external customers. QUALIFICATIONS: This position requires a minimum of a two-year Associate s degree in Wastewater Treatment or Environmental Sciences with demonstrated aptitude in the areas of mechanical operation, mathematics, biology, and chemistry or equivalent training and experience. A minimum of six years operating experience in progressively responsible wastewater treatment facility operations. Comparable and/or equivalent training and experience as determined by the Director of Operations. Demonstrates the ability to lead and motivate individuals. Demonstrates the ability to effectively plan and coordinate process changes, shutdowns, and start-ups. Demonstrates proficiency in the use of computers for process control, spreadsheets, data entry, and word processing. Demonstrates proficiency in organizational communication skills both oral & written. Persons desiring to be considered for advancement to management positions will be required to attain all applicable subclasses for the advanced Grade IV level Wastewater Treatment Plant Operator s license as issued by (or acceptable to) the Wisconsin Department of Natural Resources. Must possess a current and valid Wisconsin motor vehicle operator s license. Will be required to be a sighted individual (vision corrected to 20/30) for observing plant operations, computer usage, and safety reasons. Be certified in confined space entry procedures, CPR, and First Aid. Must have training in forklift operation, respiratory protection, lockout/tag out, and fire extinguisher operation. WORKING CONDITIONS: Work responsibilities call for occasional levels of physically demanding effort characterized by lifting and hauling of loads (under 100 pounds) a few times a day. Individuals in this position may work a rotating shift in a wastewater treatment facility environment with exposure to potentially harmful atmosphere, extreme weather, raw wastewater, chemicals, biosolids, and dust conditions. Required to safely work around moving machinery. Required, depending on the job task, to stand, sit, walk, crouch, crawl, twist, climb, turn, use light hand tools, use heavy power assisted tools, and work in awkward positions for a limited period. Some work deals with exposure to heights, extreme heat, and hot gases (>1400 degrees). The level of risk is such that it requires close attention and the use of safety devices to prevent accidents or injuries.
