FRAMEWORK OVERVIEW HealthTrust Europe s framework agreement for the supply of Wholesaler Pharmaceuticals offers a simple, compliant route to market for the procurement of a range of CMU pharmaceuticals including contracted and non- contracted lines eligible for a discount, for delivery to NHS Trusts, hospitals, GP surgeries and other healthcare facilities in the healthcare economy. HealthTrust Europe (HTE) procured this framework in compliance with the open procedure set out in the Public Contracts Regulations 2015, and the EU Combined Directive (2004/18/EC). SERVICES INCLUDED The Framework Agreement for THE supply of Wholesaler Pharmaceuticals went live on 1 st April 2016 and will expire on 31 st March 2018. The Framework Agreement is for the duration of 2 years, with two options to extend for a further 1 year until 31 st March 2020. KEY BENEFITS Quick and Easy to Access: Once you have been set up to access the framework agreement, a call off can be made by direct access. The process is straightforward and simply requires an order form/access agreement to be exchanged and completed to ensure your compliance. Compliant Route to Market: The framework will save procurement time and costs. It is fully compliant with the Public Contracts regulations and with EU Procurement Directives so you do not have to carry out a full EU compliant tender yourself. Competitive Discounts: The vetted suppliers appointed to the framework agreement have tendered competitive discounts for the life of the contract. ACCESS TO THE FRAMEWORK The Framework Agreement for the Supply of Wholesaler Pharmaceuticals can be accessed by the following Public Sector bodies: National Health Service (NHS) bodies Health Boards, NHS Trusts, Community Health Councils and other constituent bodies of the NHS in Wales NHS Scotland and its constituent bodies Health and Social Care Trusts, Health Agencies and other constituent bodies of the NHS in Northern Ireland. Private sector entities with similar procurement needs may also access this framework. The framework can be accessed via a direct award. Call Off Contracts The call off process is formalised by issuing an order to the supplier identified as offering best value for money. Pricing for products will be fixed for the term of the contract. HealthTrust Europe should be informed once an Authority has entered into a contract with a supplier under this framework agreement. To ensure compliance to the framework agreement an order form / access agreement should be exchanged and completed between the Authority and HealthTrust Europe. Page 5 of 6

How can I see more detail regarding the products which are included on this framework? You can view the framework/contract references indicated above via Catalogue Browser. You will be able to see line level detail for all products. The only thing you will not be able to view is the individual product pricing, unless we have already set you up to be able to order from the framework. What do I do if the supplier that my organisation uses is not on the framework? Please email HealthTrust Europe s Customer Care Team at customercare@htepg.com providing as much information as possible regarding the services required (i.e. supplier name, requirement, current prices paid excluding VAT). Customer Care will liaise with the category team to address your requirements. The category team will verify whether your requirements can be met by another supplier on our framework. How can I be sure that this framework can be used by my organisation and remain compliant? The framework agreement was publicly advertised in the Official Journal of the European Union (OJEU) (2016/S 003-002483) on 4 th January 2016 under the open procedure. The successful bidder has been rigorously vetted in terms of their quality and value propositions through a series of qualifications, technical and commercial responses requested for evaluation. The current framework agreement is valid until 31 st March 2018 with an option to extend for a further two 12 month periods until 31 st March 2020, at which time it will be replaced with a new framework agreement. Call-off contracts formed during the life of the current framework agreement may extend beyond the framework expiry date.
