BERKS CAREER & TECHNOLOGY CENTER Official Proceedings of the Joint Operating Committee August 24, 2016 AGENDA ITEM III JOC Meeting 9/28/2016 CALL TO ORDER The regular meeting of the Joint Operating Committee was held at the East Campus of the Berks Career and Technology Center in Oley, PA on Wednesday, August 24, 2016. The meeting was called to order by Chairperson Manbeck at 7:30 PM. JOINT OPERATING COMMITTEE 377 AUGUST 24, 2016 RATIFICATION AND APPROVAL OF BILLS A motion was made by Mr. Painter and seconded by Dr. Melvin to approve the bills as presented. ACCEPTANCE OF FINANCIAL REPORTS A motion was made by Mr. Painter and seconded by Mr. Reinert to approve the Financial Reports of the BCTC, Capital Reserve Fund, Activity Fund, and Cafeteria Fund as presented. INVESTMENT OF FUNDS COMMUNICATIONS ANYONE WISHING TO ADDRESS AGENDA ITEMS OLD BUSINESS NEW BUSINESS BCTC REPORT (FOR INFORMATION ONLY) AGENDA ITEMS AND/OR CHANGES Dr. Kraft conveyed the position descriptions for the School to Work Coordinator and the Work-Based Education Coordinator (agenda items XII.D.5.d. and e.) have been removed from the agenda and will be placed on the September JOC meeting agenda. A motion to relocate West Campus Protective Services program to the East Campus prior to the start of the second quarter of the 2016-2017 school year (agenda item XII.D.9) has been added to the agenda.

JOINT OPERATING COMMITTEE 378 AUGUST 24, 2016 CAMPUS/PROGRAM UPDATES A BCTC student in the HVAC/Refrigeration program has passed away this week. Dr. Kraft reported the BCTC s counselors have been alerted and the BCIU s Flight Team will be on standby in case they are needed at BCTC. Bridget Holden reported Sharon Mast, President and Founder of Spark Solutions & Support, provided an impactful and motivational presentation on Restorative Practices at the BCTC s In-Service today. Restorative Practices includes the use of informal and formal processes that proactively build relationships and a sense of community to prevent conflict and wrongdoing. The remaining in-service time will be devoted to the BCTC s goal of increasing the use of technology as an instructional tool. Kent Shirk provided a status report presentation that included pictures of improvements that occurred over the summer months. Christian Hansen provided an update of the BCTC s National CTSO winners. Kaitlin Valentine, a Dental Occupations student took 1 st place in the HOSA Speaking Skills contest. Steven Filby, a Health Related Technology student was awarded the Outstanding State HOSA Officer. Tanner Kurtz, an Electrical Occupations student was awarded 1 st place in the Electrical Construction Wiring contest. BUILDING/INSURANCE COMMITTEE No Report

JOINT OPERATING COMMITTEE 379 AUGUST 24, 2016 NEGOTIATIONS COMMITTEE Mr. Reinert reported the Negotiations Committee met to review the Berks Career and Technology Center Education Association s (BCTCEA) salary schedule formula and proposed Memorandum of Understanding (MOU) to amend the salary schedule formula for the 2016-2017 contract year only. A motion was made by Mr. Reinert and seconded by Mr. Painter to resolve that the appropriate officers are authorized to execute a Memorandum of Understanding (MOU) with the Berks Career and Technology Center Education Association (BCTCEA) amending the salary schedule formula for the 2016-2017 contract year only. PROGRAM/PERSONNEL COMMITTEE Mrs. Osborn reported the Program/Personnel Committee met prior to the August 24, 2016 JOC meeting to discuss personnel issues, the revised BCTC Organizational Chart and proposed program and facility changes for the 2017-2018 school year. A motion was made by Ms. Osborn and seconded by Mr. Painter to approve the following: The 2016-2017 Instructional Staff Salary Schedule. The 2016-2017 Instructional Staff Salary List. The revised BCTC Organizational Chart. The following revised position descriptions effective August 24, 2016: o Assistant Principal o Lead Teacher o Director of Career & Technical Education Systems o Educational Facilitator o Coordinator of Student Services o Counselor Manager of Enrollment o Campus Counselor o Secretary to Student Services A motion was made by Ms. Osborn and seconded by Dr. Darion to approve the recommended CTE program campus assignment changes for the 2017-2018 school year.

JOINT OPERATING COMMITTEE 380 AUGUST 24, 2016 A motion was made by Ms. Osborn and seconded by Dr. Darion to eliminate one vacant budgeted full-time Instructional Coach/Math Instructor position and replace with two full-time Instructional Assistant positions effective with the 2016-2017 school year. A motion was made by Ms. Osborn and seconded by Mr. Painter to enter into an agreement with Berks Heim to provide clinical education and experiences for BCTC s Health Occupational students. A motion was made by Ms. Osborn and seconded by Mr. Scheetz to recommend the Protective Services program at the West Campus be relocated to the East Campus prior to the start of the second quarter of the 2016-2017 school year to be part of a twoteacher program. PERSONNEL MATTERS A motion was made by Ms. Osborn and seconded by Dr. Darion to approve the following: Resignations Susan M. Kuschick Instructional Coach/Teacher, East/West Campuses. Dr. Hackman thanked Dr. Kraft for allowing her to be a part of the BCTC s In-Service today. She stated the BCTC s staff displayed extreme enthusiasm and high morale throughout the day.
