Commander: Robert Palmer, SN 13300 Lauren Lane Midlothian, VA 23114 r2pmhp@mindspring.com (804)794-2620 We are now in our last days of the regular summer boating season and the fall equinox will soon be upon us. But did you know each year there are two of them in the northern hemisphere? The local meteorological one is what the forecasters say starts the fall for weather predictions and begins on September 1; the other is an astronomical equinox that will occur on September 22 which starts the fall season that ends on the winter solstice (the shortest day of the year) when winter truly begins. In Virginia, we experience four distinct seasons and each has definite variations in our weather patterns. Those living in the path of HARVEY have gotten more than their usual seasonal rain fall. The Weather course (taught this year by Jim Zeigler) helps students better understand how weather systems form and move during the various seasons of the year. Check it all out and sign-up with the information elsewhere in this newsletter. And keep your thoughts and prayers going for folks who will be working to recover from the ravages of hurricane Harvey s damage. As a note, the Power Squadron continues to expand the offerings through on-line training which augments the classroom events we can offer locally and on your own dates and schedules. Details are available at www.usps.org/edonline or from our Squadron Educational Officer, Frank Timpano. As winter approaches, and boating activities seem to wane, it will give you an opportunity to expand your knowledge and skill in anticipation of next spring beginning after the March equinox. And remember to spread the word to your friends and fellow boaters that we are America s Boating Club! By and For Boaters. -Cdr Bob Palmer The Bullhorn 2

Educational Officer Lt/C Frank Timpano, SN 16504 Estate Lane Montpelier, VA 23192 ftimpano@infionline.net (804) 240-8591 Asst. Educational Officer 1 st Lt. Bill Simpson, AP 5618 Virginia Park Dr Providence Forge, VA 23140 bcsimpson1@aol.com (804)966-2998 Working as the Squadron s Assistant Education Officer, I want to share a few thoughts with you regarding courses offered and instructor opportunities. My first objective was to find out our status regarding educational course completions and determine where we should focus our attention in the future. I recently took an education level snapshot of where we stand with our membership education levels. Here s what I found. Out of the 137 members as of August 2017: 42% have no education courses certified. 8% have completed the Seamanship level (S). 15% have completed the Piloting level (P). 22% have completed the Advanced Piloting level (AP). 1% have completed the Junior Navigation level (JN). 2% have completed the Navigation level (N). From the numbers, it was clear that we should continue to give emphasis to the foundation courses of Seamanship, Piloting and Advanced Piloting. P/C Jim Zeigler, SN will be teaching a combined Seamanship and Piloting course over the winter and next spring. The dates are each Tuesday, starting February 27th through May 1 st (except Easter), 1900 2100 hours. In addition, Jim is conducting an elective Weather Course October 10th through December 12th 2017, 1900-2100 hours on Tuesdays. Now, here are two good chances to expand on your boating knowledge and to achieve your certifications. The off season is an ideal time to take a course while your vessel is secured for the winter. Contact Jim at jim@jpzeigler.com. For those of you at the AP level, let us know if you are interested in taking the Junior Navigation course in the near future. Next on my task list is to communicate with the current instructor staff and update the instructor roster and I also need to know if any current members would like to apply for an Instructor s Certificate. The basic requirements are to have a desire to teach and successfully complete the USPS Instructor Development Course (IDC). Based on the response I get from you folks, the Squadron can schedule an IDC to get the process started. If anyone has a background in accredited teaching, they may qualify for an instructor certification without the IDC. If you are a vessel captain that wants to gain as much knowledge about operating his/her vessel anywhere in the marine environment, then become an instructor. It is a worthy personal achievement and a rewarding experience on and off the water. Starting this year, I will be heading up the Boater s Boot Camps (BBC) coming up in the spring of 2018 (April and June). The Squadron will offer the Basic Level BBC as before and introduce a new Advanced Level BBC as a follow-on to the basic BBC. The objective of the Advanced Level BBC is to give the basic level captains and crews a more in-depth and challenging look at the fundamentals of boating. Each course will offer one day of class and one day of on-the-water practical experience. More will follow on the BBC dates and times this fall and winter. Ok, so now your homework assignment is to give us some feedback on what you would like us to offer in additional to our plans mentioned above. Also, let us know the best times to hold these classes, weekday nights, weekends, accelerated courses, etc. In addition, think about attending either the Seamanship Course or the Weather Course or both this fall and winter. Call, email or text me at 804 909-2655. Email is bcsimpson1@aol.com. I hope to hear from you soon. -1st Lt Bill Simpson The Bullhorn 3

Executive Officer: Lt/C Frederick Eddowes, AP 11521 Doronhurst Drive Providence Forge, VA 23140 smsvds@cox.net (804) 932-3139 Well it is September already, my how fast the time goes by. In a few days we ll reach the Autumnal Equinox and then the days start getting shorter and shorter more rapidly and pretty soon it is time to put away the boats for the winter. But before you do, please make time to be a part of the JAMES RIVER CLEAN UP this coming Saturday. Join others and fellow Squadron members at Osborne Landing. (See page 6 for details.) Then, don t miss The Eastern Branch Bash at the Timpano s River Home. We will also have our September meeting there. (See page 7 for more information and page 8 for directions.) We should be back to normal in time for the October meeting. See you all there. Secretary Lt/C Mary H. Palmer, P 13300 Lauren Ln Midlothian, VA 23114 R2pmhp@mindspring.com 804-794-2620 Treasurer Lt/C Michael Silvay, P 5233 Cobblers Stone Ct Glen Allen, VA 23059 silv285@verizon.net (804) 360-7756 Bob and I had a good time with D5 friends at the summer council. We think it was one of the nicest summer events we ve had, lucky that we had use of a building that saved some games and crafts held inside. It also appeared three Richmond boats had a great cruise. We sure missed being there this year. Now we are preparing for fall events for Richmond, USPS National Governing Board in Texas, and then D5 Fall October 27-29. Hope all of you will attend what interests you. I look forward to seeing all of you soon. - Lt/C Mary Palmer Details of the Squadron's budget and financial status are available from the Treasurer or any Bridge Officer. WEATHER FOR THE BOATER The safety and comfort of those who venture outdoors and out-on-the water have always been weather dependent. In this course students will become keener observers of the weather, but weather observations only have meaning in the context of the basic principles of meteorology the science of the atmosphere. This course focuses on how weather systems form, behave, move, and interact with one another and reflects the availability of all sorts of weather reports and forecasts on the Internet. This is a general weather course benefiting those sitting in their living rooms, as much as those standing behind the helm. Each student receives a student manual, example weather maps and a cloud chart. The course is planned for one night a week for 9 weeks on Tuesday nights, 7:00 to 9:00 PM, October 3 thru December 5 at the First Baptist Church at Boulevard and Monument Avenue. Cost is $90 to cover course materials, mailing and exam. Please call Jim Zeigler at 804-347-5239 or email at jim@jpzeigler.com
