Cooperation with ASEAN TELSOM WG 1. Participating to the ASEAN TELSOM WG -Japan participated in ASEAN TELSOM Working Group (WG) held in Singapore, in April 2007 -This is the first time for Japan to participate in ASEAN TELSOM WG -ASEAN and Japan discussed on some projects proposed by ASEAN countries -Japan intends to participate in TELSOM WG continuously to understand needs and demands of ASEAN countries. 2. Participation to the ASEAN USO Workshop -An expert from Japan participated in ASEAN USO (Universal Service Obligation) held in Phnom Penn, Cambodia in July 2007 -The expert made presentation on results of studies and researches on USO Fund in some countries

2. ASEAN-Japan ICT Work Plan 2007-2009

Draft Work Plan for 2007-2009 Action 1: Facilitate high-speed connection among all national information infrastructure by 2010 Proposals 1) Japan to invite ASEAN Member Countries to participate in the training workshops and/or seminars on Disaster Prevention and Management Communications Sponsored by Japan, APT will organize a regional workshop regarding Disaster Prevention and Management Communications in 2008. Japan will propose that it be held for the ASEAN Region. An ASEAN member Country will be expected to host this workshop. 2) Japan to assist ASEAN Member Countries in conducting pilot projects in rural areas by making use of its extra budgetary contributions to APT APT will launch a call for applications of pilot project in rural area in 2008, making use of Japan s financial contribution. ASEAN Member countries are invited to apply for the call. APT will select a limited number of suitable projects according to its selection criteria. (APT J3 Projects)

APT J3 Pilot Projects (1) - To support pilot projects to be conducted for verification of its effectiveness and validity toward ensuring ICT access in rural areas. - A maximum of around US$100,000 will be made available for each project. 1 TITLE(FY2005) E-Learning for local business in rural area by utilizing ICT center connecting through Wireless LAN in Bantayan Islands, and bridging digital divide in the Philippines COUNTRY Philippine 1 TITLE(FY2006) Community-based Broadband Telecenter Project to Empower Community in Indonesia COUNTRY Indonesia

APT J3 Pilot Projects (2) Objective: Promotion of Pilot Projects such as telecenters to ensure the access to ICT in rural areas Scheme: 1)Once a year, APT invites project proposals from developing Member Countries of APT 2)APT selects a few projects in consultation with MIC, Japan 3)APT provides up to US$100,000 to each selected projects (Extra Budgetary Contribution from Japan)

APT J3 Pilot Projects (3) Selection Criteria: (1) Description of Pilot Project, Detailed enough to demonstrate the proposal s effectiveness for narrowing the digital divide in rural areas (2) Experts/Staff s Career Background and Overview of organization/institution (3) Detailed Financial description (See next page) Higher priority will be given to proposed projects with the involvement and support of Japanese APT affiliate members

Draft Work Plan for 2007-2009 Action 1: Proposals (continued) 3) Japan to assist ASEAN in developing the Practice Guidelines for the Management of USO Fund 1) ASEAN organizes a seminar, a workshop, or forum on this matter and invite a Japanese expert for input. 2) ASEAN submits an application to the Embassy of Japan in Jakarta for funding from JAGEF or JAIF to conduct research necessary for drafting this guideline. 4) Conduct seminars on Next Generation IP based Network (NGN) taking into account the importance of promoting coordination and cooperation between Japan and ASEAN countries Japan will sponsor APT to organize NGN seminars in Japan. A limited number of ASEAN members will receive a fellowship in accordance with APT s criteria.

Japan-ASEAN General Exchange Fund (JAGEF) 1. Background: Exchange of Notes at the ASEAN Post Ministerial Conference in July 2002 2. Outline: Fund of the Government of Japan (provided by the Ministry of Foreign Affairs) ASEAN Secretariat and ASEAN Member Countries 3. Purposes (1) To strengthen the functioning of the ASEAN-related department of the government in newer ASEAN Member Countries (2) To strengthen the functioning of the ASEAN Secretariat (3) To facilitate effective implementation of Japan s economic cooperation for the ASEAN Member Countries (4) To promote the transfer of technology and inflow of investment from Japan to the ASEAN member Countries (5) To promote trade and exchange of personnel between Japan and the ASEAN Member Countries

Japan-ASEAN Integration Fund (JAIF) 1. Establishment In March 2006 2. Outline Fund of the Government of Japan provided by the Ministry of Foreign Affairs to ASEAN Secretariat and ASEAN Member Countries 3. Main Purposes - To facilitate effective implementation of the Vientiane Action Programme - To support ASEAN Security Community, ASEAN Economic Community, and ASEAN Socio-Cultural Community -To promote cooperation between Japan and ASEAN

Action 2: Promote international cooperation on collection, share and analysis of incident information concerning information security Proposal Draft Work Plan for 2007-2009 1) To strengthen coordination between Telecom-ISAC (Information Sharing and Analysis Center) in Japan and network operators in ASEAN Member Countries and to establish a regional liaison mechanism for exchanging information concerning security incident in the field of information and communications We expect that network operators in ASEAN invite Telecom-ISAC Japan to one of their meetings concerning security matters. 2) To study the possibility of convening meetings between ASEAN and Japan on ICT network security issues We propose to delete network from this passage to cover ICT security issues. This meeting is proposed for high-level officials dealing with ICT security to exchange views concerning effects of ICT security on the business environment. As our economic ministry has shown interest in this matter, we propose that this meeting be held under the auspices of both TELMIN+J and AEM+J.

Draft Work Plan for 2007-2009 Action 3: Encourage the participation of all stakeholders (i.e. people, communities, enterprises and public administrations) in utilisation and development of ICT applications and services on the regional information infrastructure Proposal To conduct an ASEAN-Japan Workshop on ICT applications Japan will organize a workshop in Japan back-to-back with another workshop or seminar.

Draft Work Plan for 2007-2009 New proposal to be added to Action 3 Japan to support ASEAN capacity in research and development concerning a Multilanguage Translation Technology

Draft Work Plan for 2007-2009 Action 4: Deepen regional policy and regulatory framework to deal with the opportunities and challenges in the area of Next Generation IP based Network, including the interoperability of products/services, information systems and networks in the convergence environment. Proposals 1) Japan to assist ASEAN in reviewing the Radio and/or Telecommunications Law to ensure the ICT legal infrastructure is in line with the market demands and the results of technological advances by providing information and organizing a training course Information regarding Japanese laws will be provided on request basis. Moreover, Japan will sponsor APT to organize training courses in Japan. A limited number of ASEAN members will receive a fellowship in accordance with APT s criteria. 2) To convene a meeting between Japan and ASEAN back-to-back with the 14th ASEAN Telecommunications Regulators Council (ATRC) Meeting in Singapore in mid 2008 to exchange information on regulatory regimes, especially in NGN era ASEAN will organize this +J meeting and Japan will send experts.

Draft Work Plan for 2007-2009 Action 5: To enhance cooperation for a regional fair and transparent ICT regulatory framework to promote trade, investment, education, healthcare and employment in ASEAN Proposal To study the possibility of exchanging information and opinions between ASEAN and Japan on mutual recognition of telecom equipment at the sideline of another meeting in 2008 We want to be informed of the current state of MRA of telecom equipment among ASEAN countries in writing. Japan has already established MRA with Singapore and is taking country by country approach. Therefore, we will engage in the MRA related discussion with ASEAN only if the corrective approach is found to be feasible.

Draft Work Plan for 2007-2009 Action 6: To establish a networking forum between the businesses in ASEAN and its Dialogue Partners as a platform for promoting trade and investment Proposal To study the possibility of convening an ICT Business Forum between Japan and ASEAN We want to be informed what ICT companies in ASEAN would be interested in this Forum. This forum could be established only if the sufficient number of companies from both sides shows interest to participate.
