HOME Program NOFA and Application for TBRA and Affordable housing Development.

The Skagit County HOME Consortium s 2015 allocation is $623,166. The Consortium is also anticipating a HOME allocation of $660,685 in 2016 funds. HOME funds may be spent over a five year period following the allocation by the U.S. Department of Housing and Urban Development (HUD). Therefore, 2015 funds must be expended by 6/30/2020 and 2016 funds must be expended by 6/30/2021. The Consortium provides funding opportunities for Island, Skagit, and Whatcom Counties. You should be aware that your request may not be funded, and that if funded, there would be no guarantee of continued HOME funding in succeeding years. The Consortium staff will review the applications and required information in pursuit of the most qualified applicants and applicable projects. Please submit all required information. An incomplete package WILL NOT be accepted or considered for funding. Upon receipt of the application additional information may be requested if needed to supplement or verify qualifications and/or project eligibility. Eligible HOME projects include funding for: Community Housing Development Organization (CHDO) Land acquisition for single Family development These funds support homebuyer assistance organizations with acquiring land that will be used to develop single family housing for low- and moderateincome households. CHDO acquisition funds require you demonstrate CHDO eligibility by providing the information and documentation listed in Attachment A. Programs that use a second promissory note instead of fixed affordability are not typically eligible for HOME funding. CHDO Operating Expenses - If an agency is awarded CHDO Homebuyer Acquisition funding, the organization is eligible for CHDO Operating Expenses Funding. This funding is designed to build a CHDO organization s capacity to successfully carry out CHDO activities. Eligible operating expenses include staff wages, office rent and utilities, supplies, and training. Skagit Downpayment Assistance and Closing Costs - This funding is available in Skagit County only and is taken from the overall Skagit-specific HOME allocation. Skagit Homebuyer Assistance applicants may apply for funding for Downpayment Assistance/Closing Costs for households of low- and moderate-income. Tenant Based Rental Assistance (TBRA) - TBRA is a rental subsidy that can be used to help households afford housing costs such as rent, security deposits, and utility deposits. If the household moves to a different unit, the assistance follows to support the household in that new unit. TBRA is for one year per household, with a possible extension through a second year. Note that applicants may apply for multiple program categories. Funding available for each county and activity is as follows (an agency can only apply for funds that are available in the county they are located in). HOME allocations must be expended within a five year period. Applicants should use the Anticipated Total Funding Available as the guideline for their request as it is anticipated the 2016 funds will be made available per the HUD contract with our HOME Consortium. CHDO Operating Funds function on a different schedule than other HOME funding. CHDO Operating Funds must be expended as below.
