MSI Self Assessment - NAVAREA IX CPRNW-3.2.1-IX Submitted by: Pakistan 1. Action Required: None, submitted for information only. 2. Background: The Hydrographer Pakistan Navy is the NAVAREA IX Coordinator. The PN Hydrographic Department (PNHD) at Naval Headquarters, 11 Liaquat Barracks Karachi 75530 Pakistan is the nodal point for the Safety Net services. The department is responsible for the transmission of MSI for the 16 countries of NAVAREA IX and promulgation of the Notices to the Mariners (NTMs). The NAVAREA warnings are compiled at the PNHD and up-linking to the INMARSAT for onward transmission through the INMARSAT C. The routine messages are forwarded on LES Perth at 0800 to 0900 UTC daily. Perth LES is accessed through Internet. In case of any urgent message, it is transmitted on priority basis on special services to inform the mariners immediately. All the NAVAREA warnings promulgated are monitored at PNHD. The limits of NAVAREA IX are indicated at Annex A. 3. Distress Alert: Pakistan is the member of Global Search and Rescue Organization and performs the task of rescue coordination centre for Maritime Rescue Region R11-2. MRCC Pakistan is manned by Maritime Security Agency (MSA). MSA is well equipped to perform distress monitoring, communications, coordination and response functions. PNHD promulgate Distress Warnings in collaboration with MSA through Karachi Radio (NAVTEX) / LES Perth. MRCC Pakistan is looking after an area of 840 NM. Details/ chartlet depicting area of responsibility of MRCC Pakistan is attached as annex B. 4. Coastal Warnings: Coastal warnings are transmitted on 518 khz from Karachi Radio. These are mainly local in nature and for Pakistan coastal waters; all the messages which require greater coverage are up-linked by INMARSAT C. The transmission detail of the station is available in the ALRS (NP-285) Vol-V. 5. Notices to Mariners: The Notices to the Mariners are being published by the PNHD every week. The information is received from various port authorities, National coordinators of the NAVAREA IX countries and also from merchant vessels operating in area. The Notices to Mariners not only

update the data for the paper charts but, also the ENCs. The summary/details of all enforce NAVAREA-IX warnings are also included in part-ii of Pakistan Notices to Mariners, which can be obtained gratis from Mercantile Marine Department Karachi, Pakistan as well as available on website: www.paknavy.gov.pk/hydro 6. Comments: The following table shows the number of SafetyNet navigational warning messages that were promulgated: 2005 2006 2007 (31 Aug 07) NAVAREA IX 262 236 169 7. NAVTEX Coverage: At present, there are 8 NAVTEX stations operating in NAVAREA IX. Details / coverage of these stations are attached as Annex C. 8. Operational Issues: NIL 9. Capacity Building: NIL 10 Other Activities: PNHD has been at the forefront in taking active part in all the activities of the IHO. In the regional level, contribution of PNHD are as follows: a. Hydrographer Pakistan navy is the Chairman RSAHC. b. Pakistan is an associate member of NIOHC. c. PNHD is providing a lecturer of GMDSS in CBC workshop scheduled in Nov 07 at Jeddah, KSA. d. PNHD will lead the team for survey of Seychelles this year as decided during last meeting of NIOHC at Thailand. The other countries participating in the Seychelles survey are USA, India and Bangladesh. e. PNHD is organising a 6 day event in Pakistan during May 08 that include RSAHC meeting, CBC meeting and a workshop on ENC.
