Essential 1 Put in place organization and coordination to understand and reduce disaster risk, based on participation of citizen groups and civil society. Build local alliances. Ensure that all departments understand their role to disaster risk reduction and preparedness. How well are local organizations (including local government) equipped with capacities (knowledge, experience, official mandate) for disaster risk reduction and climate change adaptation? Level of Progress achieved: 3 Local Government organization by sector has integrated the disaster risk reduction into program and some local regulations are existing to support performance of those organizations as well as to encourage non government participation. Budget allocation also provides although with limitation to implementing the program. Linked Officials such as Environment Office, Health Office, Local Development Planning, Agriculture Office and Public Work is facilitates DRR aspect into their program. To what extent do partnerships exist between communities, private sector and local authorities to reduce risk? Level of Progress achieved: 3 Identified some disaster risk activities involving community, private sector and local government. For health service, community facilitated with social guarantee program; on environment program private sector provides the seed for tree and mangrove planting; food security program implementing Official with farmer group. Other program for vulnerable group (senior citizen, women, people with disability, children) in area need to integrated with DRR education and awareness. Essential 2 Assign a budget for disaster risk reduction and provide incentives for homeowners, low-income families, communities, businesses and public sector to invest in reducing the risks they face. How far does the local government have access to adequate financial resources to carry out risk reduction activities? These activities funded by local government by sector for disaster risk activities with limited amount and coverage area. To what degree does the local government allocate sufficient financial resources to carry out DRR activities, including effective disaster response and recovery? Participation of private sector is essential to support fund allocation and to be managed effectively and focuses on early recovery. The local government is on going process to facilitate the financial services by bank and the small enterprises might access the fund available at Trade and Cooperative Office. Lack of community participation to implement building codes regulation as well as other development actors taking places in the city cause by lack of information socialization and poor community has limited ability to develop base on valid regulation. On the other hand, law enforcement is important aspect to assure local development activities not increase area vulnerability to disaster as well as other social problems. How strong are existing regulations (e.g. land use plans, building codes etc) to support disaster risk reduction in your local authority? DRR not adapted yet into local curriculum of school and university and no course available on DRR.
