Growth Programme will support tourism The following menu of options is available to LEP areas, which they can choose from to meet specific local priorities. (Figures are based on LEP local strategies.) Micro, small and medium-sized business support ( 96m) - Capital or revenue grants to individual businesses - Procured business advice services Promoting rural tourism ( 20m) - Support for collaborative Destination Management - Grants for individual tourist attractions, initiatives and businesses Investments in rural broadband and renewables ( 37m) - Broadband infrastructure for hard-to-reach rural areas - Grants for renewable heat and energy projects Training and skills for rural businesses ( 24m) - Capital or revenue grants - Procured business advice services
Tourism-why fund this priority - It plays an important role in the English economy as a whole and a vital one in many rural economies It has great growth potential and delivering multiplier effects to other parts of the rural economy through benefitting retail, food and drink, and leisure sectors. Can help rural economies diversify and become more resilient; support rural communities and businesses under threat. Key sources of local employment, often for younger people, and a key gateway industry into a wide range of careers 4
Tourism what will we fund? Applications should improve the attractiveness of the destination through the quality of tourism products in local destinations that have a sound and evidenced based destination or place based plan. This should include business plans demonstrating evidence of co-operation and local partnerships, demand, the potential for increasing jobs, visitor numbers, visitor spend and overnight stays. Applications will be discouraged where there is: no clear demand or potential for growth or contribution to local communities and services weak evidence of job creation, co-operation with other businesses, destination management goals or benefits to the local community. 5
Tourism- what will we fund? We wish to support activities that deliver good sustainable growth; address market failure eg though working together to improve the attractiveness of the destination capitalise on new wider investment opportunities and market trends. E.g. through providing Good quality rural accommodation, catering, transport, shops etc. tourism services, visitor information, websites and innovative technology new activities and products strengthening the supply chain e.g. more local food and drink, local arts and crafts new partnerships and better collaboration improvements to community buildings, public spaces and cultural, tourism and heritage amenities 6

LEADER can directly support tourism Grants Funding delivered through LEADER Local Action Groups to create jobs and growth in rural areas Grants mainly for smaller projects in rural areas. Grants are available in six main areas: To increase farm productivity To support SMEs and start-up businesses in rural areas To support rural tourism To provide rural services To provide cultural and heritage activity To increase forestry productivity LEADER groups 70% of funding directly supporting the rural economy, jobs and growth 87 applications received and assessed by National Approvals Panel, decisions announced in late Nov Rejected groups can appeal, appeals currently being heard by Ministers, decisions in early Feb and final list of approved groups announced in mid- Feb Approved groups able to incur running costs from new RDP in advance of it being adopted All approved groups undergoing technical familiarisation and development of nationally consistent approach in Spring 15, with RPA RDT LEADER formally open for business post election 8
