COMMISSION ON FIRE PROTECTION, PERSONNEL, STANDARDS AND EDUCATION Minutes April 11, 2013 Corbin, Kentucky Present: Eric Bach Dr. Box Kristin Chilton Rick Daugherty Greg Dearing Pam Dickens David Goldsmith Walter Lage Scott Lawson William Lilly Greg Lowe Rich Meyer Jim Nickell Tiger Robinson Jennifer Schott David Stump William Swope Tiger Robinson called the meeting to order at 1:00 p.m. Tiger thanked Kevin Williams and Jonathan Wise of Southeast Apparatus for hosting this meeting. Scott Lawson motion to approve the minutes from February 22, 2013 in Lexington, Kentucky. William Lilly seconded. Motion approved. Finance Committee Walter Lage said the finance committee met yesterday evening to review the March financial reports. The committee approved the report as written. The finance committee met with Pat Thompson on March 20 th to discuss the SFRT budgets. The finance committee discussed the cost of the KYPERC classes. Walter said we had to budget $237,000.00 for Blackboard Services. Brenda Goddard annualized the numbers and found we didn t have that many students. We will have about $97,000.00 in savings. The committee discussed the 2013-2014 budget and it was approved in two different formats. The first one was for a 0% increase in salaries. The second one was for a 2.5% increase in salaries. Walter Lage said we got an update on the move to Lexington. Everything seems to be right on track.

E&E Committee Bruce Roberts said Whitesburg Fire Department has a firefighter who did a lot of his training online to get his hundred hours for the year. We are requesting that the money be refunded for one firefighter for incentive pay for the year. Rich Meyer motion to approve. Scott Lawson seconded. Motion approved. Bruce said Bourbon County has two members that have been on the department for more than a year and neither one has reached the 400 hour level. Since they didn t receive incentive pay, we are requesting money back from January through April. We want to stop Bourbon County s incentive pay until these members reach the 400 hour level. Eric Bach motion to approve. Scott Lawson seconded. Motion approved. Bruce said Dry Ridge Fire Department has a firefighter who didn t get his hundred hours in for the year 2012. We are requesting money back for one firefighter. Pam Dickens motion to approve. Rich Meyer seconded. Motion approved. Bruce said the E&E sub-committee has met several times on training hours and forms. Bruce said we want to approve the training hours and forms. Marc Rudder said the hybrid training class will be part classroom and part online. Changes have been made to the IFSAC skill stations. FF I will have ten skill stations. FFII will remain as six skill stations. Hazmat Operations Skill stations have been moved to four and held with the FFII skills testing. As of January 1, 2014 all firefighters who are not 150 hour and 400 hour certified will be required to meet the new requirements. Bruce said this will take effect on January 1, 2014. The KFS-1A form will take place after July 1, 2013. Scott Lawson motion to approve. Williams Lilly seconded. Motion approved. Loan Committee Eric Bach said the loan committee met this morning to review five loans. The loans requests are from the following departments: Mt. Eden Fire Department is requesting $54,472.50 for SCBA equipment. North Middletown Fire Department is requesting $24,000.00 for a 2013 Chevy 2500 4x4. Olive Hill Fire Department is requesting $74,158.50 for equipment to bring apparatus NFPA compliant. Viper Fire and Rescue is requesting $56,621.36 for a 2000 Ford Tanker. Moseleyville Fire Department is requesting $34,000.00 for a 2013 Chevy rescue vehicle. Eric Bach motion to approve. Rich Meyer seconded. Motion approved. Training Facility Committee David Stump said the training facility committee met yesterday and they recommended funding eighteen departments. These funds will be available after July 1, 2013. David Stump said the following departments will be awarded training facility grant money: Ashland, Brindle Ridge, Buechel, Calloway, Campbellsville, Frankfort, Garrard County, Glasgow, Lexington, Louisville, McCreary County, Nicholasville, Nichols, North Pendleton, Parkers Mill, Red Lick, Richmond

and Russellville for a total of one million and sixty thousand dollars. David Goldsmith motion to approve. William Lilly seconded. Motion approved. Health and Wellness Committee Rick Daugherty said the health and wellness committee met this morning. One hundred treadmills will be ordered and awarded to fire departments first who have never received any equipment. The rest of the treadmills will be awarded to departments whose applications first came in. Rick Daugherty said the committee recommends changing the KARS on CPAT. Goldsmith motion to approve. Scott Lawson seconded. Motion approved. David Director s Reports Bruce Roberts asked can we use the applications that have already been sent in for the thermal imaging cameras. Rich Meyer motion to approve. William Lilly seconded. Motion approved. Scott Lawson asked about the departments who didn t get their application in on time. Will their applications be considered? Bruce Roberts said probably the next time around. Casey Crawford said she has only received four receipts so far. Casey said she will send a second and third notice out. Walter asked is a third notice necessary? Tiger Robinson asked if you receive a denial letter, can you apply the next year. Ronnie Day said yes. Casey said she received approximately three hundred applications. State Fire Rescue Training Pat Thompson said he has been visiting with the coordinators and industrial coordinators across the state. Pat said we are in the process of hiring a curriculum specialist and a recruitment and retention coordinator. Pat said they are working with the accreditation with SACS. Dr. Box said the federal government has put pressure on all of the accrediting agencies to audit all of the locations where college credit is being awarded. If a college is not documenting exactly where the college credit is being awarded, the accrediting agency could remove your accreditation. Pat said they are working on that right now. Dr. Box said they are cleaning up a lot of stuff. Duane Suttles said the IFSAC reaccreditation is coming up in October. All of their programs have to bring up to current NFPA standards that the certifications are based on. Some of them are still current. Eight certifications will need to be revamped. Executive Director Report Ronnie Day said we continue to be busy in the office. Ronnie said we continue to work with Emergency Management on updating contracts. Ronnie said we have developed a partnership with the forestry service. As of this past week we have brought almost three million dollars worth of surplus equipment to the fire departments. If you haven t received a packet on surplus equipment please get with us.

Ronnie Day said state fire school is coming up. We have changed a lot of things. We have new classes being offered. There are four seminars scheduled for Friday afternoon. Bike night is on Saturday night in the Cox Street parking lot. Ronnie said we continue to work with the Federal and State Highway Incident Scene Safety Program. We sent twenty eight people to Frankfort last month for a train the trainer program. Ronnie said the National Responder Preparedness Center will be having a ribbon cutting ceremony on April 26 th at 10:00 a.m. (Central Time). The building will be named after Bryant Stiles. Ronnie said our new facility is scheduled to be completed by May 10 th. Ronnie said he has been placed on the Response & Recovery Committee board. We are looking at a statewide strategic plan for hazmat responses and recovery. State Fire Marshal s Office William Swope thanked Greg Dearing and the members of the fire commission for their calls and support to Fire Marshal s Office. The Fire Marshal s Office is having a round table discussion on April 16 th at 1:00 p.m. The purpose of this discussion is to identify goals and strategies for fire prevention. Homeland Security Tom Arnold said Homeland Security will be getting their grant funding for this year. Tom said there will be workshops that will explain the amount of money for the grants. Emergency Management Kentucky Firefighter s Association Sam Stacy said our next meeting will be at state fire school. Our conference will be held in Ashland this year. Old Business New Business Tiger Robinson said the chairman for the E&E committee will be David Goldsmith. The chairman for Finance is Walter Lage. The chairman of the Training Facility Committee will be David Stump. Bill Swope will be the chairman of Public Education. Greg Dearing will be the chairman of the Personnel Committee. Eric Bach will be the chairman of the Loan Committee. Rick Daugherty will be the chairman of the Health and Wellness Committee. Correspondence The National Fire Caucus will be held May 8 th through the 10 th in Washington D.C. State Fire School will be held from June 6 th through the 9 th.
