I. ABOUT THE INDIGENOUS WOMEN FUND "AYNI" The International Indigenous Women Forum (FIMI), is a global network of women that organizes indigenous women's organizations in Asia, Africa, the Arctic, the Pacific and the Americas, within the framework of its first International Forum of Indigenous Women, held in Lima, Peru, in 2008, establishes the Indigenous Women's Fund - AYNI, as a unique international fund and first of its kind, directed by indigenous women, for indigenous women. The word "AYNI", Quechua / Quichua word, whose meaning synthesizes collaboration within the community, reciprocity, equality and justice from the indigenous world view that goes beyond the limits in time and human, including in this way in solidarity work the spirituality, nature and all the elements of the cosmos. I.1 Recognition of the contributions of Indigenous Women The poverty, marginalization and exclusion in which indigenous communities live are a consequence of the discrimination and exclusion that have historically affected indigenous peoples. State institutions have not given attention to or protected the individual and collective rights of indigenous peoples, which is why it has been the communities themselves and especially indigenous women who have developed the development and survival strategies that have allowed them to overcome the economic poverty and strengthen community, environmental and cultural wealth. It is in this context that the Indigenous Women's Fund - AYNI, knows and recognizes the contributions of indigenous women to the sustainable human development of their communities, their localities and their countries. It also recognizes that initiatives and projects would not be viable without these contributions: their knowledge, their institutions and traditional organizations, their wisdom, their worldview and their culture. I.2 "Leading from the South" Program The "Leading from the South" Program aims to promote reflections and collective actions, learnings and constructions of solidarity networks between countries and regions to link the voices and experiences of indigenous women, so that, from their worldview and identity in the local spaces, articulate with movements at national and regional level for human, egalitarian and sustainable development. The "Leading from the South" (LFS) Program is a special fund created to provide resources to promote gender equality and the promotion of women's rights in the Global South for a period of four years (2017 to 2020). It is an initiative funded by the Ministry of Foreign Affairs of the Netherlands, which will be implemented jointly by four Women's Funds: Fondo de Mujeres del Sur (for Latin America and the Caribbean), the Women's Development Fund of Africa ( includes the Middle East and North Africa), Women's Fund of South Asia (for Asia) and the International Forum of Indigenous Women (FIMI). "Leading from the South" has among its main foundations, the principles of the Convention Against All Forms of Discrimination against Women (CEDAW), it is also based on the principles of the United Nations Declaration on the Rights of Indigenous Peoples. From these principles, it is added to the fulfillment of goal 5 of the Sustainable Development Goals. The Fund will use the allocation of funds, capacity building and other resources to strengthen women's movements in the global South, so that they can influence public policies, reduce gaps in power relations, and overcome exclusion. discrimination, violence, and unequal treatment.
II. ABOUT THE CALL FOR PROPOSALS OF THE "LEADING FROM THE SOUTH" PROGRAM The AYNI Fund, a fundamental instance of the International Forum of Indigenous Women for Development and grants to indigenous women's organizations around the world, launches the "Leading from the South" Convocation as part of its partnership with the Ministry of Foreign Affairs of the Netherlands II.1 What areas will the Indigenous Women Fund- Ayni does fund? The topics and activities that will have to be prioritized in this opportunity are: Incidence in political power: Participation of women in all areas of social and political leadership: local, national and international, especially in positions of popular election. Access to justice. Collective leadership and strengthening the voices of indigenous women and their political empowerment. Institutional strengthening: Organizational development: evaluations, development of alliances and networks, strategic planning, diagnostics and project development. The implementation of monitoring and evaluation of systems. Legalization and legal registration. Land, territory and resources: Support the plans and strategies of the indigenous communities and control for the management of their lands and resources in a way that contributes to sustainable livelihoods. It includes the efforts of political participation with the governments for the recognition of their rights to land, territories and resources, and the Prior and Informed Free Consent of the indigenous peoples. Mitigation and adaptation to climate change: Development of response strategies based on indigenous values and practices for the conservation of biodiversity and climate change. The promotion of the integration and documentation of the knowledge and practices of indigenous peoples in the reduction and prevention of disaster risks. Access to public services: Participation of women in influencing that their visions are included in public service programs. All proposals must be framed in the 2030 Agenda and explicitly refer and explain how they relate to Sustainable Development Goal No. 5 to achieve gender equality and empower women and girls.

II.3 Type and size of subsidies The grants will be approved in correspondence with the type of organization and its coverage according to the categories: - Small grants - Medium grants - Large grants Each proposal must complete the format, requirements and criteria specific to its category as indicated in this call. II.3.1. Small grants The small grants will focus on projects whose implementation takes place in the 12 (twelve) month period and the maximum amount to request is $ 24,000 USD.
They may submit proposals in this category: Organizations led by indigenous women; Groups of indigenous women, Communities of indigenous women, Groups of indigenous women in mixed organizations, to be eligible they must have at least one third of women in their leadership, or have an organized section or group of women within the organization, with participation in decision-making. The themes of the projects to be financed at this level are: a) Incidence in political power b) Institutional strengthening c) Access to public services The possession of legal status is not essential, requiring a fiscal sponsor. The medium grants The medium grants will focus on projects whose implementation takes place in the period of 12 (twelve) months and the maximum amount to request is $85.000 USD. They may submit proposals: Organizations led by indigenous women holding positions in decision making of the organization and most of the technical positions; Organizations must be based and lead their work in accordance with the worldview of indigenous peoples. Groups of indigenous women in mixed organizations. To be eligible, at least one third of their leadership must be from indigenous women and / or there is a section of women within the organization that participates in decision-making. Preferably have your own legal status and a bank account in your name; in the case of organizations without legal status, they must provide evidence of a good experience of prior collaboration with their fiscal sponsor. The large grants Special consideration will be given to proposals that come from organizations and networks that are articulated or have alliances for their implementation. It may be implemented in a period of 12 (twelve) months and the maximum amount to request is $200.000 USD. They will be able to participate: Organizations led by indigenous women holding decision-making positions in the organization and most of the technical positions; Organizations must be based and lead their work in accordance with the worldview of indigenous peoples, have their own legal status and a bank account in their name; The organization must have proven technical capacity in the areas and topics prioritized by this call. II.4 Who can submit an application? Only indigenous women's organizations, networks and funds can present their projects, including mixed organizations. Organizations must be registered in their countries, in accordance with current legislation. It is important to note that organizations that have their headquarters and work outside the country where the Fund is invested, are not eligible to request funds from this Program. Organizations must be registered in accordance with current legislation in their respective territories and have a minimum of 3 years of activities. On the other hand, the requested amount cannot exceed 50% of the current budget of the organization (or the leading organization in the case of consortiums)..
Indigenous women's groups and / or networks can submit projects jointly, as a consortium for any of the grant categories. To this end, one of the organizations will be responsible for receiving and managing the funds and signing the Memorandum of Understanding with FIMI in the event their project is approved. Applicant organizations must have: 50% of indigenous women in their capacity as members of the Board of Directors / Board of Directors 70% of the resources of their projects and programs should be allocated to programs and actions directly for the rights of indigenous women It is important that the organization be led by indigenous women. In the case of mixed organizations, the organization must guarantee and demonstrate that indigenous women have a delegation to represent the project and to make decisions about it. II.5 What activities does the Indigenous Women Fund AYNI not fund? The AYNI Indigenous Women's Fund does not finance 1) Microcredit, microfinance and other income generation activities. 2) Provision of public services, such as the operation of health centers and others. 3) Direct or indirect interventions in electoral political or partisan activities such as electoral campaigns, electoral processes, support or opposition to a political candidate during elections and contributions to a political fund or to an individual candidate fund (although independent). 4) Transfer of funds: how to use the funds to grant grants and scholarships to other groups and individuals that are not part of the direct beneficiaries of the Project or the organization. 5) Purchase of land or construction of office space or any other space. Political parties, faith-based organizations, educational institutions and individuals are not eligible for funding independently or as part of a consortium. III. ON THE PROCESS OF PRESENTATION AND SELECTION OF THE PROJECTS III.1. Form of presentation Project proposals for grants must be submitted online, through access to the specific platform whose access is www.lfs-ayni-fimi.com, where the organization can register, obtain a username, and password, complete the form and upload the requested backup information. Projects can be presented in Spanish, English, and French.
Organizations that request small grants will also have the option to submit their proposal by email if they prefer. Its duration must be maximum 20 minutes and follow the application form. Printed proposals sent by regular mail or parcel will not be accepted. III.2.What should be included in the presentation of the application? The request is composed of the following components: - Form - Planning instruments (logical framework and activity schedule) -Budget - Backup documentation III.2.1 Form. The form will show the main components of the project, its general, context, population or target group data, objectives, expected results, activities, risk hypotheses, cross-cutting aspects. At the same time, it offers a space to integrate the planning instruments (logical framework, and activity schedule). III.2.2. Planning instruments. These documents must be in Word or PDF format and uploaded to the platform according to the models provided. III.2.3. Budget. The Project's budget must be completed in US dollars according to the model provided, in accordance with the amount and size of the subsidy, and following the corresponding guidelines. The budget must be prepared based on the estimated costs locally, in the areas or territories where the organization carries out its work. Next, the different chapters and budget items are described, and the type of costs included in each of them:.
III.2.3.1. Monetary contributions Are those cash contributions made by FIMI or the Organization awarded for the development of the project. III.2.3.1.1. Items. Expenses must be framed in the following areas: -Goods and equipment. The AYNI Fund does not subsidize the acquisition of equipment, but accepts the valuation of equipment such as computers, or photographic machines that are made available to the project and that therefore can be counted as a contribution from the organization. -Vehicles. The AYNI Fund does not subsidize the acquisition of vehicles, but accepts the valuation of the use of the vehicle as a contribution from the organization. -Technical services. This heading refers to the acquisition of services for the realization of activities, for example, translations, publications, rental of sound equipment for events, illustrations and layout, room rental, etc. in which there is no provision or relationship of permanent employment with the organization. The justification of these costs will be made by presenting the corresponding invoices or receipts. -Travel. accommodations and expenses. They refer to the costs derived from the realization of trips, including ticket. -Capacity building. It is necessary to assign a percentage of 5% for scholarships, participation in meetings and conferences and payment of participation. -Operating costs The operating costs are those related to the management of the personnel and the operation of the organization, which can not represent more than 20% of the requested subsidy. Within these costs are considered: a. Personnel / human resources. This item refers to the costs derived from personnel or human resources that make up the project implementation team. The costs include salaries and social contributions, and / or the expected remuneration for volunteer personnel. During the implementation of the Project, this item will be justified with the contracts and / or vouchers or payment receipts to the people that make up the team, according to the composition of the team and the list of its members. b. Work costs. They refer to the costs derived from the structure used for the operation of the project, for example, the rent of rooms and spaces for the work of the equipment, the proportional of the rental costs, or the use of computer equipment.
III.2.3.2.Non-monetary contributions The Fund considers fundamental the contribution that indigenous women, in their own communities, make to the development of their projects. It is important to quantify this contribution and that is why we have divided the budget into two sessions entitled "Monetary contributions" and "Non-monetary contributions" in which the contributions of non-quantifiable indigenous women can be described, such as knowledge, practices, and knowledge. traditional, spiritual resources and quantifiable contributions (in the areas of investment and operation) such as working time (personnel), local services of food, lodging, or raw materials. Non-monetary contributions include costs derived from support activities for established social networks, spiritual support, interpretation in indigenous language and community promotion work. These costs have a value that can be reflected as a non-monetary contribution in the corresponding cell. III.2.4. Backup documentation. The supporting documentation includes letters of support, documents of legal constitution and registration in the country where the organization carries out its activities, and the fiscal, banking and audit documentation as appropriate. It is also very important to prove the due support of the community, and the expression of the prior, free informed consent of the indigenous people or community where the project is developed. This documentation experiences some variations in its form of presentation depending on the size of the grant to be requested, and must be uploaded to the online platform at the end of the filling out of the form. At the end of the form, and before clicking on the "send" option, the organization will upload the documentation to the online platform. To do this you must ensure that you have the documentation in Word, JPG, PDF format, or be scanned. III.2.4.1. Documents of legal constitution and legal registration. This documentation refers to the registers (number of registration and registration in Courts or areas of General Inspection of Justice) and legal constitution of the organization before the corresponding instances in the country where it carries out its activities (Organic Charter, operating statutes, etc.). The organization must have a seniority of more than three (3) years in the development of its activities. In the case of small organizations that present their project, it will not be mandatory to have a legal registry, although they may request that they register their fiscal sponsor with their respective letter of commitment or agreement in which it is proven that the organization of indigenous women will have the representation and decision making, respecting the administrative procedures of the sponsor. In the case of projects presented by Networks or Consortiums, it will be requested that the documents of legal constitution and registration be those of the leading organization or main applicant. In all cases, the Power of Representation of the legal representative of the organization (or in its absence, the fiscal sponsor) and its identification card or identity document must be presented. III.2.4.2. Documentation that accredits the financial management capacity. This documentation includes the set of supporting documents that certify the previous experience of the organization in the management of funds and grants similar to that of the AYNI Fund. In the case of organizations requesting small grants, a letter from traditional authorities or community references will be requested. In the case of medium grants, the organization will be asked for a letter of support from donors who have worked in partnership in the past. In the case of organizations requesting medium and large grants, a copy of the audit report of the last two years (2016 and 2017) will be requested. In all cases, once the projects have been selected and the organizations notified, a certificate issued by the bank will be required, stating the account number in the name of the organization, IBAN code and / or SWIFT. III.2.4.3 Community supports and other key instances. This set of documents refers to the concrete expression of the support of the leaders, the authorities of the communities, the public space, and donor entities that have provided support and funds, prior to the presentation of the Project. Organizations requesting small grants should provide a letter of endorsement from community or village authorities, while organizations requesting medium or large grants should provide letters of endorsement or letters of grant from previous grants from other donors. III.2.4.4 Participation of indigenous women in decision-making bodies and technical areas. It must be guaranteed that the organization is run by indigenous women. In the case of mixed organizations, the organization must present a letter that guarantees that indigenous women have a delegation to represent the project and to make decisions about it.
III.2.4.5 Letters of support. Organizations submitting projects must provide a letter of support or endorsement from the authorities or leaders of the community, and from a donor organization with which they have previously worked according to whether they are large, medium or small grant applications. In addition, the presentation of letters of support and references from indigenous women's organizations of different local, regional, national or international work networks or public institutions of the state at their different levels, or from international organizations, will be highly valued. In the case of the projects presented by Consortiums or Networks, it will be necessary for the member organizations to attach their support letter in the request made by the leading organization or main applicant. Presentation deadlines Organizations can present their projects until Thrusday 31st July, 2018, at 18:00 Hs. Lima, Peru, through the online platform www-lfs-ayni-fimi.org. After this date, the projects received will not be considered. The organizations whose projects are selected will be notified in writing individually, and the list will be disseminated on the website of the International Forum of Indigenous Women and its different social networks.
