Box 340 Mount Hope, ON L0R 1W0 Phone: 905.529-1212 Fax: 905.679.7305 E-mail: ats@hamilton.ca Website: www.hamilton.ca/ats ATS DARTS Passenger Service Bulletin October 2012 On November 1, 2012, the City of Hamilton will be implementing a new eligibility policy for Accessible Transportation Services (ATS) including DARTS service. \ Eligibility for service will be based on a person s functional abilities (physical, cognitive, and sensory), and on their environment as to whether they are able to use fixed-route public transit (HSR bus service). The new policy has a revised registration process which includes: a new application form, in-person orientation, and functional assessment if required. Functional assessments will be conducted by an independent third party agency (not the City of Hamilton), and the results of the assessment will determine the most appropriate form of public transportation for each person s mobility needs. A person s eligibility determination will have one of several possible outcomes: Unconditional applicant is not able to use HSR service; therefore they are eligible for all trips with DARTS. Conditional applicant is able to use HSR service under certain conditions; therefore they are eligible for some trips with DARTS. Temporary applicant is not able to use HSR service at the current time due to a condition that is expected to improve; therefore they are eligible for trips with DARTS on a temporary basis. Not Eligible applicant is able to use HSR service; therefore they are not eligible for any trips with DARTS. Current DARTS passengers registered with permanent service status will not be affected by the new eligibility policy and do not need to re-apply for service. DARTS passengers registered with temporary status will fall under the new eligibility policy upon expiry of their term of service. Current Taxi Scrip passengers who previously were not eligible for DARTS service may choose to reapply to ATS under the new policy. However, if a new application is submitted to ATS, eligibility will be re-assessed under the new guidelines. If it is determined that a passenger is not eligible for DARTS, they will also no longer be eligible for the Taxi Scrip Program. For persons who are not eligible for ATS services, or have conditional eligibility, a travel training program is available to learn how to use HSR service. An appeal process will also be available for any applicant who wishes to appeal the outcome of their eligibility determination.
