NUTRITION WORKING GROUP MEETING MINUTES Thursday, 5 th of December 2013 at 10:30am Ambassador Hotel Meeting Hall, Hargeisa, Somaliland 1. Welcome and Introductions: The meeting was chaired by Dr Ahmed from MoH who welcomed members to the December 2013 Somaliland NWG meeting after the Quran verses. The introductions of all participants followed and the only new participant was Joseph Ndegwa, the new MERLIN SL Health and nutrition Programme coordinator. Then, the agenda of the meeting was reviewed and agreed upon. 2. Review and endorsement of the last cluster meeting minutes and follow up on the action points: Minutes of the previous meeting (November 2013) were reviewed and endorsed as correct. Action points of the same meeting were also reviewed and updated (see page 6). 3. Update over all interventions in Hargeisa IDP s as response of FSNAU assessment. Mohamed Sheikh from UNICEF updated the participants that OTP service is going on in six static MCH and one mobile in Hargeisa IDPs. Similarly, TSFP and MCHN are taking place in six MCHs namely, Dami A, Sh. Nur, Sahardid, Ayaha, Stadium and Mogeh. He also reported that the referral system for SAM children with medical complications to Hargeisa hospital still working well. Also ANPPCAN managed one mobile OTP team continued to cover other new Hargeisa IDPs settlements such as Ayaha 3 and new Mohamed Mogeh. Gap areas which need consideration: There is no clear strategy for the food security cluster in mitigating the high rate of malnutrition in Hargeisa IDPs. The WFP team participating the December NWG meeting reported that there was a delay on the implementation of blanket supplementary feeding Programme (distribution of plumpy doze) for children 6-36 months in Hargeisa IDPs. The reason for the delay was reported to be high operational cost for BSFP interventions. Action Point: WFP to consult with MOH in identifying suitable local partner with the capacity to implement BSFP in Hargeisa IDPs. 4. Update relocation of Mohamed Mogeh Hargeisa IDP to Digaale site. Mohamed Sheikh from UNICEF updated the participants on the progress of moving the 816 households from new Mohamed Mogeh to Digaale IDP camp. The update included the following: The construction of 186 houses completed.
Action Point: The first group of 100 households will be transported to the Digaale settlement on 12 th of December 2013. Construction of latrines in Digaale is progressing well. DRC will do water trucking for the Digaale site for up to six months. The plan is to move 100 households every week. UNICEF will support one mobile OTP team for two months to fill the gap while ANPPCAN is waiting for response from OCHA for the newly submitted proposal for the extension expired PCA. MOH, UNICEF, WFP, HPA and ANPPCAN to hold a meeting on 8 th of December 2013 to discuss plans of enhancing nutrition interventions in Digaale and other Hargeisa IDPs. 5. ANPPCAN profile presentation: African Network for the Prevention and Protection against Child Abuse and Neglect (ANPPCAN) is a Pan-African child rights organization concerned with status of children in general and particular those in need of protection. It was founded in 1986 in Enugu, Nigeria during the First African Conferences on Child Abuse and Neglect whose theme was Child Labour in Africa. ANPPCAN has an observer status with the AFRICAN UNION (AU) since 1990 and regularly attends the meetings of the African Commission on Human and Peoples Rights. ANPPCAN-SOM is affiliated with the ANPPCAN and is registered in Somaliland as nongovernmental, non-profit making humanitarian organization with its headquarter in Hargeisa, Somaliland. ANPPCAN-SOM has field offices in Garowe, Puntland and Mogadishu in South Somalia. VISION; A country where children are free from all forms of maltreatment MISSION ;To enhance in partnership with others, prevention and protection of the children from all forms of maltreatment, thus ensuring that the rights of children are realized, through research, advocacy, training, education, coalition building and participatory approaches of child protection. PRIORITY AREAS: Orphaned Vulnerable Children (OVC). Abandoned or neglected children. Physically and sexually abused children. Female Genital Mutilation (for the young girls).
Children with different types of mental, intellectual and physical disabilities. Displaced children (Internally and externally). Children in rural areas and slum/ informal settlements. ANPPCAN SOM Program pillars ANPPCAN-SOM seeks to enable a relatively large number of children access to the services through basic principle of child right including Rights to the Protection Rights to the Education & Development Rights to survival Rights to the Participation Currently ongoing programmes: Infant and Young Child Feeding (IYCF) Care and Support in Somaliland supported by UNICEF and in close collaboration with MoH 2012-14 Women-to Women Initiative to FGM Abandonment in Awdal and Sahil Regions, supported by UNICEF, MOLSA 2012-2013. Implementation of IGAD Regional HIV and AIDS Partnership Program (IRAPP) in Somaliland Hot Spots/cross-border and surrounding communities, with IGAD/SOLNAC 2011-2012. Implementation of World Breastfeeding Week (WBW) Commemoration in Somaliland, MOH/UNICEF 2010-2013.
Reduce the Burden of Severe Acute Malnutrition in Urban Poor Settlements in and around Hargeisa, CHF, UNOCHA/UNICEF/MOH-SL 2013 Sub-Recipient of Somalia GFATM Malaria Grand Round 10 in Sahil, Awdal and Sanaag, ANPPCAN (SR), UNICEF (PR) and with NMPC SL, 2013-2014 Maternity Waiting Home Implementation Project in Puntland 2012-2013 Targeted MCHN Implementation Project in Puntland, WFP, MoH. 2012 (9 MCHs) Child Right Enhancement Project in Somaliland. SCF 2013 6. Agency Programme update: Health Poverty Action: PA reported that the issue of misuse of MCHN and TFSP in Dami B and Central MCHs is still outstanding and in consultation with WFP the organisation decided to suspend the HPA managed nutrition interventions in these two health centres. The issue will again be discussed with the new Regional Health Officer. Action Point: World Vision MOH to follow up the re- continuation of nutrition services for the vulnerable people Dami B and Central MCH in Hargeisa with the new regional health officer. The organisation is currently managing 12 MCHs which providing TFSP, MCHN and OTP fixed service.
MERLIN The outreach service has been discontinued for the lack funds. The organisation is expecting to have funding availability solution before the next month. MERLIN continued to manage the outreach and static nutrition service in Borama and Zeila districts of Awdal region. MERLIN included the expansion of 20 OTP mobile sites in the new PCA proposal for UNICEF. IYCF act ivies routinely on going. There is a need of replenishing plumpy nut for OTP programme only 50 cartons currently remained. Currently developing CNW training curriculum and community micro-planning. MCHN programme in the region had been suspended and still awaiting response from WFP.MCHN ban remains since April 2013 for Awdal region including school feeding. Distribution plan for 810 carton plumpy sup received as donation from Save the Children developed and immediately distributed accordingly non TSFP covered sites only. Action Point: WFP to follow up on the ban of all WFP supported preventive nutrition interventions in Awdal region and the concern to be raised at higher level. 7. Any Other Business: None
