SHORT TENDER DOCUMENT FOR PROVIDING LED SCREENS ON RENTAL BASIS FOR MEGA TRADE EVENT-TEXTILES INDIA 2017 TO BE HELD AT MAHATMA MANDIR CONVENTION CENTER AND HELIPAD EXHIBITION CENTER, GANDHINAGAR FROM 30 TH JUNE TO 2 ND JULY 2017 & AS AND WHEN REQUIRED IN EVENT AT AHMEDABAD AND/OR GANDHINAGAR TILL 30.06.2018. Industrial Extension Bureau (hereinafter referred to as indextb ) inviting bid for providing LED Screens on rental basis at Mahatma Mandir Convention Centre and Helipad Exhibition Centre, Gandhinagar through e- tender route for above mentioned event Mega Trade Event Textiles India 2017 and the contract valid for one year till i.e. 30.06.2018. Background 1.1. Industrial Extension Bureau (indextb) Industrial Extension Bureau (indextb) is a Government of Gujarat Organization, registered under the Societies Act 1856. The organization is under the Industries and Mines Department (IMD) of the Government of Gujarat (GoG). indextb makes various efforts for promoting investment in infrastructure and industrial sector in the State of Gujarat and attracts various investors. In efforts to promote investment and the State as ideal investment destination, it has been acting as the nodal agency for organizing Vibrant Gujarat Global Summits, since 2003. Vibrant Gujarat Global Summits are biennially organized since the year 2003 and accordingly Summits were successfully organized by indextb in the years 2005, 2007, 2009, 2011, 2013 and 2015. Over the years, the Summit has emerged as one of the flagship events of India and a major platform to discuss investments and development. The Summit till the year 2009 was organized by having required infrastructure on make-shift basis (temporary structures). Sensing the need to have the permanent structures to organize the Summit and considering increased need to have infrastructure related to organizing the exhibitions, conferences, seminars and other events related to business and government functioning, the Government of Gujarat decided to have facilities / infrastructure in the permanent form, by building a Convention and Exhibition Centre in Gandhinagar. 1.2. Mahatma Mandir Convention Centre (MMCC) The Father of the Nation Shri Mohandas Karamchand Gandhi, is also known with reverence as Mahatma. Gandhinagar the Capital City of State of Gujarat derives name from Father of the Nation. Since Gandhinagar did not have any major structure related to Mahatma Gandhi, it was considered to have a memorable and iconic complex build in the remembrance and homage to Mahatma Gandhi and was called as Mahatma Mandir. The total area allotted for construction of Mahatma Mandir is approximately 34 acres. This comprises Convention Centre, Exhibition Centre and Service Building in approximate built up area of 39,893 sq. mt and Photo Gallery and Food Court in approximate built up area of 16,740 sq. mt. Following structural facilities are located in MMCC.

a) Convention Centre (in three Floors) (Total area of approximately 10000 Sq mtr), Convention Hall (5000 seating capacity) 2. Eligibility Criteria The bidder must possess the requisite experience, strength and capability in providing the services necessary to meet the requirements as described earlier. The bids must be complete in all respect and should cover the entire scope of work as stipulated in the RFP document. The invitation to proposal is open to all bidders who qualify the eligibility criteria as given below. 2.1. The bidder should be a proprietorship firm / Registered firm (or) Private or Public Limited Company registered under the Indian companies act, 1956 (or) under the Limited Liability Partnership Act, 2008 (or) Partnership Act, 1932. (Supporting Documents should be submitted) 2.2. The bidder should have a minimum turnover of Rs. 01 crores for each of last three years i.e. 2013-14, 2014-15 and 2015-16. (Supporting Documents should be submitted). Bidder should have successfully executed mega events of the Government of International, National, State level scale programs for which bidder is required to submit proofs like Work order, Contract Agreement, Completion Certificate, Video Footages or pics etc. 2.3. The bidder should have executed at least number of project of Supply, Installation, Testing & Commissioning of LED Screens (indoor and / or outdoor) on rental basis in the last one year as follow: (Supporting Documents should be submitted). 1) One project of 4000 Sq. Ft. 2) Two project of 2400 Sq. Ft. 3) Four project of 1600 Sq. Ft. 2.4. The bidder should not have been blacklisted/debarred by Government of Gujarat (GoG), any other State Government in India (SG) or Government of India (GoI) or any of the agencies of GoG/SG/GoI. Joint Ventures/Consortium are not allowed. 2.5. Jurisdiction of Gandhinagar will be applicable to bidder. 3. Scope of Work 3.1. Bidder is required to provide LED Screens on rental basis and includes the work of supply, installation, testing, commissioning and managing of LED during various events coordinated by indextb in Gandhinagar and Ahmedabad at venues which include but not limited to Mahatma Mandir, Helipad Exhibition Centre, etc. 3.2. Bidder is required to provide LED Screens Video Wall (indoor & outdoor) of standard make. 3.3. Technical Specifications: P 3.7 mm including media server, LED/Video processors, Monitor display, Switchers, CAT- 6/Fiber cable, Power Supply and content making as per the client instruction. The scope of work includes sound system for input/output streaming. All tiles should be from one batch and same brand. LED screens to use with content management systems and digital media distribution systems, which should run from servers. The scope of work includes sound system for input/output streaming. Content is anything designed to be displayed on the screens as per the instruction of indextb. Content includes text, images, animations, video, audio, and

interfaces. Digital signage media players run on a variety of operating systems including Windows, Linux, Android and IOS. Standard LCD or LED video displays combined using a special VGA matrix controller. Watch out Server for Media Playback included, Media player and content server are located apart there is a need for audio-video wiring between the display and the media player and between the media player and the content server. The connection from media player to display is normally a VGA, DVI, HDMI or Component video connection. Digital signs to be used for different purposes: Public information, Advertising, Brand building, enhancing customer experience, influencing customer behaviour & Enhancing the environment. Bidder should provide with truss hanging arrangement including all accessories. 3.4 Required UPS with Minimum 30 Minutes power back up. 3.5 All tiles should be from one batch and same brand. 3.6 Agency should provide all the technical staff/technicians/operators during all event days as well as on non-event days. 3.7 Agency is required to install all LED Screens at various locations before the event or at least 02 days in advanced or as directed by indextb. No separate charges/fees will be payable to the bidder for this installation & testing of this period / non-event day. 4. Bid evaluation process Part I (Bid Security): Bidders required to submit following fees by DEMAND DRAFT in favour of Industrial Extension Bureau, Gandhinagar. 1. Tender Fees: Rs. 1500/- & 2. EMD: Rs. 50, 000/- These tender fees are non-refundable whereas EMD of designated bidder will be release after one year. i.e. after 30.06.2018. If the bidder has not been deposited / submitted, tender fee and/or bid Security and/or EMD than the bid shall be out rightly rejected. Part II (Technical Bids): Bidders qualified as per Part-I above will be short- listed and Technical bids of those bidders will only be opened for evaluation and only those bidders who qualify with successful submission would only be taken to next stage of Financial Evaluation. Opening of Proposal Industrial Extension Bureau (indextb) would open the proposals immediately after the Proposal Due Date and Time for the purpose of verification of requisite tender fees and EMD; verification of documents for pre-qualification would be consider of only those agencies who have paid the requisite fees/deposited fees and EMD. 5. Payment Schedule After the successful completion of supply, installation, commissioning, and execution on rental basis along with required manpower. Payment would be event to event basis. 6. Price Bid Format No. 1 Particulars Total cost per square feet for providing above technical specifications LED Screens on rental basis including UPS back up, technical manpower, 25 mtr. cable & required all accessories. Amount (in Rs.)** For One Day ** The amount quoted above is inclusive of all taxes, duties, transport charges and cost / fees towards obtaining any permission or any other charges shall be borne by the bidder. Charge for extra cable over 25 meters for single LED screen set up would be Rs. per meter Note : 1. The rental charges are asked for one day only. 2. For supply during the events of more than one day the rental would be calculated as under a. 100 % for 1 st day b. 50% for 2 nd Day c. 10% for every day starting for 3 rd day onwards Thus if the event is for four days than the rental payable would be 100% + 50%+10%+10% (i.e 1.7 times the rental of one day quoted) 3. The bidder has to provide the rates for extra cable over 25 mtrs asked above. If rates are not provided, then no extra amount would be payable for cable beyond 25 mtrs. 4. Evaluation of the tender would be based on the per day rental. The extra cable charges would not be the basis for the evaluation. 5. The extra cable charges would be subject to negotiation. 7. Proposal Submission Technical Proposal: Separate envelopes containing the tender fee & EMD and Technical Proposal should be also prepared and be marked as TECHNICAL PROPOSAL. This outer envelope shall bear the Name of the Assignment, submission address, Name of Bidder / Agency, Address, Contact Details etc. The Proposals must reach indextb on or before the last date of submission mentioned in the notice inviting tender. Any proposal received by indextb after the deadline for submission shall be returned unopened. indextb shall not be responsible for any postal or courier delays. All contents of the Proposal should be clearly numbered, indexed and arranged in a sequence and shall be bound firmly. The Original Proposal shall contain no interlineations or overwriting, except as necessary to correct errors made by the official of Agency themselves. The person who signs the proposal must put initial against such corrections. The proposals shall be signed and submitted by the Authorized Signatory of the Agency. The authorization shall be attached in the Technical Proposal and shall be in the form of a written

power of attorney/ board resolution or in any other form demonstrating that the representative has been dully authorized to sign. Financial Proposal: Online submission considered only for Financial Proposal. 9. Other Terms and Conditions Disqualification: The following events and circumstances may result in disqualification of the applicant from the bidding process: I. Submission of Proposal after the Proposal Due Date or not submitted online. II. III. IV. If the Proposal contains misleading or false representation in the forms, statements and attachments submitted in proof of the eligibility requirements. If the Proposal contains conditions other than the conditions mentioned in this document or any additional condition put in by the agency to the indextb. If the Proposal submitted with incomplete information such proposal will be considered non responsive. Agency is unable/fails to provide clarifications related to its Proposal. V. Consultants who attempt to influence the qualification or selection process shall be disqualified from the process at any stage. VI. VII. VIII. indextb reserves the right to reject or disqualify the proposal, if any detrimental information becomes known after the Consultant has been qualified. indextb reserves the right to reject the Applicant, at the time, or at any time after such information becomes known. In case of such disqualification under any circumstances, the decision taken by indextb shall be considered as final and binding. Force Majeure Neither party will be liable in respect of failure to fulfill its obligations, if the said failure is entirely due to Acts of God, Governmental restrictions or instructions, natural calamities or catastrophe, epidemics or disturbances in the country. Force Majeure shall not include (i) any event which is caused by the negligence or intentional action of a Party or by or of such Party s agents or employees, nor (ii) any event which a diligent Party could reasonably have been expected both to take into account at the time of being assigned the work, and avoid or overcome with utmost persistent effort in the carrying out of its obligations hereunder. A Party affected by an event of Force Majeure shall immediately notify the other Party of such event, providing sufficient and satisfactory evidence of the nature and cause of such event,

and shall similarly give written notice of the restoration of normal conditions as soon as possible. 10. FORMAT AND SIGNING OF PROPOSAL The proposal should be short, concise & include all points indicated in the Document. The Proposal shall be typed or written in indelible ink and should be in English. Proposal in other language would not be accepted. The pages and volumes of each part of the Proposal shall be clearly numbered. The Proposal shall contain all the information required herein and references of previous submissions shall not be considered.
