DISASTER PREPARENESS INITIATIVES AND UPDATES ON YOLANDA REHABILITATION UNDERSECRETARY DANILO ANTONIO Office of the Presidential Assistant for Rehabilitation and Recovery June 26, 2014

On November 8, 2013, Typhoon Yolanda (Haiyan) hit the Philippines left a grave number of deaths and an unprecedented record of damages in our country.

On December 6, 2013, the President signed Memorandum Order No. 62 (MO62) appointing former Senator Panfilo M. Lacson as the Presidential Assistant for Rehabilitation & Recovery (PARR).

PARR s Functions under MO62: Over-all Manager Coordinator Proposes Funding Overseer Call upon government agencies and stakeholders

PARR s Limitations PARR did not take-over any government functions PARR does not manage or hold funds PARR must observe existing laws and regulations (e.g., funds disbursement process, PDNA, scope of mandate under MO62)

While Typhoon Yolanda caused devastation, PARR also views this event as an opportunity to build back better and to improve lives.

World Risk Index Report 2011 Source: UNU IEHS (Sept 26,2011) http://ihrrblog.org/2011/09/26/2011-un-world-risk-index/ In terms of disaster risk the Philippines is No.1 In terms of Sea Level Rise (SLR) the Philippines is No.5 affecting 14 M people

BUILD BACK BETTER Principle PARR is guided by this principle which focuses on long-term, sustainable efforts to reduce vulnerabilities and strengthen capacities to cope with future hazard events.

BUILD BACK BETTER Principle Build Typhoon Resilient Infrastructure (250kph) Explore Sustainable Industries/SMEs, Typhoon Resilient Crops/Cash Crops, End-to-end value chain Typhoon Resilient Communities/Resettlement Sites Social Protection mechanisms in affected areas

PARR s Core Disaster Preparedness Initiatives
