Some egovernment success stories..in Uganda
National Backbone Fully Operational Key Phase I (completed) Phase II (completed) Phase III (Dec 2016) Phase IV (July 2018) Phase V feasibility study to end in June 2018 138 MDAs connected to the NBI and consuming internet, IFMS and leased lines so far 100 more connections planned for this FY leading to cumulative savings of UGX 23Bn recurrent expenditure so far from operation of the NBI Microsoft and Oracle licensing consolidated across Government leading to savings of UGX 28 Bn per annum Implementation of the NBI has lowered the cost of Internet bandwidth from USD 1,200 per mb/s per month to USD 300 per mb/s per month. Cost is expected to drop below USD 200 per mb/s per month after the implementation of Phase III 5

What else can we improve?
Take all Government services online! To quicken service delivery To limit human contact To improve investor confidence in Uganda To improve Government transparency and accountability The photograph above was taken three weeks ago when hundreds of citizens were inconvenienced to line up for days to apply for driving permit renewals.
Remove duplication The One Stop Centre for investors and the National ID project are good examples of Government delivery to her stakeholders through collaboration of various agencies Agencies delivering services facing the same group of stakeholders must work together to deliver a unified product to those stakeholders. Citizens, Businesses, Investors, etc must have a single view of the Government and not be bothered by multiple views of different MDAs which causes delays
Integrate Government IT Systems National ID data is key for identification of individuals across different systems (land titles, law enforcement, payroll, security, tax, etc) Improved ability to make meaning out of data held in different IT systems. e.g integration between the Integrated Financial Management System and the etax system can increase tax compliance

Next steps Infrastructure 900 Kilometres expansion of the National Backbone to West Nile and Moroto to achieve high speed access to the internet in those underserved areas. Installation of equipment to implement high capacity and low cost internet bandwidth across the Country. e-government Services Inter-ministerial committee on egovernment services Official email implementation for all MDAs and LGs to remove usage of public emails eprocurement implementation in MDAs and LGs to take the entire procurement process online and prepare for further roll out.
