STATEMENT OF WORK HAZARD ASSESSMENT PROGRAM TRW, INC. (Proposal No. ED/EHS-3368) The GEORGIA TECH RESEARCH INSTITUTE is pleased to submit the following statement of work outlining the tasks to be performed by the Environmental Health and Safety Division of the Georgia Institute of Technology. These tasks are in support of TRW's program to assess and control (as necessary) potential hazards associated with asbestos-containing materials at their 23555 Euclid Avenue, Cleveland, Ohio facility. These tasks are as follows. Draft a policy statement for TRW's Aircraft Components Group concerning asbestos. Draft a memorandum to be sent to TRW employees concerning TRW's asbestos policy and employee protection. Provide written quality control procedures applicable to conducting building surveys for asbestos. Provide a sample written respiratory protection program to TRW's Health and Safety Manager. Conduct a survey of all accessible locations in the 23555 Euclid Avenue facility for the purpose of locating friable asbestos-containing materials. This survey would include locating all spray-applied insulation and collecting bulk samples of these materials. Samples would be collected at a rate of one sample per 5000 square feet (floorspace) for each sampling area. A minimum of three samples per sampling area will be collected. Based on a previous plant tour we estimate collecting 42 samples. During the above-mentioned survey, a list of badly damaged pipe lagging, boiler, tank, pump, furnace and other insulations will be noted and given to TRW's Health and Safety Manager. Samples will not be collected from pipes, tanks, boilers, pumps and furnaces. All bulk samples collected will be analyzed by Georgia Tech's EHSD Analytical Laboratory. Prior to this, ten percent (10%) of these samples will be split (selected at random) and delivered to TRW's Health and Safety Manager for analysis by an independent laboratory. (NOTE: Georgia Tech's EHSD Analytical Laboratory is accredited by the American Industrial Hygiene Association (AIHA #246) and successfully participates in the EPA-sponsored quality assurance program and the NIOSH proficiency analytical testing program for asbestos (bulk and air samples, respectively). Accordingly, we recommend the split sample OC laboratory chosen by TRW have similar qualifications).

A report of the survey results will be prepared with (at a minimum) conclusions, recommendations, sampling protocol, analytical methods used, and a summary of the findings. Georgia Tech representatives will provide a brief training program (1-2 hours) for the maintenance personnel at this facility. This program will be repeated several times during the same week as the survey to accomodate TRW's work schedule (3 shifts). Review and provide written comments for limited work procedures prepared by Gandee, Architects & Engineers. (NOTE: Likewise, we would welcome review of Georgia Tech work by Gandee Associates). Conduct area air monitoring in selected areas to determine airborne fiber concentrations. It is anticipated that 14 samples will be collected and analyzed following procedures outlined in NIOSH method P&CAM 239 as required by OSHA (29 CFR 1910.1001). An additional 14 samples will be collected and delivered to TRW's Health and Safety Manager. These results, along with a summary of methods used will be provided to TRW in a written report. Based on the survey and air sampling data a report with recommended actions and priorities will be established in conjunction with TRW personnel. Provide a short management awareness program (15-30min) to TRW senior managers. This would be presented during the scheduled May senior staff meeting. Review and provide comments on TRW's recordkeeping system with respect to asbestos. Provide written procedures for on-going building monitoring. Prepare a draft EPA notification package using the "emergency renovation" provisions. (NOTE: initial contact with the EPA Region V representative indicates this may not be required. This is in conflict with previous similar projects). Draft a notification letter for external contractors performing work at this TRW facility concerning asbestos. Provide written procedures outlining an annual air monitoring program for asbestos at this facility. In conjunction with TRW, Georgia Tech will present portions of a one-day training seminar for plant managers and representatives from other TRW facilities. A schedule for performance of the above tasks has been mutually agreed upon and every effort will be made to adhere to this time table by TRW, Gandee, and Georgia Tech. However, since many tasks are dependent upon the completion of others beyond our control, we cannot assign completion

dates for each of the above tasks. Accordingly, performance for all of the above tasks will be from April 15, 1984 through August 15, 1984. Please note that the accompanying itemized budget was prepared pursuant to this statement of work. Included in the budget are all laboratory fees for the sampling effort described and three trips to TRW's Cleveland facility.
