OVER THE YEARS, THE PROJECT BECAME A SERVICE COMPLETELY INTEGRATED INTO CNA TURIN STRUCTURE. COMPARED WITH THE ORIGINAL MODEL, FEW ADJUSTMENTS HAVE BEEN INSERTED. AT PRESENT, 720 ENTERPRISES MANAGED BY FOREIGN CITIZENS ARE MEMBER OF CNA TORINO 1

CNA WORLD DEDALO MAIN OBJECTIVES ARE: - TO FOSTER MIGRANT ENTREPRENEURSHIP - TO SUPPORT THE START UP AND MANAGEMENT OF MIGRANT ENTERPRISES - TO IMPROVE MIGRANTS BUSINESS MANAGEMENT SKILLS - TO ENHANCE MIGRANTS ACCESS TO FINANCE - TO SUPPORT MIGRANTS IN DEALING WITH LEGAL REQUIREMENTS - TO SUPPORT EMPLOYERS OF FOREIGN PERSONNEL IN DEALING WITH LEGAL REQUIREMENTS CNA IS A NATIONALLY OPERATING PRIVATE INSTITUTION THAT WAS CREATED IN 1946 IT REPRESENTS THE INTERESTS OF CRAFTS AND SMALL AND MEDIUM SIZED ENTERPRISES. THE NATIONAL STRUCTURE OF CNA CONSISTS OF 19 REGIONAL OFFICES, 105 PROVINCIAL ASSOCIATIONS AND A PENSIONER SECTION. AT NATIONAL LEVEL CNA COUNTS WITH 430.000 ASSOCIATED ENTERPRISES. CNA TORINO HAS 13.500 MEMBERS. SERVICES WERE ORIGINALLY PROVIDED BY INTERCULTURAL MEDIATORS. CURRENTLY SERVICES ARE PROVIDED BY CNA COUNSELLORS. CNA WORLD DEDALO TURIN BASED PROJECT HAS BECOME A ROLE MODEL AND HAS LED TO A NATIONAL CNA WORLD PROGRAMME WITH 25 SIMILAR PROJECTS RUNNING ALL OVER ITALY 2

CNA WORLD DEDALO CONSISTS OF ASSISTANCE/SUPPORT SERVICES AND FREE TRAINING COURSES FOR FOREIGN CITIZENS BASED IN THE PROVINCE OF TURIN SUPPORT SERVICES INCLUDE: - DEALING WITH LEGAL AND ADMINISTRATIVE REQUIREMENTS AND SUPPORT TO THE BUSINESS START UP - FISCAL ASSISTANCE FOR FOREIGN-OWNED ENTERPRISES - SUPPORT TO OPEN A BANK ACCOUNT (SPECIAL AGREEMENTS WITH LOCAL BANKS) - ACCESS TO FINANCE (CO-OPERATION WITH SAN PAOLO-INTESA BANK) - ADVICE ON INSURANCE - ASSISTING EMPLOYERS WITH FOREIGN PERSONNEL - ASSISTING FOREIGN CITIZENS IN DEALING WITH ALL LEGAL AND ADMINISTRATIVE REQUIREMENTS RELATED TO THEIR STAY IN ITALY CNA WORLD DEDALO CONSISTS OF ASSISTANCE/SUPPORT SERVICES AND FREE TRAINING COURSES FOR FOREIGN CITIZENS BASED IN THE PROVINCE OF TURIN FREE TRAINING COURSES COURSES ARE PERIODICALLY ORGANISED FOR STARTING AND ALREADY OPERATING FOREIGN ENTREPRENEURS EACH COURSE CONSISTS IN SIX MEETINGS ORGANISED IN COOPERATION WITH SAN PAOLO INTESA BANK. THE TOPICS OF THESE MEETINGS ARE: LAWS AND NORMS, MANAGING AN ENTERPRISE IN ITALY; FISCAL IMPLICATIONS, TAXES AND BOOK KEEPING, DEALING WITH CREDIT INSTITUTIONS AND FINANCIAL INSTRUMENTS, INSURANCE AND CONTRACTS, ITALIAN BUSINESS LANGUAGE 3

CNA WORLD DEDALO USERS/CLIENTS CNA SERVES THE INTERESTS OF ITALIAN CRAFTS AND ENTREPRENEURS IN GENERAL. WORLD DEDALO SERVICE IS SPECIFICALLY TARGETED TO MIGRANTS THE PROGRAMME DOES NOT TARGET SPECIFIC CATEGORIES OF MIGRANTS MAJORITY OF PARTICIPANTS EASTERN EUROPEAN CITIZENS (ROMANIAN, MOLDAVIAN, ALBANIAN) MOROCCAN PERUVIAN OTHER NORTHERN AND SUB-SAHARAN AFRICAN (EGYPTIAN, NIGERIAN, SENEGALESE) ASIAN (CHINESE) TOTAL NO OF PERSONS ASSISTED:.1200 MEN 680 WOMEN.520 EASTERN EUROPE (OF WHICH 240 ROMANIAN) 410 AFRICA..350 ASIA...160 LATIN AMERICA.....280 4

RESULTS OBTAINED SO FAR: 1200 PARTICIPANTS 518 START UPS (43% OF THE TOTAL PARTICIPANTS) 188 TRAINEES (OF WHICH 20% ARE ALREADY ENTREPRENEURS AND 80% ARE INVOLVED IN THE BUSINESS START UP) WHAT WORKS PARTICULARLY WELL: -COHERENCE OF PROVIDED SERVICES WITH THE CLIENTS NEEDS -RELATIONSHIP BETWEEN THE SERVICE PROVIDERS (COUNSELLORS) AND CLIENTS -SERVICE PROVIDERS (CNA WORLD DEDALO COUNSELLORS) AND CNA TURIN OPERATORS COMPLETELY SHARE THE SERVICE PHILOSOPHY - RELATIONSHIP BETWEEN CNA WORLD DEDALO AND ALL PUBLIC AND PRIVATE SUBJECTS DEALING WITH MIGRATION POLICIES 5

PROBLEMS THAT HAD TO BE OVERCOME INSTITUTIONAL AND STRATEGICAL PROBLEMS - INITIAL RESISTENCE OF CNA TURIN OPERATORS AND ASSOCIATION MEMBERS (CRAFTS AND ENTREPRENEURS) TO SHARE THE SERVICE PHILOSOPHY - LOW AKNOWLEDGEMENT OF LOCAL INSTITUTIONS OF CNA TURIN EVOLVING MISSION OPERATIONAL AND MANAGEMENT PROBLEMS RESISTENCE OF THE SERVICE USERS/CLIENTS TO AKNOWLEDGE THE VALUE OF THE INTERCULTURAL MEDIATORS (ETHNIC, RELIGIOUS AND GENDER DIFFERENCES): Should the mediator be only a language facilitator or should become a counsellor? SKILLS OF HUMAN RESOURCES INVOLVED IN THE SERVICE IN THE FIRST STAGE, ECONOMIC SELF SUSTAINABILITY HOW COULD OTHER EXPERIENCES BENEFIT FROM THIS PRACTICE? Conditions: - supportive environment (migration policies) - economic support to the start up of the service - the organisation human resources genuinely share the service philosophy -at initial stage, strict cooperation with public local authorities (project identification and service start up) Lessons learnt: - services provided should evolve - after initial stage, economic self sustainability should be reached - over the years, CNA counsellors acquired mediation skills and inter cultural mediators become counsellors 6
