Role: Senior Programme Manager Reports to: Director of Learning and Programmes Salary: 28,000-35,000 Location: London SUMMARY We are seeking an experienced programme manager in international development who is passionate about sustainability and willing to help us build a new generation of global leaders to steer humanity onto a sustainable path. The role encompasses four key areas: programme management, grant and donor management, international partnerships and fundraising. With demonstrable programme management experience in the developing world, you will be a motivated individual, capable of managing complex projects, budgets and operational partnerships, responsible for grant application and management activities and playing a key role in contributing to LEAD s evolving development programme portfolio. You will also be responsible for increasing the funding from government, EU and other institutional sources by providing strategic leadership for the building of organisational capacity to establish, maintain and develop long-term institutional funding partnerships. KEY AREAS OF RESPONSIBILITY PROGRAMME MANAGEMENT Manage LEAD s current programme portfolio, including taking responsibility for assessing grant applications, implementation, monitoring and evaluation of programmes. Be the first source of information and knowledge on programmes to feed into new programme and proposal design and for work on global policy, communications and research. Strengthen LEAD s monitoring capabilities, both financially and operationally, and demonstrate the impact that our grants have on programme participants. To liaise where appropriate stakeholders and partners to strengthen the quality and impact of our programming. Make regular field visits to ensure programme and partnership progress is in line with objectives. It is anticipated that the post will necessitate approximately 15-30 days overseas travel per annum. Support, guide and advise LEAD in developing and implementing monitoring and evaluation and impact assessment of projects/programmes including assisting in the design of programme reviews, project evaluations and research studies. Contribute to the development of policy, plans and improved working practices, programme planning, budgeting, monitoring and evaluation.

GRANT AND DONOR MANAGEMENT Ensure that quality narrative, financial and progress monitoring reports are delivered to institutional donors as required and in line with contract requirements. Develop and maintain familiarity with and detailed understanding of the grant management requirements of donors which fund grants in respect. Proactively manage grant performance, identifying risks and working with colleagues to minimise them. Manage grant contract amendments, including donor liaison, working with colleagues at HQ and country offices to ensure alignment between revised project implementation plans and budgets. DEVELOPMENT & FUNDRAISING Work with Director of Learning & Programmes (DLP) and Executive Director (ED) to review & re-define Lead International s Development Programmes strategy and offering. Develop a strategy to increase income from new and existing international statutory and institutional donors and specific foundations in liaison with the DLP & ED. Keep up to date with donor policies, application and reporting processes, remaining abreast of major development assistance agreements and potential NGO funding opportunities. Seek, initiate and act on opportunities to strategically engage, involve and develop donor relationships, including opportunities for donor engagement with HQ and country programme staff. Approach potential donors and develop professional and productive relationships including holding face to face meetings where appropriate. Lead in the preparation of concept notes & proposals and initiate negotiations with donors, coordinating and consulting with other team members. Maintain plans and procedures for the production and approval of proposals. Write detailed, high quality proposals and prepare accurate budgets for large statutory/institutional donors in coordination with other team members. Ensure key staff understand donor requirements (narrative and financial) for relevant proposals and reporting, and provide support when needed. INTERNATIONAL PARTNERSHIPS To strengthen LEAD s partnership with international and local partners and to maximise the impact and effectiveness of our grants accordingly. To strengthen direct relationships with local communities identify programming and partnership opportunities to assist in their self sustainability. To be the focal point for all LEAD s selected field partners within the geographical area, ensuring that they meet agreed partnership and programme management standards in accounting for LEAD s valuable resources. Establish contact with relevant networks and represent LEAD at external meetings relevant to designated programme work

Desirable KNOWLEDGE/QUALIFICATIONS/ SKILLS REQUIRED Masters degree in Development Studies, International Relations or related field. A general understanding of international development theory and practice and relationship with sustainable development. Proven project and finance management skills and capacity to work within a dynamic organisation. Ability to analyse, produce and manage complex project budgets and then report against them. Well developed interpersonal skills Outstanding oral and written English communication skills with an ability to produce accurate, factual and compelling reports and proposals. A willingness and ability to speak in public and to network proactively with other relevant agencies. An understanding of cross cultural sensitivity. Fluency in another foreign language. Work experience in Asia and Africa. Extensive travel experience. EXPERIENCE REQUIRED At least five years demonstrable experience in international development as a manager or consultant. Proven experience of developing, submitting and securing complex funding proposals to statutory/institutional donors such as the EC, DFID, Comic Relief and the Big Lottery Fund Experience of designing and developing and implementing international development programmes in excess of 1 million. Demonstrable experience of compliance with different reporting requirements, delivering grant management reports to DFID, EC and a range of other European donor institutions. Experience of developing and distance-managing partnerships with international partners. Demonstrable experience of building and maintaining relationships with donors at a strategic level. An understanding of frameworks, monitoring and evaluation methodologies and the measurement of project impact. Experience of complex grant funding such as working in consortia, tenders and multi-country proposals. Entrepreneurial approach and solutions oriented. Proven ability to work on own initiative; meet objectives and tight deadlines under pressure. Excellent written and spoken English to engage with effectively with a wide range of audiences. Excellent team player, able to coordinate and work effectively across a global team.
