MINUTES OF THE MEETINGS OF GRANT-IN-AID COMMITTEE HELD ON 20.1.2011 & ON 25.1.2011 Page 1 of 11 The Deptt. of Women & Child Development, Govt. of NCT of Delhi convened two meetings of the GIA Committee in the month of Jan 11, which were held on 20.1.2011 and on 25.1.11 at 3.00 P.M., under the Chairmanship of Director (WCD) to consider the GIA cases under the schemes of Ministries of Social Justice & Empowerment, and Women & Child Development, Govt. of India, for the year 2010-11. The meetings were attended by the following Officers:- 1. Sh. R.N.Mangla, Addl.Director (VAC), 2. Sh. Arya Vir, Sr. A.O. 3. Distt. Officers of respective Districts. 4. Smt. Satnam Dhamija, Dy.Director (VAC) 5. Smt. Suchi Sehgal, Dy.Director (CPU) 6. Sh. P.Khakha, Supdt.(VAC). The Distt. Officers attended the meetings, who had carried out the scrutiny and inspection of the GIA proposals which were project location-wise, falling in their respective jurisdiction. They brought and presented the cases before the GIA Committee along with summary on the cases containing brief findings and results thereon. During this meeting the GIA Committee found the following cases suitable for recommendation to the Ministry of Social Justice & Empowerment and to the Ministry of Women & Child Development, Govt. of India. GENERAL GIA FOR VOLUNTARY ORGANIZTION IN THE FIELD OF WOMEN & CHILD DEVELOPMENT 1 CVARA- Coordinating Voluntary Adoption Resource Agency, 4, Deen dayal Upadhyay Marg, New To Promote In-country Adoption in Delhi and NCR. SPECIFIC OBSERVATION ON PROPOSAL OF SALAM BALAK TRAUST UNDER INTEGRATED PROGRAMME FOR STREET CHILDREN The GIA Committee observed that this case of NGO Salam Balak Trust be referred to the Child Protection Unit of Deptt. of WCD, Govt. of NCT of Delhi for its further necessary consideration in view of the fact that the pre existing programme of street had been merged into the new Integrated Child Protection Scheme of Ministry of WCD. The case may be referred to the CPU with remarks that this particular case of the said NGO was found suitable by the GIA Committee for recommendation to the Ministry under said pre existing programme for which Deptt of WCD, GNCT of Delhi had already invited and processed the applications. GIA CASES UNDER ICPS PROGRAMME A Grant-in-Aid case of the NGO Salam Balak Trust for its project of Open Shelter under the ICPS Programme was also presented before the GIA Committee by the Dy.Director, Child Protection Unit. This case was also found suitable by the GIA Committee for recommendation. COMMON OBSERVATIONS FOR RECOMMENDED CASES: The GIA Committee observed that the above listed cases are recommended to Ministry of Social Justice & Empowerment, Govt. of India and Ministry of Women & Child Development, Govt. of Inida with the following common observations:-

3 1. In view of the fact that the Ministry of Social Justice & Empowerment, Govt. of India has decided State-wise notional allocation under different GIA schemes. The amount of GIA for the recommended cases may be decided as per the proportion of actual grant disbursed last year. 2. The quantum amount of GIA may be decided by the Recommendation Committee/ Sanctioning Committee at Govt. of India after looking into the utilization of the previous grants. 3. The sanction be based strictly in accordance with norms of the scheme as applicable to the respective case. UNRECOMMENDED CASES MINISTRY OF SOCIAL JUSTICE & EMPOWERMENT, GOVT. OF INDIA SCHEME OF ASSISTANCE FOR PREVENTION OF ALCOHOLISM AND SUBSTANCE (DRUGS) ABUSE AND FOR SOCIAL DEFENSE SERVICES. (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly.. inter alia, (ii) Following relevant points on scope, eligibility & experience requirements stipulated in the scheme & other guidelines: Guidelines For Assisting NGO/Voluntary Organizations of the Ministry of Social Justice & Empowerment,Govt.of India which states that In order to be eligible for assistance, a Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. Such projects will not be taken up for assistance where the activities are proposed to commence after the project is sanctioned and funds released by the Ministry ; It should have resources, facilities and experience for undertaking the programme. As conveyed by the Ministry of Social Justice & Empowerment, Govt. of India, under the revised scheme of Prevention of Alcoholism & Substance (Drug) Abuse,, which came into effect from 1.10.2008, Counseling & Awareness Centres have been merged with the Integrated Rehabilitation Centre for Addicts (IRCAs), therefore, funding for maintenance of the Counseling & Awareness Centres would not be possible under the revised scheme. AN INTEGRATED PROGRAMME FOR OLDER PERSONS (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly.. inter alia, (ii) Following relevant points on eligibility & experience requirements stipulated in the scheme & other guidelines: Guidelines For Assisting NGO/Voluntary Organizations of the Ministry of Social Justice & Empowerment,Govt.of India which states that In order to be eligible for assistance, a Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. Officers, as briefly, inter alia, (ii) Following relevant points on eligibility & experience requirements stipulated in the scheme & other guidelines: Guidelines For Assisting NGO/Voluntary Organizations of the Ministry of Social Justice & Empowerment,Govt.of India which states that In order to be eligible for assistance, a Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. Such projects will not be taken up for assistance where the activities are proposed to commence after the project is sanctioned and funds released by the Ministry ; The NGOs should preferably possess professional/technical expertise in the form of professionally qualified staff (from recognized courses) for the identification, prescription of the required artificial aids/appliance, fitment and post-fitment care of the beneficiaries as well as the aid/appliance. The NGO should also preferably possess infrastructure in the form of machinery/equipment for the fabrication, fitment and maintenance of artificial aid/appliance to be given to a disabled person under ADIP Scheme. the following case is not found suitable for recommendation S. 6 The organization should have experience of working in that programme or related area or should show evidence of competence to take up the proposed scheme. The organisation should have been in existence for at least two years before it is eligible for applying for grant-inaid under any scheme. However, an exception of this rule may be considered in areas where the Central/State Govt. proposes to promote Voluntary effort. It should be well managed stable organisation with facilities, resources and personnel to undertake welfare work. It should not be run for profit to any individual or body of individuals. It should have a properly constituted Managing Body with its powers/duties and responsibilities clearly defined and laid clown in a written Constitution. The Distt. Officer reports that NGO has no proper space to run the project; its premises are used for residential purposes as well. The Distt. Officer reports that the NGO has not applied in the prescribed format. The Distt. Officer reports the following observations: about the NGO: 1. Staff register is not maintained. 2. No details/ record regarding salary of staff and building. 3. No vouchers/ receipts in respect of donations/ grants receipts. 4. No list of beneficiaries maintained. 5. SCHEME OF ORGANISATIONAL ASSISTANCE TO VOLUNTARY ORGANISATION FOR WOMEN AND CHILD DEVELOPMENT (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly, inter alia, (ii) Following relevant points on eligibility &experience requirements stipulated in the scheme: Under most of the schemes grants are given only for projects. However, voluntary organisations also need some Support to maintain their central office so that various activities can be carried out in a smooth manner as the efficient running of the central office is a vital input for its activities. For the purpose of this scheme "voluntary organisation" shall mean an organisation whose activities are of significance in the context of national priorities for Women and Child Development. The annual expenditure of the organisation for entitlement of grant-in-aid should not be less than Rs.50,000/-.
