EXECUTIVE BRIEF Motion and Title: Staff recommends motion to adopt: a resolution confirming Palm Beach County Board of County Commissioners' (Board) support of the Palm Beach Metropolitan Planning Organization (PBMPO) and Broward Metropolitan Planning Organization (BMPO) efforts to secure Federal funding through the Transportation Investments Generating Economic Recovery (TIGER) grant program for quiet zone improvements at Florida East Coast (FEC) railway grade crossings throughout both counties. SUMMARY: Adoption of this resolution will confirm Board support of the PBMPO and BMPO efforts to secure Federal funding through the TIGER grant program for quiet zone improvements to provide a safe area where train horns are not routinely sounded. Countywide (MRE) Background and Justification: The expansion of intermodal facilities such as Port Miami, Port Everglades and the Port of Palm Beach are projected to increase the intensity of freight trains traversing the FEC corridor, both in number and size. In addition, All Aboard Florida, a subsidiary of FEC rail company, is currently planning a project that will restore passenger rail service from Miami to Orlando, increasing the existing train volume by as many as 30 trains a day. In an effort to obtain funding to establish quiet zones where locomotive horns are not routinely sounded, PBMPO and BMPO are applying for a TIGER grant. Resolutions and letters of support are an important element of the TIGER grant application. Support documentation is required by April 14, 2014 in order to meet the TIGER grant application deadline of April 28, 2014. Attachments: 1. RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PALM BEACH COUNTY, FLORIDA SUPPORTING THE PALM BEACH METROPOLITAN PLANNING ORGANIZATION (PBMPO) AND BROWARD METROPOLITAN PLANNING ORGANIZATION (BMPO) EFFORTS TO SECURE FEDERAL FUNDING THROUGH THE TRANSPORTATION INVESTMENTS GENERATING ECONOMIC RECOVERY (TIGER) GRANT PROGRAM FOR QUIET ZONE IMPROVEMENTS AT FLORIDA EAST COAST (FEC) RAILWAY GRADE CROSSINGS WHEREAS, the Florida East Coast (FEC) railroad corridor is a linear rail corridor connecting historic and mixed-use downtowns along Florida's east coast; and WHEREAS, roadways at railroad grade crossings occur throughout Palm Beach and Broward counties including crossings in historic and mixed-use downtowns along Florida's east coast and throughout Palm Beach County; and WHEREAS, railroads are vital for commerce, but they can also create high noise levels from passing train horns; and WHEREAS, the expansion of intermodal facilities such as Port Miami, Port Everglades and the Port of Palm Beach will enhance the ability to increase and process freight, expanding economic activity in South Florida; and WHEREAS, All Aboard Florida (AAF) is proposing operating an inner city passenger rail service in Florida that will connect Miami to Orlando, increasing the number of trains by as many as 30 additional trains a day; and WHEREAS, these freight improvements and passenger rail service are projected to increase the intensity of trains traversing the FEC corridor, both in number and size; and WHEREAS, a quiet zone will provide a safe area where train horns are not routinely sounded thus decreasing the noise level for nearby residents, schools and businesses while accommodating greater trade with domestic and international partners; and WHEREAS, the installation of additional safety infrastructure and multi-modal connectivity at grade crossings will reduce neighborhood impacts from freight and improve the economic vitality of historic mixed-use downtowns; Page 1 of 3 N:\ENG_SER\RA.JLROAD\FEC\AI! NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF PALM BEACH COUNTY, FLORIDA, THAT: 1. The Board of County Commissioner's of Palm Beach County support the Palm Beach Metropolitan Planning Organization and the Broward Metropolitan Planning Organization efforts to secure Federal funding through the Transportation Investments Generating Economic Recovery (TIGER) grant program for quiet zone improvements to provide a safe area where train horns are not routinely sounded. 2.
