SEDCOR s Mission Strategic Economic Development Corporation is the lead economic development entity for Oregon s Mid-Willamette Valley. The 400-plus member nonprofit association leverages strong public and private partnerships to aggressively retain and attract high value jobs and capital investment to the region. SEDCOR focuses on supporting and growing traded-sector businesses in the region, with a targeted focus. These industries have the best potential for job growth, to pay higher wages, and to bring new dollars into the local economy. President s Message We re pleased to deliver the SEDCOR 2015 Annual Report. As a supporter of SEDCOR you know that we work aggressively to grow business in the Mid-Willamette Valley. Over the last year we have been successful by working both with local firms as well as new companies moving in. This year has brought some exciting new developments as our region of Oregon continues to grow. Chad Freeman SEDCOR President In 2015 we worked on new projects that will be driving our region for years. This has included over $40 million in expansions, two companies new to our region, as well as our tireless work to help companies find exactly what they need to be successful. Hopefully, this report will give you an idea of the outstanding projects from great companies that we have in our area. The cumulative effect of this work has been astounding. In the last three years we have seen almost $150 million in new investment, adding thousands of traded sector jobs. Thank you for supporting SEDCOR as we help grow the economy of our region. Mid-Willamette Valley Business Investment Power Equipment Systems (PES) - Salem Outdoor power equipment distributor PES needed room to grow in order to achieve their goals. The executive team landed on an existing property in Salem, Oregon. PES moved into 100,000 square feet of warehouse and office space and purchased new equipment with the help of SEDCOR, the City of Salem, and Oregon Manufacturing Extension Partnership. The new expansion allowed the company to bring three new jobs to the region. $5,000,000 investment Partners: SEDCOR, City of Salem, OMEP Willamette Valley Pie - Silverton Food processing and distribution Willamette Valley Pie moved its distribution services into an existing building in Silverton to gain more office, freezer and distribution space than was available at its original facility. The expansion meant retaining 30 jobs and adding five people to support the new facility. Working with the City of Silverton, SEDCOR helped with an introduction to the Enterprise Zone program and also helped with business consulting services that included helping to identify a building. $4,000,000 investment Partners: SEDCOR, PGE, City of Silverton, Business Oregon, CD Redding Construction and Project Delivery Group. Turner Lumber Value-added wood processing Turner Lumber is one of the most versatile producers of lumber products in the United States and continues to lead the way in innovation throughout the industry. When Turner was seeking to expand its export markets, company leaders turned to SEDCOR. With technical support from SEDCOR, Turner worked with OSU to develop new software that would optimize operations for its kilns and made major property improvements, adding 20 new jobs in the process and retaining 100 jobs. $2,250,000 investment Partners: SEDCOR, Oregon State University Forest River Inc. - Silverton Trailer manufacturing Forest River, one of America s leading manufacturers of recreational vehicles, pontoon boats, cargo trailers and buses, expanded its facilities to include a 156,000 sq. ft. building in Silverton. Littau Harvester - Stayton Equipment manufacturer Littau Harvester has been developing and manufacturing crop harvesting equipment to fit the needs of growers around the world for more than four decades. With technical support from SEDCOR and Enterprise Zone help, the company expanded this year by purchasing a 160,000 sq. ft. building in Stayton for assembly, product storage and distribution. The company will also relocate its trucking operations onto this site. The company retained 120 employees and added 10 new jobs with this expansion. $3,500,000 investment Partners: SEDCOR, N. Santiam School District, City of Stayton KP Harvest - Mt. Angel Hazelnut shell products manufacturing KP s Harvest Time Products, LLC, a small, family-owned manufacturer of Hazelnut shell products, moved its operations from Aurora, in Clackamas County, to the former 30,000 sq.ft. Wilco building on Main Street in Mt. Angel, bringing 4 new employees to the community. SEDCOR helped the company by working with the city and putting the company in touch with a number of available resources. $750,000 investment Partner: SEDCOR FCR - Independence Call center FCR opened a new call center and training annex in Independence, occupying two buildings at 1399 and 1319 Monmouth St. in the Central Plaza Shopping Center and bringing 100 new jobs to the region. With facilities in Roseburg, Grants Pass, Coos Bay, Veneta, Eugene, and Independence, FCR provides a wide range of outsourced call center and business process solutions to its customers. $1,500,000 investment Partner: City of Independence Universal Forest Products (UFP) - Woodburn Value-added wood processing UFP Woodburn is part of the Universal Forest Products family of companies, a multibilliondollar business with approximately 90 affiliates throughout North America and Australia that supply wood, wood composite and non-wood products to three robust markets: retail, construction and industrial. With technical support from SEDCOR, along with Enterprise Zone assistance, the company expanded this year, adding new office space and CNC machining space and equipment. The expansion added ten new jobs to the region. $3,500,000 investment Partners: SEDCOR, City of Woodburn, Business Oregon sedcor.com 9

Business Retention and Expansion The primary goal of Strategic Economic Development Corporation (SEDCOR) is to diversify the local economy by building up the traded sector. SEDCOR does this through business assistance meeting directly with companies every day to help them stay in the region and expand, using a variety of tools. Staff maintains contact with hundreds of businesses in Marion, Polk and Yamhill Counties, connecting them with resources and support for expansion, finding supply chain and partnership opportunities, linking them with financial, educational, and workforce resources, and removing barriers for market expansion. In FY 2014-15, SEDCOR staff made more than 800 traded sector employer visits, offering them access to an array of development services. SEDCOR also launched and supported business retention and expansion programs (BR&E) in ten Mid-Willamette Valley communities. SEDCOR also partnered with the Mid- Willamette Valley Council of Governments, PGE, Pacificorp, Incite, and Oregon Manufacturing Extension Partnership to identify supply chain needs for 50 manufacturers as part of the Make It In The Willamette Valley initiative. This threeyear program will help local manufacturing companies expand their businesses, increase their global competitive advantage, and bring jobs to the region. SEDCOR played a key role in stimulating $40 million of new business investment. To bolster export activity, SEDCOR issued 29 Certificates of Origin and hosted two international trade events to connect local exporters with buyers in Korea, Saudi Arabia and Canada. Presenters gave market overviews and snapshots of key industries, latest trends and new opportunities, success stories of Oregon companies, and information on how to obtain grants and export financing. SEDCOR supported Career Technical Education programs in nine school districts and exposed more than 1,200 students to trade job opportunities. Members of the SEDCOR Construction Alliance (SCA) and industrial companies in the region donated their time, equipment and materials to help educate students about jobs in the trades, and helped teach fundamental skills to gain competencies for a job in multiple industries. In all, SEDCOR played a key role in stimulating $40 million of new business investment through retention and expansion efforts that added or retained 628 jobs this year. 10 SEDCOR 2015 Annual Report

Business Recruitment SEDCOR markets the competitive advantages of the Mid-Willamette Valley to national and international business audiences, working with partners to build relationships with site selectors, key industry representatives, and the real estate community. This year SEDCOR welcomed two new industrial employers to the region, bringing $2.2 million investment and 104 new jobs. Not surprisingly, Salem s private sector employment tied the Bend-Redmond MSA as the Oregon metro area with the fastest private-sector growth in one year. Through FY 2014-15, SEDCOR responded to 39 requests for proposal from companies looking at the Mid-Willamette Valley as a place to grow their business. These proposals were made through our partnership with Business Oregon, the state s economic development agency and strong private partnerships. Staff hosted 18 different site selector visits to Mill Creek Corporate Center and raised awareness of the region and its assets through one-to-one visits with 25 site selectors across the U.S. SEDCOR worked with the cities of Sheridan and Willamina and the Mid- Willamette Valley Council of Governments to create the West Valley Enterprise Zone and supported an expansion of the Dallas- Independence-Monmouth Enterprise Zone this year. Enterprise Zones are state-approved This year SEDCOR welcomed two new industrial employers to the region, bringing $2.2 million investment and 104 new jobs. designations that give existing and relocating businesses tax relief on property, property improvements, and capital equipment expenditures in exchange for meeting minimum investment and job requirements. In May, SEDCOR launched a new regionfocused website designed to help both site selectors and SEDCOR members find what they re looking for to grow their business and jobs in the region. The new site highlights the region s assets and delivers vital information about doing business in the region. SEDCOR also appeared in 35 news stories on business in the Mid-Willamette Valley and delivered 2,400 Enterprise magazines to business leaders inside and outside the region. In addition, SEDCOR worked with Business Oregon to attend multiple trade shows and actively participated with Team Oregon Technology, Distribution, and Food Processing marketing groups. sedcor.com 11

SEDCOR Membership Marketing SEDCOR s Marketing Committee deployed a four-part plan to implement a consistent, professional new brand to market the region and its assets. A refreshed logo was unveiled, courtesy of SEDCOR member Creative Company, and a full slate of materials focused on the region and the value of membership. A new website was launched in the Spring with a strong focus on the Mid-Willamette Valley. SEDCOR has become the go-to source for Mid-Willamette Valley business economy news and information, appearing in 35 news stories and delivering 2,400 Enterprise magazines to business leaders inside and outside the region. A strong partnership with Mt. Angel Publishing has raised the quality and journalistic strength of the publication, positioning Enterprise as the region s primary economic development publication. The new Connect newsletter delivered timely economic development and business news, member announcements and coming events to desktops and smartphones across the region. Events SEDCOR hosted more than 20 large and small events during the 2015 fiscal year, attended by more than 2,000 business and community leaders. These events provided excellent opportunities to meet and network with Mid-Willamette Valley decisionmakers. Nearly 150 agriculture producers from across the region packed the Mt. Angel Festhalle for the second annual SEDCOR Ag Appreciation Breakfast in February. The event focused on succession planning for family farms and addressed the changes and coming needs of the Mid-Willamette Valley agriculture industry. 12 SEDCOR 2015 Annual Report

SEDCOR Economic Business Forums brought large attendance to critical topics, such as the West Coast ports crisis, the future of healthcare, and marijuana s impact on employers. Each month, experts spoke to business leaders across the spectrum of industries, drawing more than 125 attendees every month. Industrial Site Tours allowed members to visit manufacturing and other business facilities throughout the region. Tours of Pearmine Farms, GK Machine, Don Pancho and Salem Health provided a unique educational experience for SEDCOR members to learn more about local industry. In June, SEDCOR held its Annual Honors Luncheon at the Salem Convention Center. More than 300 members celebrated with an awards ceremony recognizing the contributions of our members to the local economy and induction of the 2015-16 SEDCOR Board of Directors and Executive Council. SEDCOR s Annual Golf Tournament, held in late June, sold out with 144 golfers and 27 sponsors enjoying a beautiful day at Illahe Hills Country Club. Potential incentives include: Enterprise zones Employee training Infrastructure Tax and energy credits Industrial Recruitment SEDCOR (a member of Team Oregon) actively recruits domestic and international companies through a range of strategies, including representing the region at key industry trade shows, marketing industrial land and buildings, hosting site tours, and providing relocation information to clients. SEDCOR is located in the Chemeketa Center for Business and Industry building. Events SEDCOR holds more than 20 events through the year to provide networking opportunities, and to facilitate the exchange of ideas and information. These include the Annual Honors Lunch, Golf Tournament, monthly Economic Business Forums, the popular Industrial Site Tours, Ag Breakfast and more. Industry Skills Development SEDCOR provides industry skills development by connecting schools with the needs of local companies. This happens 14 SEDCOR 2015 Annual Report

through its Industrial Maintenance Operator/ Mechanic (IMOM) Program, projects and outreach by the SEDCOR Construction Alliance, and workforce training activities in area schools. International Trade and Export Promotion SEDCOR helps area businesses find new export markets for their products and professional services by locating international trade leads, helping to arrange export financing, and delivering top-quality educational opportunities for companies looking to export products or services. Manufacturing Advocacy SEDCOR is involved with companies and governments throughout Marion, Polk and Yamhill Counties to foster a competitive advantage for traded sector development. Activities are coordinated with our many partners to: Advocate for a supply of industrial land Support sewer and water infrastructure Address transportation issues Engage stakeholders in land use planning Publications and Website SEDCOR publications keep members up-to-date on the region s economic development progress and activities in the business community. These include a website, quarterly magazine, email newsletter, membership directory, and a range of fact sheets for site selectors and other business decision-makers. Informational Resources SEDCOR maintains a wide range of informational resources, including economic, statistical and demographic data, and industrial land and building inventories. Forest River s move into Silverton would have never happened if it weren t for the efforts of Nick Harville, Business Retention and Expansion Manager at SEDCOR.
