The pst hlder will spend extensive time in the service lcatins. Exact lcatin will be indicated at jb ffer stage. The CHG is based at Blck A Herbertn, St. James s Walk, Rialt, Dublin 8. Cntext/ Backgrund The Children s Hspital Grup (CHG) is part f the acute health sectr refrm prgramme and cnsists f Our Lady s Children s Hspital, Crumlin, Temple Street Children s University Hspital, and the Natinal Children's Hspital at Tallaght Hspital. The three children s hspitals and the CHG will be mving frm fur separate, independently gverned entities int ne new single rganisatin in 2018 t gvern and perate paediatric services in Dublin. This new rganisatin will perate as a single service acrss the existing lcatins befre transitining t the new facilities at the tw paediatric utpatient and urgent care centres at Cnnlly and Tallaght Hspitals and the new children s hspital n the campus shared with St James s Hspital. The Children s Hspital Prgramme is a majr prgramme f wrk led by the CHG, fcused n transfrmative service change t integrate the three existing hspitals, while maintaining existing and new services, ensuring patient safety and quality until transitin is cmplete. It will: Establish an integrated paediatric healthcare netwrk Transitin the three existing independently gverned children s hspitals int a new entity Act as client fr the gvernment funded capital prject t build the new hspital and the tw paediatric utpatient and urgent care centres at Cnnlly and Tallaght Hspitals, and a separately funded research and educatin centre Act as client t a majr ICT prgramme 1

Cmmissin, transitin t and perate the new children s hspitals and the tw paediatric utpatient and urgent care centres Reprting Arrangements The CMO will reprt t the Grup Chief Executive f the Children s Hspital Grup Executive Organisatin structure: Key Wrking Relatinships The nature f the wrk determines that successful executin f duties will invlve the develpment f key relatinships with each f the members f the Children s Hspital Grup executive team. A key emphasis is placed n the relatinships with the bard, regulatry bdies, clinical cmmunity, Clinical Directrs, Directr f Quality and Patient Safety and external stakehlders. Scpe f the Rle The CMO is a medical/ clinical prfessinal leadership rle and has n service management remit. It is an rganisatin-wide rle with prfessinal accuntability t the CHG bard - via the Grup Chief Executive - fr medical prfessinal and clinical QSRM (quality, safety and risk management) fr all services prvided fr within the Children s Hspital Grup. The CMO will als perate in a clinical practice capacity. The scpe f the rle includes: - Transitinal activities in supprting the transitin f the CHG frm fur independently gverned entities int ne single rganisatin. - Enduring activities in clinical leadership and cmpliance in the newly established single rganisatin. 2

Purpse the Rle f The CMO rle is the executive rle designed t prvide assurance n medical prfessinal and clinical quality, safety and risk management. The CMO is the lead rle in clinical leadership and cmpliance, develping and mandating implementatin f medical prfessinal plicies, standards, practices and prcedures. The CMO represents the CHG externally, develping relatinships natinally and internatinally with ther hspitals and health systems, and acts as a spkespersn fr the hspital. 3

Principal Duties and Respnsibilities Enduring The key enduring duties and respnsibilities f the CMO are utlined belw. Quality, patient safety and gvernance Ensure that all statutry, ther legal and extern mandated clinical plicies and prcedures are effected in and acrss the rganisatin and prvide full assurance theren. Create the verall framewrk t mnitr the delivery f high-quality, safe patient care at all levels and n all sites acrss the CHG, supprted by the Directr f Quality and Patient Safety and Chief Directr f Nursing Wrk clsely with executive clleagues t develp and cmmunicate the strategic visin fr quality and patient safety and clinical gvernance, galvanising and supprting staff in prmting the CHG s cmmitment t these strategic pririties. Ensure that within each clinical area, effective systems and prcesses are established t enable the delivery f the clinical gvernance agenda. Assure the CHG Bard, thrugh its Quality and Safety Directr, in all aspects f quality, patient safety, gvernance and clinical risk ensuring any exceptins are reprted and that recmmended actins are fully implemented and apprpriately reviewed t ensure cmpliance. Leadership Wrk as a dynamic, innvative leader using a psitive, strng influencing style t prvide visinary leadership t the Medical wrkfrce, all senir clinicians and HSCPs and Clinical Supprt Services. Wrk clsely with the Clinical Directrates t shape the visin and strategies fr develping and transfrming medical practice thrughut the hspital, including the strategic visin fr clinical gvernance in rder t ensure high quality safe, persnal and effective care is cnsistently delivered Aligned t the clinical strategy, set the ambitin fr clinical standards acrss the CHG and prvide leadership in relatin t clinical gvernance and risk. In cnjunctin with the Clinical Directrs, develp effective clinical leadership acrss all levels, services and sites, ensuring the medical wrkfrce are highly mtivated and respnsive t the needs f staff, patients and the public. Prvide leadership twards the attainment f full hspital licensing areas nt already cvered. Clinical Set the visin fr prfessinal develpment fr all medical practice within the CHG, ensuring clinical standards, wrking practices and perfrmance are in line with the aspiratins f a leading edge, learning rganisatin. Represent the CHG externally in pertinent natinal and internatinal frums, develp reciprcal training prgrammes with ther wrld class children s hspitals, and explre incme generatin pprtunities with internatinal partnerships with ther health systems. Manage and discharge rganisatinal relatinships with medical training, certificatin and accrediting bdies, in cllabratin with the Chief Academic Officer. Wrk in cllabratin with the Chief Academic Officer t develp and implement innvative clinical educatin and research prgrammes in the CHG. Prvide medical advisry supprt and assistance t Clinical Directrs. Cmmunicatins and wrking relatinships Establish and maintain regular and effective dialgue with cnsultants and ther medical staff, thrugh the establishment f apprpriate grup-wide cmmunicatin netwrks and mechanisms. Prvide medical directin, caching and versight t each f The Clinical Directrs, ffering expertise and leadership t build verall medical capability and ensure the delivery f affrdable quality healthcare services. Qualificatins & Experience Candidates must meet the fllwing criteria relevant t the rle: Essential Criteria Qualificatins: Medical graduate. Higher medical prfessinal qualificatin. Pst graduate medical qualificatins. Skills & Experience: At least 10 years f clinical experience in a hspital setting, f which a minimum f 5 years are at a senir leadership level (e.g. CMO/ Medical Directr/ clinical leadership psitin) Evidence f a successful track recrd f wrking in paediatric healthcare envirnment Outstanding reputatin as a clinical leader, with a prven track recrd f prducing high quality results in the management and leadership f clinical services. Experience in building rganisatinal capabilities, including establishing a clear strategic visin and directin and translatin int successful utcmes. Experience f managing gvernance agendas, including clinical gvernance and research gvernance. Evidence f cntinuing prfessinal and managerial develpment. Valid, state-issued medical license in gd standing. Experience with clinical risk management and safety prtcls. Excellent cmmunicatin and rganisatinal skills. It invlves preserving ne s health, preventing the spread f disease and recgnizing, evaluating and cntrlling health hazards. It is the respnsibility f all staff t ensure cmpliance with hspital hygiene standards, guidelines and practices. Terms and Cnditins f Emplyment Chief Medical Officer Grade: Assistant Natinal Directr r apprpriate Cnsultant Grade Duratin f pst This is a permanent pst. Remuneratin Remuneratin is in accrdance with the salary scales apprved by the Department f Health Annual Leave Annual Leave entitlement is 30 days (222 hurs) per annum. Wrking Week The hurs allcated t this pst are 37 hurs per week with 7.4 hurs as a standard wrking day. The allcatin f these hurs will be at the discretin f the Department Head and in accrdance with the needs f the service. Pensin HSE Circular 003-2009 Matching Wrking Patterns t Service Needs (Extended Wrking Day / Week Arrangements); Framewrk fr Implementatin f Clause 30.4 f Twards 2016 applies. Under the terms f this circular, all new entrants and staff appinted t prmtinal psts frm Dec 16 th 2008 will be required t wrk agreed rster / n call arrangements as advised by their line manager. Cntracted hurs f wrk are liable t change between the hurs f 8am-8pm ver seven days t meet the requirements fr extended day services in accrdance with the terms f the Framewrk Agreement (Implementatin f Clause 30.4 f Twards 2016). Emplyees f Temple Street Children s University Hspital (n behalf f the Children s Hspital Grup) are required t be members f the Hspitals Superannuatin Scheme. Deductins at the apprpriate rate will be made frm yur salary payment. Prbatin All emplyees will be subject t a prbatinary perid as per the prbatin plicy. This plicy applies t all emplyees irrespective f the type f cntract under which they have been emplyed. A perid f 9 mnth prbatin will be served: 10

Due t the plan fr the new children s hspital and the Paediatric OPD and Urgent Care Centres, yu may be required t transfer t anther lcatin in in the future. Yu will be kept infrmed and advised f the prpsed relcatin. Age Maternity Leave Age restrictins shall nly apply t a candidate where he/she is nt classified as a new entrant (within the meaning f the Public Service Superannuatin Act, 2004). A candidate wh is nt classified as a new entrant must be under 65 years f age. Maternity leave is granted in accrdance with the terms f the Maternity Prtectin Acts 1994 and 2001. Payment f sick leave The Children s Hspital Grup perates a Sickness Absence Management plicy in line with the new Public Service Sick Leave Scheme as intrduced in 31 st March 2014. An emplyee cannt avail f paid sick leave during their first six mnths f emplyment with the hspital. Pre-Emplyment Health Assessment Prir t cmmencing in this rle a persn will be required t cmplete a frm declaring their health status which is reviewed by the hspital s Occupatinal Health Service and if required underg a medical assessment with this department. Any persn emplyed by the Children s Hspital Grup must be fully cmpetent and capable f undertaking the duties attached t the ffice and be in a state f health such as wuld indicate a reasnable prspect f ability t render regular and efficient service. Validatin f Qualificatins & Experience Any credit given t a candidate at interview, in respect f claims t qualificatins, training and experience is prvisinal and is subject t verificatin. References Garda Vetting The Children s Hspital Grup will seek up t three written references frm current and previus emplyers, educatinal institutins r any ther rganisatins with which the candidate has been assciated. Any persn appinted t a designated psitin must cmply with the requirements f the Ethics in Public Office Acts 1995 and 2001 as utlined belw; A) In accrdance with Sectin 18 f the Ethics in Public Office Act 1995, a persn hlding such a pst is required t prepare and furnish an annual statement f any interests which culd materially influence the perfrmance f the fficial functins f the pst. This annual statement f interest shuld be submitted t the Chief Executive Officer nt later than 31 st January in the fllwing year. B) In additin t the annual statement, a persn hlding such a pst is required, whenever they are perfrming a functin as an emplyee f the HSE and have actual knwledge, r a cnnected persn, has a material interest in a matter t which the functin relates, prvide at the time a statement f the facts f that interest. A persn hlding such a pst shuld prvide such statement t the Chief Executive Officer. The functin in questin cannt be perfrmed unless there are cmpelling reasns t d s and, if this is the case, thse cmpelling reasns must be stated in writing and must be prvided t the Chief Executive Officer. 12
