DESTINATION NSW The New Suth Wales (NSW) Gvernment established Destinatin NSW as a statutry authrity in July 2011 t supprt the grwth f the State's turism and events sectr. Our Rle Destinatin NSW is respnsible fr devising and implementing strategies t grw the visitr ecnmy, with particular fcus n driving turism and acquiring and develping majr sprting and cultural events fr Sydney and Reginal NSW. In additin, Destinatin NSW is the majr investr in Business Events Sydney with the aim f securing mre internatinal cnventins, incentive travel reward prgrams, crprate events and exhibitins fr Sydney and Reginal NSW. Our Visin T make Sydney and NSW ne f the wrld's mst successful turism and event destinatins. Our Missin T duble visitr expenditure by 2020 and maximise the benefits f the visitr ecnmy fr NSW. Our Strategic Objectives The strategic directin fr Destinatin NSW is currently led by the Final Reprt f the NSW Visitr Ecnmy Taskfrce. REGIONAL TOURISM STRATEGY In 2015, the Bard f Destinatin NSW was tasked with reviewing the existing mdel f the State s Reginal Turism Organisatins (RTOs). This review recmmended the urgent refrm f RTOs, the implementatin f a new reginal turism mdel and a redesign f reginal visitr ecnmy funding. On 6 July 2016 the NSW Gvernment annunced that 6 new and prfessinalised reginal turism entities wuld be established, t be knwn as Destinatin Netwrks (DNs). The DNs will replace the existing RTO structure and wrk with Destinatin NSW t advance the interests f grwing turism in NSW. The six DNs are: Destinatin Riverina Murray Destinatin Suthern NSW (including the Snwy Muntains and the Far Suth Cast) Destinatin Nrth Cast (including Lrd Hwe Island) Destinatin Cuntry and Outback NSW Destinatin Sydney Surrunds Nrth (including the Blue Muntains, Central Cast, the Hunter, Penrith and Hawkesbury) Destinatin Sydney Surrunds Suth (including the Suthern Highlands, Wllngng, the Shalhaven and Wllndilly) A map shwing the bundaries f the Destinatin Netwrks by Lcal Gvernment Area is prvided in Appendix 1. The cre rle f the Destinatin Netwrks is destinatin management and, as such, their key respnsibilities will be industry engagement and industry develpment, prduct develpment, training and educatin, ensuring quality and cmpliance with funding applicatin guidelines, and cllabratin with Destinatin NSW n industry activities. In additin, the DNs will develp and implement their regin s Destinatin Management Plan, in alignment with the NSW State Destinatin Management Plan, and ensure its alignment with lcal turism and ther related plans. Destinatin NSW anticipates that all Destinatin Netwrks will be peratinal frm third quarter 2017. Destinatin NSW s supprt fr the Reginal Flagship Events Prgram wrks alngside the strategies that each Destinatin Netwrk will have fr the marketing and develpment f reginal turism.
THE REGIONAL FLAGSHIP EVENTS PROGRAM - GENERAL The Reginal Flagship Events Prgram identifies and supprts events in Reginal NSW that have the ptential t act as crnerstne, r Flagship, turism events fr their area by attracting vernight visitatin t their regin and delivering lng-term benefits t the hst destinatin. Since 1996, the Reginal Flagship Events Prgram has prvided apprximately $8.0 millin in funding t 291 separate events thrughut Reginal NSW ver twenty-ne annual runds. As part f the NSW Gvernment s annuncement f the Destinatin Netwrks n 6 July 2015, it was advised that the Reginal Flagship Events Prgram was t be expanded with the additin f tw new funds, the first t assist new events, and the secnd t prvide supprt fr events that have already received the maximum funding permitted thrugh the existing prgram. The name Reginal Flagship Events Prgram will cntinue t be used as an umbrella title. Under this umbrella will sit the three individual funds which will be knwn as: a) Incubatr Event Fund b) Flagship Event Fund c) Event Develpment Fund The three funds within the Prgram will nw ffer a develpment pipeline that supprts: the establishment f new events (Incubatr Event Fund) the marketing f emerging events t increase their prfile and encurage visitatin (Flagship Event Fund); and the strategic develpment f prven events as drivers f turism (Event Develpment Fund). Each f the three funds within the Reginal Flagship Events Prgram have different eligibility and selectin criteria. Applicatins fr the three funds will be managed separately. This Terms & Cnditins dcument refers nly t the cnditins f participatin in the Incubatr Event Fund. Terms and Cnditins fr the Flagship Event Fund and Event Develpment Fund are available separately. General Eligibility Only events held in the six Destinatin Netwrks are eligible t apply fr funding thrugh the three funds f the Reginal Flagship Events Prgram. This includes events held in the Sydney metrplitan Lcal Gvernment Areas f Penrith and Hawkesbury which are part f Destinatin Sydney Surrunds Nrth, and Wllndilly which is part f Destinatin Sydney Surrunds Suth. A map shwing the bundaries f the Destinatin Netwrks by Lcal Gvernment Area is prvided in Appendix 1.
Events held in Lcal Gvernment Areas nt represented by a Destinatin Netwrk are nt eligible t apply fr funding thrugh the three funds f the Reginal Flagship Events Prgram. Lcal Gvernment Areas nt represented by a Destinatin Netwrk are listed in Appendix 2. Events held in areas n the brder between NSW and anther State must prve, as part f their applicatin, that at least 80% f the event s activity is physically based in NSW t be eligible fr funding frm the three funds f the Reginal Flagship Events Prgram. The fllwing event types are nt eligible t apply fr funding frm the three funds f the Reginal Flagship Events Prgram: Regular (such as weekly r mnthly) cmmunity events such as markets, bazaars, lcal sprts meets (hme/away games, lcal turnaments), club gatherings (RSL, Rtary, Chambers f Cmmerce etc.), classes and wrkshps. One-ff events that are nt planned t cntinue after a single year, such as anniversary celebratins, cncerts, exhibitins and theatre seasns. Events that have a religius ceremny r celebratin as the principal fcus such as Easter r Christmas celebratins r the similar festivals f ther religins. Events held ver religius hliday weekends will be cnsidered if the religius festival is nt the fcus f the event (eg: fd r music festivals). Cmmunity public hliday celebratins such as Anzac Day, Australia Day, Queen s Birthday if the hliday is the primary fcus. Events held n public hlidays will be cnsidered if the hliday is nt the fcus (eg: fd r music festival). Event series such as sprting events held in multiple lcatins acrss the year. Turing events such as cncert turs, circuses and fun fairs. Prmtinal events where the marketing f a prduct is the principal bjective. Events whse vernight visitr impact is nt immediate ie: that prmte visitatin t a destinatin at a later date. Business events such as trade shws and cnsumer exhibitins, cnferences and industry meetings. Cnsumer events that include a business event as an extensin event will nt be excluded prvided the cnsumer event is the primary purpse f the event. Events wned and/r perated by an agency r entity f the Federal Gvernment, r a State r Territry Gvernment including New Suth Wales. All applicants t the three funds in the Reginal Flagship Events Prgram must be the event wner (ie: wn the rights t the event), must be financially slvent, must be a cmpany r incrprated assciatin and must have an Australian Business Number (ABN).
INCUBATOR EVENT FUND Objective The Incubatr Event Fund ffers seed funding t events in Reginal NSW t supprt their first and secnd years f activity. The fund supprts innvative events that demnstrate sund rganisatinal planning, have a unique alignment with the character and culture f the lcal regin and which can demnstrate a brad appeal likely t prmte turism and attract vernight visitatin. Grants The Incubatr Event Fund ffers ne-ff annual grants f up t $20,000 (excl. GST): An event may apply fr any amunt up t and including $20,000 but must be able t prvide justificatin fr the amunt requested within the cntext f their budget and event plan. Use f Funds The Incubatr Event Fund ffers seed funding fr activities that are likely t establish the event as a driver f visitatin. Activities fr which funding will be ffered include, but are nt limited t: Venue hire and ther csts specific t the event, determined n a case by case basis. Temprary event infrastructure (marquees, stages etc.) that is likely t imprve the visitr experience. Marketing and prmtins. Marketing, PR and digital specialist r cnsultancy fees subject t Destinatin NSW apprval f a brief. Brand design and develpment. Attendee research. Destinatin NSW funding is intended t supplement existing expenditure and supprt the event t deliver a superir visitr experience r raise its prfile utside f its immediate area. Incubatr Event Fund mnies must nt be used: As prize mney, gifts r cntributins t charitable grups. (Where sme event prceeds g t charity, evidence will be required t shw adequate funds are retained fr the nging peratin f the event); Fr lcal Cuncil fees; r Fr travel expenses, staff csts and salaries r general administratin csts.
Fund Eligibility T be eligible t receive funding thrugh the Incubatr Event Fund, an event must have its first r secnd event in the year f funding. Fr the avidance f dubt, an Incubatr Event Fund grant will nly be ffered t an event being held fr the first r secnd time. Ptential applicants shuld nte that: Destinatin NSW reserves the right t award an amunt less than that applied fr if the Assessrs deem the amunt requested is nt justified by the infrmatin supplied in the applicatin. Fund Criteria T be cnsidered fr funding frm the Incubatr Event Fund, an event must demnstrate that they sufficiently meet the fllwing fund criteria: Key criteria: Have a sund basis fr the event cncept that aligns with the character and culture f their lcal area. Demnstrate a strng appeal t audiences beynd its lcal area. Have a clear event plan detailing the event structure, peratinal prcesses and risk management. Have a well-structured and rganised event management cmmittee r cmpany with apprpriate skills t deliver and market the event. Secndary criteria: Cmplement the event landscape fr the area. Demnstrate sufficient accmmdatin capacity t attract vernight visitatin. Have clear strategies fr raising the awareness f the event utside its lcal area. Have strategies fr measuring visitatin and the visitr experience. Demnstrate sund financial management in budget planning. Have the strng supprt f the lcal Cuncil. Take place utside the peak turism perid fr the area ie: during the ff-peak r shulder seasns.
INCUBATOR EVENT FUND APPLICATION PROCESS Grants in the 2018 Incubatr Event Fund will be allcated in tw runds: Rund 1 fr events taking place in January June 2018 Rund 2 fr events taking place in July December 2018 Events that start in June and end in July shuld apply in Rund 1. Events that start in December and end in January shuld apply in Rund 2. Events may nly apply t the rund f the Incubatr Event Fund specific t their start date. Applicatins made t the wrng rund will nt be accepted. Applicatins fr Rund 1 will pen in September 2017. Applicatins fr Rund 2 will pen in February 2018. An applicatin t the Incubatr Event Fund is a single-stage prcess cnsisting f a shrt-frm applicatin frm respnding t a series f questins that address the fund criteria. T apply t the Incubatr Event Fund, events must use the nline applicatin frm (Applicatin Frm). The Applicatin Frm includes pprtunities t uplad supplementary infrmatin in supprt f the applicatin. All applicatins fr grants frm the 2018 Incubatr Event Fund must be submitted thrugh the Destinatin NSW n-line applicatin platfrm and received by Destinatin NSW n later than the clsing date f the rund being applied fr. Applicatin Frms received after this date will nt be accepted. Receipt f Applicatin Frms will be acknwledged by email fllwing submissin. If an acknwledgment email is nt received fllwing submissin, please cntact the Reginal Flagship Events Crdinatr n 02 9931 1431 r email rfep.admin@dnsw.cm.au. Applicatin Frms sent via email, pst r fax will nt be accepted. All Applicatin Frms will be assessed by a panel made up f representatives frm Destinatin NSW. Based n the assessments, the panel will recmmend which events shuld receive funding in 2018. If an applicatin is unsuccessful the applicant will be infrmed in writing. Successful applicatins will be annunced by the Minister fr Turism & Majr Events. Successful applicants will receive a letter f ntificatin fllwing this annuncement.
The Panel Applicatins fr Incubatr Event Fund grants are assessed by a panel cnvened by Destinatin NSW (the Panel) and cnsisting f fur representatives with experience in event develpment, reginal turism, marketing, cmmunicatins r visitr research. The Panel will make its recmmendatins n the events t receive Incubatr Event Fund grants accrding t the fllwing principles f the fund: The fund is a c-perative arrangement between Destinatin NSW and the reginal event. The fund is a Destinatin NSW financial spnsrship prgram that supprts the creatin f selected reginal events t achieve turism utcmes f benefit t Reginal NSW. The fund seeks t prvide seed funding t events that expressly cntribute t the unique identity f the turism regins f the State, and that demnstrate the ptential t act as 'flagships' fr thse regins. Receipt f a grant frm the Incubatr Event Fund in 2018 is n indicatin that a future applicatin will be successful. The Panel will make its recmmendatins fr future funding based n the merits f an event s applicatin fr that year. Destinatin NSW reserves the right nt t award funding if the applicatins are f insufficient merit in the pinin f the Panel. Feedback Applicants will have the pprtunity t cntact Destinatin NSW t receive feedback n their applicatins fllwing assessment but shuld nte that: Infrmatin prvided by Destinatin NSW is a guide nly and is prepared in gd faith. Destinatin NSW has sught t ensure that the infrmatin is true and crrect at the time f presentatin. Feedback is supplied based n the infrmatin prvided t Destinatin NSW. Destinatin NSW makes n representatin r warranty abut the accuracy, suitability, reliability, currency r cmpleteness f any feedback prvided. Destinatin NSW cannt prmise any results r benefits frm an applicant s participatin in any initiative r ffering. Applicants are respnsible fr determining any further investigatins, infrmatin and cnsideratin that might be required. It is the applicant and the applicant s management s respnsibility t decide, based n their full knwledge and understanding f their business situatin hw relevant the infrmatin is. Destinatin NSW recmmends seeking independent prfessinal advice (legal, financial r therwise). Destinatin NSW is nt liable fr any lss resulting frm any actin taken r reliance made by the applicant n any feedback and infrmatin prvided. N guarantees are made f any particular utcme if an applicant chses t rely n the feedback.
EVENT AGREEMENT The prvisin f Incubatr Event Fund grants by Destinatin NSW t successful applicants is subject t the event rganiser entering int and abiding by the terms f an event agreement signed by the event rganiser and Destinatin NSW (the Event Agreement). Grant mnies will nt be released until the Event Agreement has been signed by bth parties. The Event Agreement details a range f marketing and ther deliverables required by Destinatin NSW. These include, but are nt limited t, a requirement t: Include the Destinatin NSW lg, as supplied by Destinatin NSW, n all marketing cllateral and advertising assciated with the event receiving the Incubatr Event Fund grant. Give Destinatin NSW the right t apprve all marketing and advertising material that includes its lg at the artwrk stage prir t printing r publicatin. Destinatin NSW requires a minimum f 5 days t review the material fr apprval. Give Destinatin NSW the right t negtiate the placement, pririty & prminence f its lg n event cllateral. Create, update and maintain an event listing n www.visitnsw.cm. Offer Destinatin NSW signage pprtunities at the event. Offer Destinatin NSW the pprtunity t integrate messaging int the event s scial media and digital channels. Include destinatin cntent n the event website. Prvide prgress reprts n the delivery f the event t Destinatin NSW upn request at regular intervals and in accrdance with the Event Agreement. Submit a pst-event reprt and financial statement utlining the expenditure f the Incubatr Event Fund grant mnies and an assessment f the success f the event. The reprt must be submitted using the Destinatin NSW nline platfrm within tw (2) mnths f the cmpletin f the event. Failure t submit this evaluatin reprt and financial statement may jepardise the applicant's future eligibility fr Destinatin NSW funding. If the event rganiser des nt enter int the Event Agreement r breaches its bligatins under the Event Agreement, Destinatin NSW reserves the right t withhld funding r t claim a refund f any funds already prvided in respect f the Event. OTHER CONDITIONS The fllwing ther cnditins apply: Destinatin NSW may prvide additinal in-kind marketing supprt t events funded by the Incubatr Event Fund as part f its nging marketing activities. Destinatin NSW will, frm time t time, request event infrmatin, imagery and vide cntent t assist with the marketing f Incubatr events. A pht brief can be dwnladed frm the Destinatin NSW crprate website www.destinatinnsw.cm.au. Destinatin NSW reserves the right, as a cnditin f funding, t make use f event data fr the purpses f market research and evaluatin t enable the lngterm develpment f events in New Suth Wales. Successful applicants shuld retain all recrds relating t the event, including expenditure, and make them available fr audit purpses if required. All Incubatr Event Fund events being financially supprted by Destinatin NSW are encuraged t cnslidate their financial psitin thrugh the seeking f crprate and ther supprt whilst they are part f the Reginal Flagship Events Prgram. An event that is eligible t apply t the Incubatr Event Fund is nt eligible t apply t the Flagship Event Fund r the Event Develpment Fund in that same year. DESTINATION NSW DISCRETION Ptential applicants shuld nte that: N funding applicatin is guaranteed t result in funding frm Destinatin NSW. N applicant is guaranteed funding t the full amunt requested in their applicatin. Destinatin NSW reserves the right t vary the amunt f funding at any time. Destinatin NSW reserves the right t vary the terms f Incubatr Event Fund funding at any time. The number and lcatin f events that will be funded by Destinatin NSW will be determined by Destinatin NSW in its discretin. Funding thrugh the 2018 Incubatr Event Fund is available t events taking place between 1 January and 31 December 2018, althugh Destinatin NSW reserves the right t vary this as it requires.
