R.BADRINARAYANAN PROPOSAL ON REVISION OF WAGES AND WORK NORMS -2013 Matters already agreed and incorporated as terms of the settlement under I.p.Act and the matters already agreed in principle are to be implemented immediately. A). The existing ratio of 2:3 among the Assistant Engineer and Junior Engineer gr.i for the distribution sections to be extended to the entire areas of the Board. The ratio 2:1:2 among AE, JE ~ grade and JE II grade was announced by the Hon'ble Chief minister on 16.3.1973 at our state conference and directed to be implemented in TNEB. Considering the importance and 'the need to protect the Diploma Engineers, the announcement of the Hon'ble Chief Minister was incorporated as a term in the settlement, under ID Act, from the year 1980. During 1980,considering the huge pendency and stagnation in the JE I grade promotion, the ratio was modified within Junior Engineers and the ratio was maintained as, 2:2:1 instead of 2:1:2. The same was continued in the settlement entered on 21.10.1985. Further during the settlement entered on 31.12.1993 and 19.1.1994, the Rural sections Grade I and Grade II( manned by JE Grade II) was merged and to the common Rural section AEIJE Grade I was posted. The Ratio between AEI JE Grade I posted to distribution section was made as 2:3, the ratio of 2:2:1 among AE, JE Grade I and JE Grade II followed for other areas was decided to be reviewed and settled within three months. While drafting the above settlement, contrary to the acceptance the ratio was mentioned as Distribution sections instead of Distribution Circles as agreed. For the above merger with in JE 'Grade I and Grade II,Sangam has agreed to dispense the 1:1 ratio among TA and CI, there by our share of 1440 posts of Technical Assistants went to CI. When the mistake in the term as "Distribution Section" was informed to the then chairman, the respected Chairman introduced a special Clause to discuss and settle the

Tamil Nadu Electricity. Board Engineers' Sangam ratio within three months. Unfortunately.extending the 2:3 ratio is pending from the year 1993. We would like to recall that during 2005, TNEB Engineers' Association even> though they doesn't have any locus standi on the settlement, aimed to dislodge the ratio from the settlement. But sensing the foul play our respected Hon'ble Minister for Electricity Thiru. Natham. VISWANATHAN,on 15.10.2005 across the settlement. table incorporated the Ratio with clarity as follows;.. The existing ratio of 2: 3 between Assistant Engineers and Junior Engineers posted to Distribution sections and existing ratio (2:2:1) adopted in other areas will also continue and it will be reviewed after due discussion. This will be subject to the outcome of the writ appeal pending on the file of the Hounarable High court of Madras". After the restoration of ratio as a clear terms in the settlement then only the settlement was signed. During 2009 while finalizing the settlement on 18.11.2009, the demand for extending the ratio of 2:3 from distribution sections to other areas of the Board as assured and announced by the then Hon'ble Minister for Electricity (in our 5 th state conference at Chennai) was insisted. We have agreed for the review to extend the 2:3 ratio to other areas with the belief that the assurances of the Hon'ble Minister for Electricity will be implemented. To protect the ratio from the vested interested parties. the protection clause "UNTIL THEN STATUS QUO ANTI WILL 'BE MAINTAINED" is incorporated in the settlement. The committee could not proceed further citing the pendency of the court case in this issue. The ratio of 2:3 and 2:2:1 is always part and parcel of the WL settlements. Only the assurances to extend the ratio of 2:3 from distribution sections to the other areas of the Board instead of 2:2: 1 is pending and to be made as a term of the settlement with full clarity as in the past. All along the four decades, the share of Assistant Engineer is maintained. In fact during merger of Rural Sections in 1993. They got additional posts. Hence the Assistant Engineer are never affected in the Board. '

Hence, we request the Board to implement the ratio of 2:3 for the entire areas of the Board in the forthcoming settlement. B). Change in pay scale of the Technical Assistant on par with the Technical Assistant in government on Tamil nadu.. j The pay scale of the Technical Assistant is the only scale which is lesser than the pay scales of the government of Tamil nadu. The matter was discussed and the board on. 8.7.1998 while entering into an agreement agreed (clause 16) to change the scales within six months from entering into a settlement on revision of work norms. Even though a fresh settlement was executed in 2005 the commitment of the board to change the pay scale of the Technical Assistant on par with the scale of the government of Tamil Nadu was not implemented. The then, Hon'ble Minister for Electricity in our state conference, assured and announced to adopt" Pay scales of the Technical Assistants on par with the Government of Tamil Nadu " is also still pending. In the settlement arrived on 18.11.2009, specific mentioning to adopt the scale of pay for the Technical assistants on par with the government was made as follows; " Clause 7 (ii) - pay parity on par with government in categories of Draughtsman, Head draughtsman,staff nurse, Technical Assistant, Steno Typist, Tester (chemical), section officer/secretariat branch, upgradation of pay scales of certain categories such as superintendents of administration! technical branches, record clerk etc., and pay anomaly pointed out by unions /individual employees will be decided by forming a separate committee and suitable orders issued there on". In general for all categories working in TNEB the pay scales are higher than the Government Scales. Govt. of TN Rs. 9300-34800 I GP 4200 Revised by Govt on 24.9.2012 Hence, the pay scales of Technical Assistants working in TNEB must be equated to the pay scales of the technical Assistants working in government of Tamil Nadu.. C). Sanctioning of Technical Assistant to distribution Sections to assist the section officers in all technical functions to improve the efficiency and performance of the section and to provide quality service to the consumers. During work load negotiations in 2005 the demand of sanctioning a Technical Assistant to distribution section was discussed. The board in principle agreed to this and informed that the matter will be taken up after implementation of PROJECT BEST to the entire Distribution areas of the Board. As directed by the then Chairman. the Chief Engineer/Personnel called reports from the Chief Engineer/ Distributions for sanctioning a Technical Assistant to the Distribution Sections. The Chief Engineer/ Distributions recommended to post Technical Assistants to Distribution Sections and sent their reports. Based on the above practical realities, during 2009, sanctioning of Technical Assistant to Distribution section was in principle agreed and as a first step it was sanctioned for City sections and the same has to be extended Urban, rural and hill sections. The same is pending. Once again we reiterate the reasons for sanctioning of Technical Assistant to distribution section: ~ The implementation of PROJECT BEST and its connected activities are mainly depending on the section officers, who are left with no qualified Technical supporting staff in the section. ~ The standards of performance and penal provisions are being implemented by the TNERC. ~ Attending, preparing, following- up of the court cases, attending theft cases, APTS cases, TNERC cases, accident cases, applications on RTI and its connected works consumes hug.e man days and manpower of the section officers. By relieving the section officers from these clutches will definitely improve the performance of the board.

» The functions of the section officers have increased in many folds in the recent past, particularly after the effective functioning of the TNERC. The distribution sections are expected /forced to perform to the standards of performance ordered by TNERC irrespective of the practical conditions prevailing in the field such as shortage of man power, materials and basic infrastructure like transporting etc.,» Huge number of returns which are to be furnished by the section officers are the most time consuming and tedious task in the day-to-day functioning of the section' officers. The Technical Assistants will assist the section officers in furnishing all returns.» Taking reading of the LTCT services and HT Services consumes more time, even days together for the section officers apart from attending the circle mass raids, division mass raids, grievance day meetings, etc., The Technical Assistants will assist the section officers in LTCT I HT readings.» The Technical Assistants will assist the section officers in attending works on revenue maximization apart from assisting the energy accounting, energy auditing.» Defective meters are the leaking points for board's revenue. The Technical Assistants will assist the section officers in checking the defective meters and analyzing the cause and ascertaining the loss of revenue to the board.» The, Technical Assistants will assist the section officers in the preparation of major estimates, DCW schemes, improvement estimates.etc., In total major portion of the works which involves technical support to the Section officer will be provided by, the Technical Assistant with suitable responsibility. The section officers will be made to concentrate more on the technical functions and improving the performance of the Board. A. REVISION OF WORK NORMS: j 1) DISTRIBUTION SECTIONS: Now-a-day's only breakdown maintenance is being carried out instead of preventive maintenance. If this continues it will end up in a stand still position from where the system could not be retrieved or brought back to normal functioning. This results in more interruption to the consumers which leads to dissatisfaction and affects the image of the board and the government.

Due to shortage of Man power with increased work load and due to lack of preventive maintenance more accidents are occurring. This is the major area where the board has to concentrate to save the precious lives of the employees. In the present condition. only the posts of higher level officers are filled then and there. Whereas the real work force needed to work in the field are kept vacant (nearly 40 %) for many years. With the present work force the increase in work. norms (20%) suggested by the board. without filling up of vacant posts at the entry level in the workmen categories will make the system unstable. Hence. reducing the work norms to suit the field conditions and filling up of all vacant posts to meet the field requirement are to be studied again and a final conclusion to be arrived. Similarly the norms for assessment staff may also be reconsidered. The difficulties in implementing 30 days assessment and 30 days collection system has to be settled and all vacant posts in assessment cadre has to be filled up before effecting any increase in norms. 2. GENERAL:.!l.MRT I Special Maintenance- Norms to be arrived on the actual requirements to improve the efficiency and self reliance of the wings to meet the growing demand of maintaining equipments and particularly distribution transformers. For 150 equipments one MRT Protection Wing has to be sanctioned. For equipments from 151 to every addition of 150 equipments one more Protection Wing has to be sanctioned to maintain the equipments free from damage and to avoid loss to the Board.

MRT Lab with two 3 phase and two single phase test benches are to be commissioned at Circle level (central MRT) and the LT Meters of defective nature, periodical testing, challenge testing, type testing are to be carried out in the Lab. The High Quality Meters purchased have served for a period of 10 years (guarantee period). The repairing and recalibration of meters is a must to satisfy the consumer and to avoid the day to day problem at the Section Office regarding the defectiveness of the meters. The Staff for the MRT Lab may be attached with one of the AE / JE Gr. I in the MRT wing. Minimum Two.Construction Sections / Division are to be sanctioned to carry out the extension / improvement / DCW schemes so that the Distribution Section Officers are made free to concentrate on the Maintenance of quality and reliable power supply to the consumers. Where ever more than two sections are maintained the same will be continued considering the volume and nature of works carried out by them in the interest of the board. Extension scheme of all nature to be entrusted to construction wing only. 3). All unmanned Sub-stations (now it is practically manned only) to be made as manned sub stations and Technical Assistant to be posted as operators in these sub stations. 4).To maintain all nodal Sub-stations effectively Technical Assistants are to be posted to assist the performance. 5). HT SIc, Sub stations, Switching Stations, Boosters, 33 KV lines, etc are to be treated in terms of Transformers / Services for arriving units while computing norms as in the past. 6). Distribution Transformer up to 100 KVA is to be taken as 1 unit and higher capacities are to be apportioned in the multiples of 100 KVA as in the past. 7). Considering importance and the work involved, 1 LTCT service to be counted as 50 domestic service connections for computing work norms.

8) For Sub stations having multiple voltage ratios (two or more) additional staff to be sanctioned for effective maintenance and to avoid delay in restoration of supply during emergency and break down conditions. Sub stations with multiple voltage ratios are to be physically separated and staff strength to be filled up according to the norms for effective maintenance. 9) Technical Assistant / Civil posts to be created in Civil Branch on par with Electrical and Mechanical branches. AIIl>osts carrying Qualification of Diploma in Civil Engineering up to the rank of Technical Assistants may be merged and Technical Assistant / Civil posts may be created and filled up by the method of Internal Selection and Direct Recruitment. Already a proposal was called by CE/Civil Designs and it is pending. By creating the Technical Assistant / Civil posts the channel of promotion for the Diploma Engineers in the Civil wing will be stream lined as in Electrical and Mechanical wing. The discrepancies / stagnation in the promotion of the Diploma engineers in the civil wing will be settled. There is no financial commitment for the Board in creating the Technical Assistant / Civil posts since the works being carried out in some other name, it is only realigning of the posts. The Technical Assistants may be posted to all pole casting Yards, Civil / subdivisions, divisions and central offices. 10) Time bound promotion As the Board is programming for the restructuring of TNEB it is the need of the hour to implement the Time Bound Promotion to the employees of TNEB, so that where ever they are posted their promotional opportunities will not be affected. The Time Bound Promotion with change in scale of pay is being followed in most of the States are as follows: 9 Years/ 17 years/24 years. The same may be adopted in our board. 11) I.E. Rules (46) - to meet the mandatory provisions of Rule-46 of Indian Electricity Rules - 1956. Assistant Engineer / Junior Engineer Gr. - 1 Technical Assistant 1

Helper/WM 1 post to be sanctioned to all Distribution Divisions as in the past. The establishment expenditure for the above posts can very well be earned by way of inspection fee, collection of money due to wrong assessment, defective meters, malpractices, theft of energy, realization of money for APTS theft cases, etc. They will be conducting mass raids to check the meter conditions and the energy consumption patterns and book cases if any violation is noticed. 12). Posts to be uniformly sanctioned to all circle offices including the newly formed circles. " I Staff pattern for Central Office. Assistant Executive Engineer - 3. (One each for General, MM &Development Wing.) Assistant Executive Engineer - 1 ( PRO) AE / JE Gr. I - 6. (Two for General, MM &Development Wing.) Technical Assistant - 4 ( General- 1no., MM-1 no. & Development- 2 nos.) 13). For attending project best works at central office Assistant Engineer / Junior Engineer I Gr. - 1 Technical Assistant - 2 posts, all with computer qualification, may be posted. (Already one post in each category is available). 14). Responsibility for RWE employees to be fixed to meet the standards of performance, to implement the orders of TNERC and to improve the performance of the distribution sections, particularly to attend the break down works in a time bound manner as specified by TNERC. 15). To monitor and handle court cases effectively, one legal wing to be created at the level of circle offices with advocates specially engaged to monitor the court cases, assisting the field staff to file the affidavit / counter / appeal and to attend the

cases effectively so that the cases are handled properly in time so that the embarrassment / loss to the Board may be avoided. 16). FOe / EBS to be created in all Metro areas to improve the services to the public. (FOe is restoration of LT Supply, EBS is for HT fault isolation and arranging the HT back feeding to maintain the standards of performance Le. restoring supply without delay). 17). In Nilgiris EDe - Electricity Breakdown Service (EBS) wing as in ehennai to be created to monitor HT supply at Ooty, since it is visited mostly by VIPs and VVIPs not only from India but also worldwid~. 18). One Helper / Wireman post to be sanctioned exclusively to monitor the local body service connections and its related works. 19). The Section Offices, manned by AE/JE Gr. I, which are temporarily upgraded as AEE / Sections (39 nos.) in metro areas are to be downgraded as Assistant Engineer / Junior Engineer Gr. I sections. 20). eug facility to be extended to the AE/JE maintenance of all sub-stations 21). eug facility to RWE employees up to Helper / Wireman to be extended to have effective communication to improve the functions of the Section and to maintain the uninterrupted power supply to the public. eug facility to be extended to the AE/JE maintenance of all sub-stations. 22). GENERAL: 1. Minimum benefit: The revision of wages may be made with effect from 1.12.2011 and the monetary benefit may be made effect from 1.12.2011.} The monetary benefits be ensured to 10% of the Basic Pay ( Pay band + Grade pay). Where ever the benefits fall short of 10 % of basic pay. the pay of the individual has to be stepped up and the minimum benefit to be ensured. 2. Service weightage: Service weightage to be granted to all employees as follows: Up to 10 yrs - 1 increment, 11 to 20 yrs - 2 increments, 21 and above -3 increments. 3. Allowances: All allowances to be increased by 50 CYo along with the revision of wages. 4. The Conveyance allowance for the section officers / sub-divisional officers for attending office works within 8 kms to be sanctioned at the rate of RS.75 /day (The monetary value equivalent to the cost of one litre of petrol per day). For those having jurisdiction of more than 8kms actual expenses be sanctioned without ceiling limit. The conveyance allowance in terms of fixed amount Rs.750/month for FM and Rs.500/month for other staff to be sanctioned for attending the official works. 5. Dust Allowance to the employees working thermal stations to be allowed considering the high level pollution prevailing in the thermal stations. 6. MRT/ Special Maintenance Allowance for the staff working in MRT wing as in GRT and P&C wing since the nature of work is the same. 7. Travelling Allowance be enhanced in such way to meet the charges for stay in the Hotels run by Tamil Nadu Tourism and development corporation in Tamil nadu and to meet the Charges applicable to stay in other state government run corporations in states other than TamiI nadu. 8. Special pay to be sanctioned for staff working in control centre and building divisions on par with 110 KV cables division in Chennai development circle since their nature of duties are similar to that of those receiving the special pay.

1 Continuation Sheet WORKMEN: 1. Technical Assistants pay scale to be fixed on par with the Technical Assistant pay scales in the Government of Tamil Nadu. (as detailed above). 2. The cadres of Heavy vehicle driver and Technical Assistant may be merged to retain the number of scales in workmen category. I: 3. The Higher Grade Scale (Last Scale) in the Workmen category and the lower grade scale (first scale) in the Officers category to be retained as identical. 4. The TCL / CL / Mazdoor trainee etc., are to be brought into regular time scale of pay. OFFICERS: 1. The pay scales of Assistant Engineer / Junior Engineer I Grade has to be increased and merged with that of Assistant Administrative Officer. Since the volume of work and responsibility of the Assistant Engineer / Junior Engineer gr.i have increased more than 200'0 in the past four years. The Assistant Engineers/ Junior Engineers are toiling in the field round the clock to maintain the power supply to the public whether it is a hot summer day or a thundering rainy day. They cannot leave the office unlike other posts until he provides supply to all consumers after attending the fault/ break down. Even availing the holiday (or) weekly off on Sunday is a rare opportunity for them and they almost get isolated from the social bondage both from the family as well as from the society by the nature of their works, essentiality and the responsibility attached with them. 2. The post of Assistant Executive Engineer and Administrative Officer are the promotional posts of Assistant Engineer / Junior Engineer Gr. I and Assistant Admi~istrative Officer. Also the pay band and the Grade pay are kept same for both the categories. Hence both the scales may be merged. 3. Considering the stagnation in the scale of pay for Officers like Executive Engineer and' others. The scales may be suitably fixed to protect them from monetary loss. Master scale / Telescopic scale as in Andhra Pradesh may be adopted to avoid this problem.
