Citizen Comments (Blake & Susan Steffey expressed concerns regarding delay in sewer service for Orchard Hills Subdivision) 2. Presentation Re: Septic Tank/Drainfield Systems (Mr. Rainey gave presentation on septic tank/drainfield system problems in the county; he advised of suggestion that the Planning Commission adopt an ordinance to allow for the PSA to provide maintenance service to septic tank/drainfield systems for all new subdivisions and/or all new homes built in a sensitive area requiring the homeowner to pay a fee to the PSA for said maintenance service; Mr. Rainey requested the PSA to consider such an ordinance in order to protect ground water and surface water; no action taken by the PSA Board) 3. April 6, 2000 TO: PSA Board of Directors FROM: Staff SUBJECT: Reports from the County Administrator and Staff Mr. Morgan regrets that he will be unable to attend the meeting. He is making a presentation at the request of Congressman Boucher in Abingdon on local government cooperative efforts. a. Collection Staff Activity 1. Adjustments - Adjustments totaling $6,602.96 are submitted for the Board s approval. A report detailing the adjustments are enclosed with this packet. 2. Inmate Availability Reports See enclosed. 3. Scheduling Public Hearing All Rates A report will be made at the May PSA meeting. Proposed rates will be developed to insure each solid waste cost center (residential garbage, dumpster service, roll-off service, and barrel commercial service) is selfsufficient. c. Construction Proposals for Small Jobs - See enclosed recommendation from the committee chaired by Fleet Director Mayberry. Mr. Coake can explain the proposals, although he is not participating in the selection, since his brother s company has submitted a proposal for electrical services. d. Billing Services Contract Town of Pulaski No additional information is available at this time. Staff has received a draft agreement which is being evaluated. We expect to present a recommendation at the May PSA meeting. e. Status of Delinquent Account Dick Price Ford We understand the trial has been rescheduled. The Chairman may have additional information to report.

f. Draper Ridge Subdivision Water Tank - We have a draft copy of the Preliminary Engineering Report for the Water Distribution System Analysis of the Draper Valley Area which discusses the alternatives of providing fire flow to the project. The recommended alternative is construction of a water tank and the estimated cost of construction is $200,000. The document explores the various methods of financing the cost of construction through a surcharge on the water bills and a surcharge with a $30,000 payment by the developer. The surcharge amounts vary and the method of determining the surcharge and the allowance for revenue which can be applied to the debt payment has not been verified. Prior to any agreement the revenue available for payment of debt and actual construction cost need to be reviewed. Mr. Stan Moran, developer with the Draper Ridge Subdivision is scheduled to discuss the requirements for placement of the water tank to provide fire flow to the Draper Ridge Subdivision g. Lee Highway Court As was the case in the 1999 CDBG application for sewer service to Lee Highway Court, authorization is request to contribute $48,450, an amount equal to water and sewer connection fees for the 57 existing mobile homes in Lee Highway Court. This contribution will support the proposed application for $586, 823 in CDBG funding and a direct contribution of $100,000 by Mike Boyer for the installation of water and sewer lines to and through the Lee Highway Court. The PSA is also requested to accept maintenance responsibility for the pump station and lines, all of which will be installed to the standards of the County Engineer and the Virginia Department of Health. In return, the PSA would retain all revenue generated from the 57 existing and 23 projected new connections as well as gaining increased control over payment of garbage service fees within Lee Highway Court. See enclosed proposed budget. h. Ratification Grant Program Fluoride Feed & Lab Testing- Enclosed is an explanation from County Engineer Coake and Rick Gordon regarding this matter.
